House Bill 828 (HB828) was proposed in 2016 to remove the ban on Temporary Assistance for Needy Families (TANF) for individuals with felony-related drug convictions who are otherwise eligible to receive benefits. The TANF program is designed to help low income families achieve self-sufficiency. States receive block grants to design and operate programs that accomplish one of the purposes of the TANF program: 1) Provide assistance to needy families so children can be cared for in their own homes; 2) Reduce the dependency of parents by promoting job preparation, work, and marriage; 3) Prevent and reduce the incidence of out-of-wedlock …

Virginia is facing significant challenges related to public education such as decreased funding for public education, decreased teacher salaries, and overcrowded classrooms. Senate Joint Resolution 6 was a bill proposed in 2016 that sought to grant the Board of Education authority, subject to criteria and conditions prescribed by the General Assembly, to establish charter schools within the school divisions of the Commonwealth. There are racial implications related to the creation and authorization of charter schools and this report details those impacts and creates a set of recommendations to eliminate racial implementations when determining who authorizes charter schools in the Commonwealth …

Beyond Baby Steps An Empirical Study Of The Impact Of Environmental Justice Executive Order 12898, Elizabeth Ann Glass Geltman, Gunwant Gill, Miriam Jovanovic

This study evaluated the impact of Executive Order (EO) 12898 to advance environmental justice. We conducted a review evaluating the frequency and effective use of EO 12898 since execution with particular focus following President Obama’s Plan EJ 2014. We found that both EO 12898 and Plan EJ 2104 had little, if any, impact on federal regulatory decision making. To the extent federal agencies discussed EO 12898, most did so in boilerplate rhetoric that satisfied compliance but was devoid of detailed thought or analysis. Drilling For Common Ground: How Public Opinion Tracks Experts In The Debate Over Federal Regulation Of Shale Oil & Gas Extraction, Elizabeth Ann Glass Geltman

Public interest in environmental and health impacts from shale oil and gas extraction (what the public calls “fracking”) is growing. Industry claims the public outcry against the new technology is not grounded in science. In February 2013, Resources for the Future (“RFF”) published a list of high priority “risk pathways” that experts from NGOs, academia, government, and industry all agreed were real concerns about fracking. This article used the risk matrix to evaluate whether public comments in dockets of federal agencies that proposed regulation concerning hydraulic fracturing tracked expert concern. Bringing Scholars To The Limelight: Publicizing An Institutional Repository Amongst Faculty And Students, Carrie B. Levinson, Melissa Spangenberg, Shawn Manning

Touro Scholar, the institutional repository (IR) of the Touro College and University System (TCUS) and New York Medical College (NYMC), officially launched in April 2016, utilizing bepress’s Digital Commons repository platform.The IR is an online archive of scholarly output of an institution –in this case TCUS and NYMC. After assessing institutional knowledge of the scholarly benefits of depositing work in the repository, the libraries planned to create a concrete game plan to establish buy-in to Touro Scholar. Handouts, presentations, customized guides, liaison outreach, tutorials, and webinars were proposed methods of advertising the repository.

The Dolly Parton Imagination Library (DPIL) program encourages reading among families of preschool children by mailing age-appropriate books, once per month, until the age of five. An evaluation of a DPIL program in a southern state in the U.S. was conducted to assess the impact on enrolled children. Focus groups were conducted and a survey was administered to over 100 parents of children in the program to determine parents’ satisfaction with – and assessment of – the program relative to its activities and stated outcomes. Patient navigation is an emerging area of healthcare practice that uses an interdisciplinary and integrated care model designed to reduce health disparities and improve health outcomes. The authors define patient navigation, delineate the alignment of social work competencies with patient navigator requirements, and argue for a clear social work role and presence as patient navigators in interdisciplinary healthcare delivery. Social workers are well-equipped to carry out a variety of patient navigator responsibilities due to their unique skill of social justice advocacy as a macro-level intervention. Given the cost of long-term foster care placement in both human and economic terms, few studies have specifically explored if any factors help to predict why this vulnerable population spends significantly more time in foster care. The overarching goal of this exploratory study was to use binary logistic regression to investigate whether any child demographic or environmental characteristics predicted the discharge of a child placed in Kentucky's foster care system for child sexual abuse. Results indicated that children in the most rural areas of the state were over 10 times more likely to be discharged from foster care during the …

