The Economic Impact Of Changing Water Levels: A Regional Economic Analysis Of Lake Thurmond, Rob Carey, Lori A. Dickes, Elizabeth L. Crouch

Journal of Public Management & Social Policy

This article examines the economic impact of declining lake levels on the local economy in six counties near the publically managed Thurmond Reservoir, located along the border of Georgia and South Carolina. A regression analysis of the relationship between lake level elevations and lake front real estate transactions is used in conjunction with an input-output model to estimate the median monthly economic impact of a one-foot increase in lake level in terms of employment, output, disposable income, and net local government revenue on the six counties bordering the lake. How Promising Is The Second Chance Act In Reducing Recidivism Among Male Ex-Offenders In Alabama, Georgia And Mississippi?, Jonny Amasa-Annang, Gina Scutelnicu

Journal of Public Management & Social Policy

This study examines the effectiveness of reentry programs as provided by the Second Chance Act of 2007 in reducing recidivism among ex-offender males in the southern states of Alabama, Georgia, and Mississippi. Drawing on secondary data coming mainly from the Bureau of Justice Statistics the study uses multivariate analysis to assess the factors that explain recidivism, and evaluate the impact of the Second Chance legislation on recidivism among young adult males in the three states. Findings indicate that imprisoned Black and Hispanic males, as well as median household income are significant predictors of recidivism. Additionally, the study finds that, three …

Representative Bureaucracy, Street-Level Bureaucrats And Bureaucratic Discretion In Federal Disaster Assistance, Jason David Rivera

Journal of Public Management & Social Policy

This paper explores the role of representative bureaucracy and bureaucratic discretion in the allocation of federal disaster assistance to Hurricane Sandy survivors. Through the analysis of focus groups and key informant interviews, this study finds that FEMA home inspectors are not diverse in reference to race and gender; however, inspectors are found to be diverse in reference to place of origin. Although the role that race and gender play in the allocation of resources is found to be unclear, the region from which inspectors come from is found to be influential in the allocation of aid to survivors. Participant Observation: Enhancing The Impact Measurement In Community Based Participatory Research, Brent Hammer, Fay Fletcher, Alicia Hibbert

The Qualitative Report

Participant observation parallels the principles of community based participatory research (CBPR), recognizing that each community should be understood in its own context. Using fieldnotes from the Métis Settlements Life Skills Journey (MSLSJ) program, the authors explore the benefits and challenges of using participant observation in CBPR program evaluation. Participant observation was incorporated in 2014 and 2015 as researchers sought a complementary perspective and context to determine the impact of the program. The authors explore relationships with a large number of stakeholders (children, facilitators, community members, and project staff) and discuss ensuring the participant observer’s perspective is not privileged above others.

Socially constructed identities and language practices influence the ways students perceive themselves as learners, problem solvers, and future professionals. While research has been conducted on individuals’ identity as engineers, less has been written about how the language used during engineering problem solving influences students’ perceptions and their construction of identities as learners and future engineers. This study investigated engineering students’ identities as reflected in their use of language and discourses while engaged in an engineering problem solving activity. Value Added As The Tax Base For Enterprise Income, Nicos Zafiris

The Journal of Entrepreneurial Finance

The paper addresses the long standing asymmetry in the tax treatment of debt and equity costs through a direct comparison of two hypothetical regimes based exclusively on income taxation, broadly defined, and value added taxation. The model presented widens existing debate to encompass the choice between entrepreneurial and contractual use of inputs generally and including labour, as well as capital. Using representative functional forms and numerical illustrations the analysis explores the effect of the tax regimes on firm decisions concerning input selection, output level and vertical integration. The ongoing debate on the impact of CPEC projects on future external payments’ obligations is welcome, but should be informed by analysis based on facts rather than opinion. The total committed amount under CPEC of $50 billion is divided into two broad categories: $35bn is allocated for energy projects while $15bn is for infrastructure, Gwadar development, industrial zones and mass transit schemes. The entire portfolio is to be completed by 2030. Therefore, the implementation schedule would determine the payments stream. The purpose of this paper is to examine antecedents that predict researchers’ usage intention of Open Access Journals (OAJs) in Tanzania, with a specific focus on the Agricultural Research Institutes (ARIs). Specifically, the study investigates major predictors of usage intentions of OAJs. Data were collected from pilot study. A total of 60 (85.71%) usable questionnaires out of 70 were returned. The study utilized the Theory of Reasoned Action (TRA). The results show that attitude, content respectability and predatory publishers have insignificant effect on usage intention, while subjective norms and intention shows statistically significant effect on OAJs usage behavior. Altmetrics are an alternative to traditional measurement of the impact of published resources. While altmetrics are primarily used by researchers and institutions to measure the impact of scholarly publications online, they can also be used by archives to measure the impact of their diverse online holdings, including digitized and born-digital collections, digital exhibits, repository websites, and online finding aids. Furthermore, altmetrics may fill a need for user engagement assessments for cultural heritage organizations. This article introduces the concept of altmetrics for archives and discusses barriers to adoption, best practices for collection, and potential further areas of study.

The empirical evaluation of complex decision support systems is often limited to the self-reported satisfaction of the systems’ users.

Such an approach is problematic due to the conflation of the user's satisfaction related to the decision support system and the decision making process and its outcomes.

How Do Men And Women Help? Validation Of A Multidimensional Measure Of Prosocial Behavior, Matthew G. Nielson, Laura Padilla-Walker, Erin K. Holmes

The current study sought to address gender differences in prosocial behavior by creating and validating a multidimensional measure of prosocial behavior that more fully captures the ways that men help others. The new measure is directed toward family, friend, and strangers, and has five factors: defending, emotional support, inclusion, physical helping, and sharing. In Study 1, CFA analyses performed on a sample of 463 emerging adults online (mean age 23.42) revealed good model fit and divergent validity for each of the five factors.
