Contesting Urban Citizenship: The Urban Poor’S Strategies Of State Engagement In Chennai, India, Subadevan Mahadevan, Ijlal Naqvi

Existing accounts of how the urban poor in the global south engage with the state fall short on two fronts. Firstly, the literature lacks an overarching framework articulating the urban poor’s strategies for engaging the state. Secondly, these accounts typically capture singular instances of state engagement pursued by the urban poor and theorise on that basis. Using Partha Chatterjee’s distinction between civil and political society as our theoretical point of departure, we draw on ethnographic evidence from Chennai’s informal settlements to demonstrate how and when the urban poor deploy different strategies of state engagement to advance their claims to urban …

We develop econometric tools for studying jump dependence of two processes from high-frequency observations on a fixed time interval. In this context, only segments of data around a few outlying observations are informative for the inference. We derive an asymptotically valid test for stability of a linear jump relation over regions of the jump size domain. The test has power against general forms of nonlinearity in the jump dependence as well as temporal instabilities. We further propose an efficient estimator for the linear jump regression model that is formed by optimally weighting the detected jumps with weights based on the …

Article 14.13 of the Trans-Pacific Partnership (TPP) Agreement – the data localization (DL) clause – represents the first time that a far-reaching preferential trade agreement (PTA) seeks to reduce protectionism arising from data residency (DR) requirements. The DL clause, however, is linked to a loose GATT Article XX-like exception: Article 14.13(3)(b), which allows the parties to maintain DR measures to achieve a legitimate public policy objective as long as the measure in question can satisfy the ‘necessity test’. Using four films to probe the transformations in Indonesia’s historical memory, this paper examines how the Indonesian society remembers, interrogates, and comes to terms with one of their nation’s most traumatic episodes: the widespread communist purge that followed the failed coup on 30 September 1965. It also demonstrates how they reflect various perspectives on the 1965 killings that are—to an extent—part of the “Battle of History” (van Klinken 2001) in postSuharto Indonesia, wherein different historiographic traditions introduce new actors, reveal the nuances, and challenge longstanding dominant understandings of 1965.

Chronic stress causes deleterious changes in physiological function in systems ranging from neural cells in culture to laboratory rodents, sub-human primates and humans. It is notable, however, that the vast majority of research in this area has been conducted in males. In this review, we provide information about chronic stress effects on cognition in female rodents and contrast it with responses in male rodents. In general, females show cognitive resilience to chronic stressors which impair male cognitive function using spatial tasks including the radial arm maze, radial arm water maze, Morris water maze, Y-maze and object placement. This case study examines how the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project, a whole-of-government and whole-of-community approach to planning for and adapting to sea level rise, addressed coastal resilience in a southeastern Virginia watershed that spans multiple jurisdictions. Meeting the challenge of sea level rise requires that actors across multiple sectors—citizens, community organizations, industry and government—understand the risks and work together to make critical decisions regarding adaptation strategies and actions. The present study evaluated the challenges associated with transitioning from active duty to collegiate life. This included examining if psychological factors and demographic variables influence a male veteran’s ability to succeed in an academic institution. Success was defined by how well they performed in school measured by their self-reported grade point average. Other measures included the Combat Exposure Scale (CES), PTSD Checklist- Military Version (PCL-M), and Suicidal Behavior Questionnaire-Revised (SBQ-R). This study aimed to contribute to the limited research among student veterans, as well as inform academic institutions of how to approach improving retention rates among prior military members. On 10 October 2016, the two major-party candidates for U.S. Representative of Utah's 4th Congressional district held a publicly televised debate. Incumbent Mia Love represented the Republican Party, and challenger Doug Owens was the Democratic nominee. During that debate, Representative Love made seven references to legislation she had supported during her last term. When asked what she would do to make higher education affordable, for example, her response focused on her legislative accomplishments, repeating twice that "I have introduced three bills to do that" (C-SPAN 2016). Assessment of ongoing or potential electronic purchases has always been a challenging and time-consuming process for librarians. In most cases, the organization, maintenance, sharing, and use of electronic resources data can be overwhelming. Diligent planning, monitoring, and assessment of e-resources is more important than ever. This article lays out the step-by-step process of creating an e-resources assessment playbook. This playbook will essentially be a book of strategies that will help orchestrate and illustrate steps and techniques for carrying out particular e-resources reports.

Academic library administrators may struggle with how best to support librarians who are also mothers of young children. Using both qualitative interviews with librarian-moms and the current literature on how academic faculty balance work and family, this article highlights four key lessons for library administrators to use to help librarian-moms succeed in the workplace.

This report describes the research needs and practices of nine Asian Studies scholars at Trinity University, a private liberal arts college in San Antonio, Texas. Part of a nationwide study coordinated by Ithaka S+R, the report describes scholars’ ¹ methods, information needs, and publication practices in order to better align and deliver research support from academic departments, librarians, university administrators, and other stakeholders. The report culminates in predictions on the future of the field, and offers several recommendations to help scholars achieve the future they envision for Asian Studies.

In this exploratory study the authors ask students enrolled in a credit-bearing undergraduate research methods course to rank and evaluate the troublesome, transformative, and integrative nature of the six frames currently comprising the Framework for Information Literacy for Higher Education. The results indicate that students have valid insights into threshold concept-based instruction, but may confuse the application with the theory. If practitioners are to embrace not only the frames, but also the spirit of the Framework, we must directly involve students in our teaching and research practices.

(And, of course, postgraduate employment is often uncertain.) Now that dissertations are deposited and distributed electronically, students must perform yet another anxiety-inducing task: deciding whether they want to make their dissertations immediately open access (OA) or, at universities that require OA, coming to terms with openness. Drawing on experiences with the JustPublics@365 participatory open online course, or POOC, this chapter discusses the politics and possibilities of open access pedagogy and the broader engagement with communities that academics might achieve. We situated the POOC in New York City’s East Harlem neighborhood and to use the course to form an academic-community partnership. Rather than replicate the broadcast model employed by many MOOCs, in which an instructor delivers education to a broad audience of otherwise disconnected students, the POOC sought to engage participants through open site-based and online experiences, including lectures and class readings posted openly for any member …

A redefinition of burnout as a depressive condition is called for so that the harmful effects of unresolvable job stress can be more accurately and comprehensively assessed. As research compellingly suggests, reducing the harmful effects of unresolvable job stress to the experience of burnout's dimensions of emotional exhaustion, depersonalization, and reduced personal accomplishment is mistaken in that it denies the depressive core of the syndrome referred to as “burnout.” Replacing the notion of burnout by the concept of job-induced depression would help us be more effective in the management of occupational adversity.

As I complete this essay, people across the world are protesting a recent Executive Order banning refugees from entering the United States. Millions of people, organizations, other collectives, and even some corporations are crying out in solidarity that it is a human responsibility to provide refuge to those fleeing inhuman conditions. A detailed analysis of the ban and the reaction is beyond the scope of this essay, but my argument is deeply related to the issue at the center of the protests – refuge. Because (a) burnout overlaps with depression and (b) depression has been associated with altered functioning of the hypothalamic-pituitary-thyroid axis changes in the activity of the HPT axis can be expected in burnout.
