Why Are Regulations Changed? A Parcel Analysis Of Upzoning In Los Angeles, C. J. Gabbe

Environmental Studies and Sciences

Planners, officials, and neighborhood groups often debate zoning changes, yet there is little empirical evidence explaining why zoning and other land use regulations are changed. I use logistic regression models to examine density-enabling rezoning (“upzoning”) in Los Angeles. I find that upzoning occurs where there are development opportunities combined with limited political resistance. Upzoning is most likely on well-located parcels zoned for low-intensity, nonresidential uses. Meanwhile, homeowners—and particularly homeowners with access to valuable amenities—are associated with regulatory stasis. I conclude by recommending strategies for addressing homeowners’ concerns about higher density housing.

In recent years, hundreds of Earth observation satellites have been launched to collect massive amounts of remote sensing images. However, the considerable cost and time to process the significant amount of data have become the greatest obstacle between data and knowledge. In order to accelerate the transformation from remote sensing images to urban thematic maps, a strategy to map the bare land automatically from Landsat imagery was developed and assessed in this study. PointLogic Energy, a source for natural gas pipeline flow and capacity in the original report, has recently updated its models for calculating natural gas flow in the Tennessee Gas Pipeline in New England. This model update has resulted in significant changes to their previous estimates. Most importantly, data obtained from PointLogic Energy in December 2016 supported the finding that overall net gas flow in the “Tennessee Gas Pipeline: NY to MA” was from Massachusetts to New York from 2013–2016; their revised models indicate a net flow during the same period from New York to Massachusetts. Investigating The Relationship Between Supervisor Status And The Modus Operandi Of Juvenile Sexual Offenders: A Routine Activity Theory Perspective, Kelly E. Stewart

A significant proportion of child sexual abuse perpetration is committed by juvenile sexual offenders (JSOs), a subgroup of offenders whose patterns of offending, or "modus operandi," have been found to be markedly different compared to their adult counterparts (Kaufman et al., 1996; Kaufman et al., 1998). Many of these JSOs commit sexual abuse perpetration while acting as a babysitter, or a temporary supervisor to their victim. The present study investigates the routine activities of JSOs and their victims’ caregivers that are associated with the JSO being placed into a supervisory role. Smart growth policies have often emphasized the importance of land use mix as an intervention beholding of lasting urban planning and public health benefits. Past transportation-land use research has identified potential efficiency gains achieved by mixed-use neighborhoods and the subsequent shortening of trip lengths; whereas, public health research has accredited increased land use mixing as an effective policy for facilitating greater physical activity. In 2005, EBSCO introduced a comprehensive database for sociology that could be a competitor for Sociological Abstracts, SocINDEX/SocINDEX with Full Text. Library science quickly produced a product review, a few general comparative analyses of the two, and a few comparative analyses of the databases’ utility for particular populations of researchers/students. Background Lateral temporal neural measures (Na and T-complex Ta and Tb) of the auditory evoked potential (AEP) index maturation of auditory/speech processing. These measures are also sensitive to language experience in adults. This paper examined neural responses to a vowel sound at temporal electrodes in four- to five-year-old Spanish-English bilinguals and English monolinguals and in five- to six-year-old Turkish-German bilinguals and German monolinguals. The goal was to determine whether obligatory AEPs at temporal electrode sites were modulated by language experience. As a reaction to school violence, zero-tolerance became the rule in many school districts. The latter practice silenced student voices and institutionalized the overrepresentation of minority students in discipline situations. An over-reliance on punishment has not significantly changed behavior; therefore, it is time to explore proactively using restorative practices to allow students to value the reasons behind rules instead of simply complying to avoid punishment.
