There are currently 12,167 children in foster care in Minnesota and 32% experienced multiple placements in 2014. Many children are entering foster care due to concerns of child behavior, parental chemical use, or allegations of maltreatment. After an often unexpected separation from their family, children are then expected to adapt to a new foster family with a new set of family norms and rules. Many children are moved between multiple foster homes, or are returned to their caregivers only to be placed back in foster care at a later time. Globally, the transfer of funds by migrants to their home countries or areas (cash remittances) is at an all-time high. By 2017, it is predicted to rise to US$500 billion – and there is a growing policy consensus that cash remittances can be mainstreamed into development. Equally, food remitting also has a role to play in urban and rural food security. Yet despite its importance, researchers and policymakers tend to ignore food remitting.

This discussion paper aims to review what is currently known about the role played by the informal sector in general, and informal retailers in particular, in the accessibility of food in South Africa. The review seeks to identify policy-relevant research gaps. Drawing on Statistics South Africa data, we show that the informal sector is an important source of employment, dominated by informal trade with the sale of food a significant subsector within this trade. We then turn our attention to what is known about the informal sector’s role in food sourcing of poorer households. Surveys show that urban residents, and …

Continuity And Change In Puebloan Ritual Practice: 3,800 Years Of Shrine Use In The North American Southwest, Phil R. Geib, Carrie Heitman, Ronald C.D. Fields

Radiocarbon dates on artifacts from a Puebloan shrine in New Mexico reveal a persistence in ritual practice for some 3,800 years. The dates indicate that the shrine had become an important location for ceremonial observances related to warfare by almost 2000 cal. B.C., coinciding with the time when food production was first practiced in the Southwest. The shrine exhibits continuity of ritual behavior, something that Puebloans may find unsurprising, but also changes in the artifacts deposited that indicate new technology, transformations of belief, and perhaps shifting cultural boundaries. Sexual minority men are at increased risk for sexual victimization at all ages compared to heterosexual men; yet, most research on victimization focuses on the experiences of heterosexual women. This study compares the rates of multiple forms of interpersonal violence (violence perpetrated by another person) in a sample of sexual minority status college men and heterosexual men on campus. Participants (n = 53 sexual minority men; n = 364 heterosexual) completed an anonymous Web survey containing measures of childhood abuse, adolescent/adult sexual victimization, adolescent/adult sexual aggression, intimate partner victimization and aggression, rape empathy, posttraumatic stress disorder symptoms, and social desirability. …

Most public relations research advocates for stronger organization-public relationships and the implementation of dialogic theory to advance the practice and elevate the status of the public relations practitioner. However, this study reveals that internal relationship dynamics can prevent corporate public relations practitioners from carrying out this function of the public relations role. Twelve weeks of observation and eleven interviews were conducted at a Fortune 1000 technology company to gain insights on how corporate PR practitioners build relationships with external publics, to gauge practitioners’ orientation to dialogue, and to identify challenges to external relationship building. Location-based services are mobile applications that use a device’s location to provide relevant results. Spatial search applications are a popular subset of location-based services that enable people to search through their surrounding space to find nearby locations. This article examines spatial search applications through a framework that combines critical geography research with research on the power search engines exert over information visibility. The main argument of the article is that popular spatial search applications, such as Yelp, may subtly reproduce existing forms of spatial segregation by rendering certain location invisible through the mobile mapping interface.

Does Regulation Of Physicians Reduce Health Care Spending?, Scott Barkowski

The medical community argues that physician fear of legal liability increases health care spending. Theoretically, though, the effect could be positive or negative, and empirical evidence has supported both cases. Previous studies, however, have ignored the fact that physicians face risk from industry oversight groups like state-level medical licensing boards in addition to civil litigation risk. This article addresses this omission by incorporating previously unused data on punishments by oversight groups against physicians, known as adverse actions, along with malpractice payments data to study state-level health care spending. Background: In the past fifty years, families in the USA have changed in configuration, size and dynamics. The percentage of families that do not conform to the traditional family unit (married mother and father with children) has increased as there are more single-parent families, LGBTQ families and interracial families. The proportion of unmarried or divorced families has also increased, as it has the number of married and unmarried couples that opt to not have children and, additionally, more couples are opting for adoption and foster parenting (Pew Research Center 2010). This study develops a business cycle index (BCI) for Lubbock Metropolitan Statistical Area (MSA). The Stock & Watson (1989; 1991; 1993) methodology is used to develop the BCI and assumes that the co-movements of key economic indicators have a single underlying, unobservable factor. This factor is extracted from the indicators and used to calculate an index that represents economic conditions through an econometric approach. The model uses the Kalman filter smoothing approach which smooths across variables and over time. This results in an index that is smoother with less pronounced expansions and recessions. ncome persons. State Medicaid policy may affect the uptake of recommended adult vaccinations. We examined the impact of three aspects of Medicaid benefit design (coverage for vaccines, prohibiting cost-sharing, and copayment amounts) on vaccine uptake in the fee-for-service Medicaid population 19–64 years old. We combined previously published reports to obtain state Medicaid policy information from 2003 and 2012. Data on influenza vaccination uptake were taken from the Behavioral Risk Factor Surveillance System. We used a differences-in-differences framework, controlling for national trends and state differences, to estimate the effect of each benefit design factor on vaccination uptake in different Medicaid-eligible populations. …

Error correction for English language learner's (ELL) writing has long been debated in the field of teaching English to learners of other languages (TESOL). Some researchers say that written corrective feedback (WCF) is beneficial, while others contest. This study takes a look at the manageability of the innovative strategy Dynamic Written Corrective Feedback (DWCF) and asks what factors influence the manageability of the strategy (including how long marking sessions take on average) and what suggestions experienced teachers of DWCF have. Utility-based green electricity programs provide market opportunities for consumers to reduce the carbon footprint of their electricity use. These programs deploy three types of public-goods contribution mechanisms: voluntary contribution, green tariff, and all-or-nothing green tariff (Kotchen and Moore, 2007). We extend the theoretical understanding of the all-or-nothing green tariff mechanism by showing that an assumption of warm-glow preferences is needed to explain widespread participation in programs deploying this mechanism.