This paper explores the networks that intergovernmental organizations(IGOs) create in the international system and explore how states relate to eachother in such networks. It focuses in particular on the network of IGOs that actas creators of and agents for hard international law. We introduce new data thatallows us to investigate which institutional traits and functions are most closelyrelated to IGOs’ contribution to the implementation and enforcement of informalinternational law. We map out and explore the network of “highly legalized”IGOs for the years 1980–2005 as well as the affiliation networks emerging fromstates’ membership in such IGOs. Purpose -This study describes Hispanic students’ use of the academic library and their perceptions of factors that impact their use and satisfaction with it.
Design/Methodology -Using the literature as a springboard, a survey was created and modified to understand Hispanic students’ perceptions of the academic library. The participants were recruited by the University’s Institutional Research team, which could reach out to students who self-identified as Hispanic.
Findings - Generally speaking, Hispanic students are comfortable in this particular academic library, and felt that librarians and staff were available and kind. They are less comfortable asking for research help, largely …

It’S A Relationship: A Qualitative Exploration Of The Challenges To Interorganizational Collaborative Relationships, Morgan E. Braganza

Interorganizational collaboration is increasingly used to address social issues, but it can fail when the underlying relationships become damaged. This study explores the qualities, characteristics, and processes that can fracture collaborative relationships and the consequences of failing to correct these fractures. Using a qualitative design, interview data were collected from 19 executive directors of Canadian human service organizations. The findings highlight several challenges to collaboration and show the importance of exploring negative outcomes of inaction. An additional aim of this study is to provide strategies for building and nurturing collaborative relationships.

As an anti-corruption journalist in Afghanistan, Aarash’s family’s life was threatened by warlords. His car was shot at, their guesthouse was bombed, and later when they were threatened at gunpoint, they tried to make a new life in India. But in India, they discovered difficulties in obtaining permanent visas so they had return to Kabul where they hid at a friend’s house for 20 days while obtaining documentation to flee to Turkey. R.M. Cooper Library at Clemson University is a Patent and Trademark Resource Center (PTRC). In 2013, we embarked upon a project to add access to Clemson patents to TigerPrints (our Institutional Repository) and to our online catalog. The steps that we took can be followed by anyone who is interested in showcasing patents associated with their own institution. I focused on using free, widely-available resources, so there is no need to rely on databases that are only available at a PTRC, although these resources can be very helpful.

Effects of tactile and audio feedback are examined in the context of touchscreen and mobile use. Prior experimental research is graphically summarized by task type (handheld text entry, tabletop text entry, non-text input), tactile feedback type (active, passive), and significant findings, revealing a research gap evaluating passive tactile feedback in handheld text entry (a.k.a. "texting"). A passive custom tactile overlay is evaluated in a new experiment wherein 24 participants perform a handheld text entry task on an iPhone under four tactile and audio feedback conditions with measures of text entry speed and accuracy. The perception of a visual stimulus is dependent not only upon local features, but also on the arrangement of those features. When stimulus features are perceptually well organized, a global configuration with a high degree of salience emerges from the interactions between these features, often referred to as emergent features. Emergent features can be demonstrated in the Configural Superiority Effect (CSE): presenting a stimulus within an organized context relative to its presentation in a disarranged one results in better performance. Adjuncts are increasingly becoming more important in higher education and make up nearly onethird of VCU’s teaching faculty. While VCU has made strides in increasing the number of tenuretrack and term professors, the size and needs of certain departments will always make adjunct instructors necessary.
