This article examines the potential implications of the combinations of robotics, artificial intelligence, and deep learning systems on the character and nature of war. The author employs Carl von Clausewitz’s trinity concept to discuss how autonomous weapons will impact the essential elements of war. The essay argues war’s essence, as politically directed violence fraught with friction, will remain its most enduring aspect, even if more intelligent machines are involved at every level.

Offences Against Foreign Domestic Workers In Singapore: Vindicating The Victim’S Right To Dignity, Benjamin Joshua Ong

The High Court of Singapore recently increased the sentences of two employers who had starved their foreign domestic worker, causing serious physical injury. In so doing, the court affirmed the victim’s right to human dignity despite the relative leniency of the charge. This case prompts reflection not only on the vulnerability of foreign domestic workers and the courts’ role in protecting their basic dignity, but also on the prosecutors’ role in framing charges that accurately and completely reflect the infringement of rights.

We analyze the long-term workforce composition when the quality of mentoring available to majority and minority juniors depends on their representation in the workforce. A workforce with ≥ 50% majority workers invariably converges to one where the majority is overrepresented relative to the population. To maximize welfare, persistent interventions, such as group-specific fellowships, are often needed, and the optimal workforce may include minority workers of lower innate talent than the marginal majority worker. We discuss the role of mentorship determinants, talent dispersion, the scope of short-term interventions, various policy instruments and contrast our results to the classic fairness narrative.

• Active transactions of multifamily rental properties have been disproportionately NOAH. There have been over two thousand transactions of NOAH buildings in the Portland metro area from 2006 to 2017 — over 68,000 units of housing. These sales are accelerating, with over 20 percent occurring in just the last 18 months.
• Sales prices for multifamily rental properties have increased substantially, making preservation of affordable rents more challenging. Regionally, the average sale price increased by 78 percent between 2010 and 2017; during this period there was a 43 percent …

We study the evolution of labor force composition when mentoring is more effective within members of the same socio-demographic type. Typically, multiple steady states exist. Some completely exclude juniors of one type. Even a mixed steady state tends to over-represent the type that is dominant in the population. In contrast, the efficient labor force balances talent recruitment against mentoring frictions. It may even underrepresent the dominant type and typically calls for persistent government intervention. This contrasts with the public discourse around temporary affirmative action. We consider specific policy instruments and show that hiring quotas can induce equilibrium employment insecurity.

Motivational interviewing (MI) is an efficacious treatment for alcohol use disorders. MI is thought to enhance motivation via a combination of 2 therapeutic strategies or active ingredients: 1 relational and 1 directional. The primary aim of this study was to examine MI's hypothesized active ingredients using a dismantling design. Problem drinkers (N = 139) seeking treatment were randomized to 1 of 3 conditions: MI, relational MI without the directional elements labeled spirit-only MI (SOMI), or a nontherapy control condition and followed for 8 weeks. Those assigned to MI or SOMI received 4 sessions of treatment over 8 weeks. All participants …

Peer and family interpersonal functioning were examined as mediators of the impact of Interpersonal Psychotherapy for Depressed Adolescents (IPT-A; Mufson, Dorta, Moreau, & Weissman, 2004) on depression and suicidal ideation among Latino youth. Only youth self-identifying as Latino (n = 50) were included in the analyses. The majority were female (86%) with a mean age of 14.58 (SD = 1.91). The current sample was drawn from the intent to treat sample of a clinical trial examining the effectiveness of IPT-A as compared with treatment as usual (TAU; Mufson, Dorta, Wickramaratne et al., 2004). The University of New Orleans Survey Research Center (SRC) conducted a telephone poll of 602 likely voters in New Orleans. Telephone numbers were randomly selected from a sample frame of likely voters. A likely voter is defined as an individual who has voted at least three times in the last five statewide elections. Interviews were conducted November 1-8, 2017. The combined landline and cell phone sample matches the gender, age, race, and council district parameters from the voter file obtained from the Louisiana Secretary of State. The margin of error is +/- 4.0 percent at a 95% level of confidence.

Papers submitted by scientists located in western nations generally fare better in the peer review process than do papers submitted by scientists from elsewhere. This paper examines geographic variation in peer review outcomes (whether a manuscript is sent for review, review scores obtained, and final decisions by editors) for 3529 submissions over a 4.5 year period at the journal Functional Ecology. In particular, we test whether geographic variation in language and socioeconomics are adequate to explain most or are all of this variation. Are urban waterways amenities, and if so, are there inequities in household access? While urban waterways represent a potential site for access to nature within the urban environment, there have been few studies on the accessibility and interactions with water features in particular, what we refer to as “blue spaces." This study drew on a sample of households in Northern Utah living in neighborhoods with a nearby river or canal to ask if local waterways provide positive impacts to households and if proximity to them increased the likelihood of households spending time at them and being familiar with them. Overview of a multi-year process in a library system that included weeding, inventory, reclamation with OCLC, and a plan for ongoing collection maintenance accomplished across 90 academic, public, special and school libraries of varying sizes in an 11 county federated region. Supplemental Security Income (SSI) is one of the most important means-tested transfer programs in the United States. This article examines whether economic conditions affect the likelihood that jobless adults with disabilities apply for SSI payments. Using data for 1996-2010 from the Survey of Income and Program Participation linked to Social Security administrative records, we examine jobless individuals and observe state unemployment rates at both the time their unemployment spell began and the time they applied for SSI. Hazard model estimates suggest that SSI application is positively associated with an increase in the unemployment rate during an individual's jobless spell but …

In this article, we further the understanding of both changes in public opinion on capital punishment in the United States and changes in the factors associated with public opinion on the death penalty. Support for the death penalty may be motivated by events happening during specific time periods, and it can vary across birth cohorts as a result of cohort-specific socialization processes, demographic changes, and formative events that are specific to each generation. In 2014 Wayne State University closed its Science & Engineering Library (SEL) converting the building into a mediated storage collection. In 2017 the University received funding from the State of Michigan to convert the SEL into lab and classroom space intended to support our various STEM programs. This project would have a significant impact on our print journal collection, system wide, due to the 600,000 volumes housed in SEL and the limited available space to absorb them in other parts of the library system. This challenge required a radical downsizing of this collection in the most responsible way possible while …

Because within-host Mycobacterium tuberculosis diversity complicates diagnosis and treatment of tuberculosis (TB), we measured diversity prevalence and associated factors among 3,098 pulmonary TB patients in Lima, Peru. The 161 patients with polyclonal infection were more likely than the 115 with clonal or the 2,822 with simple infections to have multidrug-resistant TB.

This paper argues for an extended theory of power in International Relations (IR), using the example of the glocal HIV/AIDS epidemic. It will argue that world power relations depend not only on military, economic, social and cultural power, but also on the power of the human body itself. This study offers a powerful blow by blow analysis of the attempts to create peace in BiH since the Dayton Agreement. According to Christopher Bennett, Dayton provided a “balance of terror,” was full of unrealistic deadlines, and aimed at providing internationals with an exit strategy (81) and international involvement constantly suffered from an “enforcement gap” (110) derived from the contradiction between trusteeship and democracy as well as limited resources (114). It has even reinforced existing power structures (the ethnos rather than the demos (116, 182), connected to para-states, and undermined democracy.
