There are some disagreements between academics and practitioners on how to improve the performance of government officials in Ghana. While academics advocate for reforms in governance through education and training, practitioners may have differing interests and expectations. Such impasse has contributed to the lack of a unified framework of concepts in nation building. Core concepts for training public managers for good governance have fragmented within public administration, public policy, and public management. Syllable Circles is an interactive visualization representing prominence as a feature in short phrases or multi-syllable words. They were designed for Computer Aided Pronunciation Teaching as a part of English Language Teaching. This study explores the question of if and how interactive visualizations can affect English Language Learners’ awareness of prominence, or stress, in English pronunciation. The study followed seven learners and three teachers. Think-aloud protocols, notes from direct observation and interviews of two groups allowed for six streams of data. Thai migrants first began trickling into the Chao Phraya river valley from Southern China in the eleventh century. Thai chieftains established petty kingdoms in modern-day Myanmar, Thailand and Laos, initially as tributaries to more established Burmese and Khmer rulers. However, both the diminishing influence of the Khmer Empire and the Mongols’ sacking of the Burmese capital Bagan in 1287 left a political vacuum in mainland Southeast Asia, which was soon filled by Thai kingdoms such as Sukhothai (1238–1463), Chiang Mai (1296–1775), Ayutthaya (1351–1767) and eventually Bangkok (f. 1 782). A maritime analogue to the silk road running through Central Asia, the Indonesian archipelago was a key ancient trade route linking Chinese goods to markets in India and farther west into the Mediterranean. Its cosmopolitan ports attracted significant numbers of Arab, Indian and Chinese merchants and holy men and fostered the exchange of goods as well as cultural and religious ideas. Cultural appropriation had a clear Indian bias. The Affordable Care Act (ACA) gives states two key choices: Whether to expand Medicaid to cover poor uninsured adults; and whether to establish a state Exchange. No population stands to gain more from these choices than residents of Texas, who experience the nation’s highest uninsured rate. National estimates show that by not expanding Medicaid, the state has foregone coverage for 1.5 million people. County‐level estimates show that in 249 out of 254 counties, the proportion of uninsured adults exceeds 20 percent of the total adult county population. In 31 counties, the proportion of low income uninsured adults exceeds 60 percent …

Background

Many African countries are investing in medical education to address significant health care workforce shortages and ultimately improve health care. Increasingly, training institutions are establishing medical education departments as part of this investment. This article describes the status of four such departments at sub-Saharan African medical schools supported by the Medical Education Partnership Initiative (MEPI). This article will provide information about the role of these institutional structures in fostering the development of medical education within the African context and highlight factors that enable or constrain their establishment and sustainability.

Objective Describe modern trends in congestive heart failure (CHF) among elderly (>65 years of age) in the United States, to identify potentially successful rural areas. Compare CHF mortality using multiple- (MCOD) versus underlying-(UCOD) cause of death data.

Methods U.S. Centers for Disease Control and Prevention mortality files (WONDER internet site).

Results Using MCOD data, overall mortality rates/100,000 population (and 95% confidence intervals) for CHF among persons >65 years of age (1999–2013) were 482.0 (481.2–482.8) for large central and large fringe metropolitan (LCLF) counties, 549.6 (548.6–550.7) in small and medium metropolitan (SM) counties, and 652.6 (650.9–654.0) in micropolitan and non-core, …

Do You Hear What I See? Assessing Accessibility Of Digital Commons And Contentdm, Wendy Walker, Teressa M. Keenan

This article discusses the accessibility of two content management systems, Berkeley Electronic Press’ Digital Commons and OCLC’s CONTENTdm, widely used in libraries to host institutional repository and digital collections content. Based on observations by a visually-impaired student who used the JAWS screen reader to view the design and display of digital objects in both systems, we provide a general overview of the accessibility of each system. We discuss potential suggestions for accessibility-related improvements, and we offer ideas for library administrators of these systems about how to maximize the back-end configurations for accessibility.

This paper includes analyses of the extent to which student attitudes toward corruption, authoritarian forms of government and disobedience to the law are influenced by different factors at the student and school level across six Latin American countries (Chile, Colombia, Dominican Republic, Guatemala, Mexico and Paraguay). Data from the international and regional assessments will be used in the analyses. Patterns Of Lone Actor Terrorism In The United States, Brent L. Smith, Paxton Roberts, Jeff Gruenewald, Brent R. Klein

This research explores the differences in geospatial and temporal patterns between lone actor and group-based terrorists in the United States. These include differences in demographics, precursor activities, proximity to the terrorism incidents, and longevity of conducting terrorist activities. Data for this analysis were derived from the American Terrorism Study (ATS). The ATS includes information on federal criminal cases resulting from FBI investigations for “terrorism or terrorism-related activities.” The analysis includes data from 264 prevented or completed terrorism incidents in the United States from 1980-present. These incidents involved 314 indictees charged with over 3,000 federal criminal counts. They were responsible for …

In this paper, we investigated the genres of learning objects (LOs) within eight e-learning courses that provide boating safety instruction in the United States. Guided by findings from our literature review, five genres of LOs emerged during the analysis, including interactive and non-interactive graphics, interactive and non-interactive animations, and interactive text feedback. We surveyed the use of each genre of LOs within the courses and found that more non-interactive LOs than interactive LOs were adopted. In recent years there has been a renewed interest in the sources of achievement gaps between groups of students. One potential source is differential access to high quality educational opportunities. This paper provides an analysis of who takes Advanced Placement (AP) Economics. Using two years of administrative data on all high school students who take a course to satisfy Georgia’s graduation requirement in economics, we find large differences in enrollment in AP Economics across groups. Specifically, African-American and Hispanic students and students from low-income backgrounds are about half as likely to be enrolled in AP Economics as other students. However, …

In Spring 2014, Mississippi Delta Project’s Economic Development team researched the causes of and possible solutions for the high crime rate in Helena-West Helena, Arkansas (“Helena”). In connection with this research, the team conducted a series of interviews with Helena citizens and community leaders. The team’s research and interviews revealed that recent events had frayed the community’s faith in its public institutions. Purpose– The purpose of this paper is to share the authors’ collective experiences of ILEAD, explore the mobile app (Know the Lingo) development process and inspire further use of the open access code. Libraries have changed over time, providing more and more access to information. Despite the goal of the library to serve as a provider of information resources, the authors’ classification systems, vocabulary and jargon can often alienate the majority of the users.
