Scholarly Communication And The Dilemma Of Collective Action: Why Academic Journals Cost Too Much, John Wenzler Feb 2017

Scholarly Communication And The Dilemma Of Collective Action: Why Academic Journals Cost Too Much, John Wenzler

Copyright, Fair Use, Scholarly Communication, etc.

Why has the rise of the Internet—which drastically reduces the cost of distributing information—coincided with drastic increases in the prices that academic libraries pay for access to scholarly journals? This study argues that libraries are trapped in a collective action dilemma as defined by economist Mancur Olson in The Logic of Collective Action: Public Goods and the Theory of Groups. To truly reduce their costs, librarians would have to build a shared online collection of scholarly resources jointly managed by the academic community as a whole, but individual academic institutions lack the private incentives necessary to invest in a shared …

Bridging The Divide White Paper: Pregnant Women And Substance Use: Overview Of Research & Policy In The United States, Darla Bishop, Liz Borkowski, Megan Couillard, Amy Allina, Susanna Baruch, Susan Wood

Jacobs Institute of Women's Health

This paper examines the current literature and policy implications of substance use and substance use disorders among pregnant and parenting women. While this is not meant to serve as an exhaustive literature review on this topic, it seeks to describe: current research on health effects of substance use and substance use disorders on pregnant women1 and their children; policies and programs that help ensure that pregnant women who use substances have access to the highest quality healthcare, including prenatal care; the current barriers to accessing treatment for substance use disorders for pregnant women, including those who are incarcerated; and the …

Calvin Massey, Gentleman Farmer, Evan Tsen Lee Feb 2017

Calvin Massey, Gentleman Farmer, Evan Tsen Lee

The University of New Hampshire Law Review

[Excerpt] “So much of Calvin’s work was intelligible as work about freedom and independence, preventing aggregations of government power that threatened individual freedom. Calvin didn’t love federalism because he had a romanticized view of statehood, he believed in it because he thought centralized power in the federal government was a bigger threat to individual freedom than states were. In most states, a tin-pot governor and amateur hour legislators just aren’t going to be as effective at coercing beliefs as an Executive Branch that contains the U.S. Treasury, the Justice Department, the FBI, and the CIA, not to mention the Pentagon …

American Undergraduate Students' Value Development During The Great Recession, Heejung Park, Jean M. Twenge, Patricia M. Greenfield

Psychology Faculty Research and Scholarship

The Great Recession's influence on American undergraduate students' values was examined, testing Greenfield's and Kasser's theories concerning value development during economic downturns. Study 1 utilised aggregate-level data to investigate (a) population-level value changes between the pre-recession (2004–2006: n = 824,603) and recession freshman cohort (2008–2010: n = 662,262) and (b) overall associations of population-level values with national economic climates over long-term periods by correlating unemployment rates and concurrent aggregate-level values across 1966–2015 (n = 10 million). Study 2 examined individual-level longitudinal value development from freshman to senior year, and whether the developmental trajectories differed between those who completed undergraduate …

Collective Power To Create Political Change: Increasing The Political Efficacy And Engagement Of Social Workers, Jason Ostrander, Shannon R. Lane, Jennifer Mcclendon, Crystal Hayes, Tanya Rhodes Smith

School of Social Work Faculty Publications

Because social workers are called to challenge social injustices and create systemic change to support the well-being of individuals and communities, it is essential that social workers develop political efficacy: belief that the political system can work and they can influence the system. This study explored the impact of an intensive political social work curriculum on political efficacy and planned political engagement among social work students and practitioners. The findings suggest this model of delivering a political social work curriculum effectively increases internal, external, and overall political efficacy, and that increasing political efficacy has promise for increasing future political engagement.

Identifying The Anthropological In A Mixed- Methods Study Of Transnational Students In Mexican Schools, Edmund T. Hamann, Victor Zuniga, Juan Sánchez García Feb 2017

Identifying The Anthropological In A Mixed- Methods Study Of Transnational Students In Mexican Schools, Edmund T. Hamann, Victor Zuniga, Juan Sánchez García

Department of Teaching, Learning, and Teacher Education: Faculty Publications

Identifying surveying as more commonly sociological and semistructured interviewing as more commonly anthropological, which describes disciplinary histories more than any fixed formulas, we juxtapose transnational students’ survey answers collected in Mexican schools with their answers to interviewers several months later. From this, we consider what can be learned about research methodology and transnational student cosmology when different methods yield discrepant answers. Without claiming superiority for either mechanism, we find their combination illuminating, and it substantiates the claim that anthropological inquiry can add crucial value to mixed-methods, interdisciplinary inquiry.

Housing The Homeless: A Framework For Sustainable, Affordable Housing, Brianna Providence Feb 2017

Housing The Homeless: A Framework For Sustainable, Affordable Housing, Brianna Providence

Student Theses 2015-Present

New York City’s building stock is comprised of nearly one million structures. Buildings are responsible for unconscionable amounts of global energy, water, resources, and greenhouse gas (GHG) emissions. Thousands of buildings are annually constructed when the truth is that there is a significant stock of buildings that could stand to be rehabilitated. New green developments present an opportunity to increase efficiency while reducing energy use, resource consumption, and waste. If virgin new green developments provide the aforementioned opportunities, then it logically follows that sustainably retrofitting preexisting buildings represents an even greater opportunity to promote environmental sustainability and reduce inefficiencies. As …

Bridging The Gap: Joint Fire Science Program Outcomes, Stephen W. Barrett Feb 2017

Bridging The Gap: Joint Fire Science Program Outcomes, Stephen W. Barrett

Joint Fire Science Program Digests

The Joint Fire Science Program (JFSP) has funded an impressive number of research projects over the years. However, the number of projects does not necessarily provide an accurate picture of the program’s effectiveness. Over the last decade, researchers have collected data and conducted several studies to determine whether the results of JFSP-funded projects are reaching potential users and informing management decisions and actions. Those studies have helped identify issues and influence changes within the program. Early studies pointed out the need for a boundary-spanning organization to improve delivery of science information, which resulted in the establishment of the Fire Science …

Interwar Price Level Targeting, James S. Fackler, Randall E. Parker Feb 2017

Interwar Price Level Targeting, James S. Fackler, Randall E. Parker

Institute for the Study of Free Enterprise Working Papers

Fackler and Parker argue that the Great Depression may have been preventable with a formalized policy rule proposed by economist Irving Fisher. Policymakers have an ongoing debate about whether formalized policy rules are better than discretionary policy decisions for economic outcomes. The authors’ analysis suggests that in the case of the Great Depression, if Fisher’s policy rule had been adopted in 1930 the collapse of the economy would have been avoided.

Open Access And Global Inclusion: A Look At Cuba, Elizabeth Jardine, Maureen Garvey, J. Silvia Cho

Publications and Research

Is the Open Access movement meeting its goal of equalizing access to research worldwide? What we learned in libraries and archives during a delegation to Cuba inspired us to pursue this question. Latin America has long used OA to share its research, but it still has not achieved parity in access and contribution with the developed world. We consider what the OA movement can do to relieve some of these global inequities.

The New Politics Of Us Health Care Prices: Institutional Reconfiguration And The Emergence Of All-Payer Claims Databases, Philip Rocco, Andrew S. Kelly, Daniel Beland, Michael Kinane Feb 2017

The New Politics Of Us Health Care Prices: Institutional Reconfiguration And The Emergence Of All-Payer Claims Databases, Philip Rocco, Andrew S. Kelly, Daniel Beland, Michael Kinane

Political Science Faculty Research and Publications

Prices are a significant driver of health care cost in the United States. Existing research on the politics of health system reform has emphasized the limited nature of policy entrepreneurs’ efforts at solving the problem of rising prices through direct regulation at the state level. Yet this literature fails to account for how change agents in the states gradually reconfigured the politics of prices, forging new, transparency-based policy instruments called all-payer claims databases (APCDs), which are designed to empower consumers, purchasers, and states to make informed market and policy choices. Drawing on pragmatist institutional theory, this article shows how APCDs …

Information Design: A Unified Perspective, Dirk Bergemann, Stephen Morris Feb 2017

Information Design: A Unified Perspective, Dirk Bergemann, Stephen Morris

Cowles Foundation Discussion Papers

Fixing a game with uncertain payoffs, information design identifies the information structure and equilibrium that maximizes the payoff of an information designer. We show how this perspective unifies existing work, including that on communication in games (Myerson (1991)), Bayesian persuasion (Kamenica and Gentzkow (2011)) and some of our own recent work. Information design has a literal interpretation, under which there is a real information designer who can commit to the choice of the best information structure (from her perspective) for a set of participants in a game. We emphasize a metaphorical interpretation, under which the information design problem is used …

Information Design: A Unified Perspective, Dirk Bergemann, Stephen Morris

Cowles Foundation Discussion Papers

Given a game with uncertain payoffs, information design analyzes the extent to which the provision of information alone can influence the behavior of the players. Information design has a literal interpretation, under which there is a real information designer who can commit to the choice of the best information structure (from her perspective) for a set of participants in a game. We emphasize a metaphorical interpretation, under which the information design problem is used by the analyst to characterize play in the game under many different information structures. We provide an introduction into the basic issues and insights of a …
