The Endangered Species Act (ESA) requires that the “best available scientific and commercial data” be used to enable the protection of critically imperiled species from extinction and preserve biodiversity. However, the ESA does not provide specific guidance on how to apply this mandate. In addition, the interpretation of scientific data can be uncertain and controversial, particularly regarding species delineation and hybridization issues. US Fish and Wildlife Service (FWS) field biologists must decide what the best science is and how to interpret and apply it in their recommendations. China has recently undertaken a very ambitious biofuel production program. However due to a lack of arable land domestically, this program has necessitated the leasing of arable land elsewhere (e.g., in Africa). This thesis first conducts a policy analysis of China’s biofuel policy using a historical institutionalism ends-and-means framework. The analysis reveals the ways in which China achieves its biofuel production goals through adopting various levels of policy means. China’s success in biofuel development is partly due to its unique policy-making and policy-assessment system, which ensures that biofuel production goals can be met. Simple graphical visual aids have now been shown to be among the most effective means of quickly improving people’s ability to evaluate and understand risks (i.e., risk literacy), particularly for diverse and vulnerable groups (e.g., older adults, less educated, less numerate, minority and immigrant samples). Although well-developed theory and standards for user-friendly graph design exist, guidelines are often violated by designers faced with constraints like conflicts of interest (e.g., persuasion and marketing vs. informed decision making). Regulating Sex Work: Assimilationism, Erotic Exceptionalism And The Challenge Of Intimate Labor, Adrienne D. Davis

Most commentators on sex markets focus on the debate between abolitionists and those who defend and support professional sex work. This paper, instead, looks at debates within the pro-sex work camp, uncovering some unattended tensions and contradictions. It shows that, within this camp, some stress the labor aspect, urging that sex markets perpetuate a “vulnerable population” of workers, similar to others who perform highly risky and/or exploited labor, and should be regulated accordingly. In this view, sex work would be assimilated into other labor. Others, though, take a more anti-regulatory stance. They exceptionalize this form of labor, arguing that because …

Despite the broad powers wielded by the federal government in security administration, the Supreme Court’s holding in Printz v. United States serves as a substantial check against federal overreach. Hand wringing by legal scholars over the Court’s reasoning in Printz and the rigid rules against commandeering attached to this reasoning have obscured the fact that the case now stands as a bulwark against the expansion of federal authority over state, county, and local police. The empirical legal studies movement, or ELS, is positioned to provide an important scholarly impact. As noted ELS scholar Theodore Eisenberg once put it, “[a]cross a broad range of legal issues, empirical studies can inform policymakers and the public. Legally trained social scientists have unique opportunities to enhance description and understanding of the legal system.” By all accounts, this influence is well underway. Although the U.S. Supreme Court did not decide important cases that cut across criminal law and the ethical obligations of defense counsel or prosecutors in 2014, there were still several other important developments and stories in the news. For example, decisions of prosecutors in Missouri and New York that they did not have a conflict of interest in considering charges against police officers in the deaths of Michael Brown and Eric Garner, both unarmed African America men, led to outcries of injustice and double-standards favoring police. The conditional independence assumption is commonly used in multivariate mixture models in behavioral research. We propose an exponential tilt model to analyze data from a multivariate mixture distribution with conditionally independent components. In this model, the log ratio of the density functions of the components is modeled as a quadratic function in the observations. There are a number of advantages in this approach. First, except for the exponential tilt assumption, the marginal distributions of the observations can be completely arbitrary. Second, unlike some previous methods, which require the multivariate data to be discrete, modeling can be performed based on the …

Asset Allocation In The Chinese Stock Market: The Role Of Return Predictability, Jian Chen, Fuwei Jiang, Jun Tu

In this article the authors investigate asset allocation in the Chinese stock market from the perspective of incorporating return predictability. Based on a host of return predictors, they find significant out-of-sample return predictability in the Chinese stock market. They then examine the performance of active portfolio strategies—such as aggregate market timing as well as industry, size, and value-rotation strategies—designed to profitably exploit return predictability. Strong evidence is found by the authors that these portfolio strategies incorporating return predictability can deliver superior performance—up to 600 basis points per annum and almost double the Sharpe ratios—compared with the passive buy-and-hold benchmarks that …

Indonesia Japan Economic Partnership Agreement (IJEPA) is the first bilateral economic agreement for Indonesia. IJEPA is expected to increase Indonesia manufacture industry competition because the establishment of USDFS and MIDEC. Post IJEPA, Price-cost margins (PCM) fluctuated. PCM has been generally used as a competition indicator, because PCM related to average profit of an industry. This study uses panel data of large and small industry within 2004-2012 periods. This study conclude that IJEPA able to make PCM of manufacture industry fall through efficiency of input factors use, the cost of materials price downfall, and economies of scale in certain industries.

Current and future human and forest landscape conditions are influenced by the cumulative, unfolding history of social-ecological interactions. Examining past system responses, especially unintended consequences, can reveal valuable insights that promote learning and adaptation in forest policy and management. Temporal couplings are complex, however; they can be difficult to trace, characterize, and explain. We develop a framework that integrates environmental history into analysis of coupled human and natural systems (CHANS). Our study demonstrates how historical data and methods can help to explain temporal complexity of long-term CHANS feedbacks. The inoperability input-output model (IIM) has recently been proposed as an extension of conventional input-output analysis for assessing the vulnerability of interdependent infrastructures to various perturbations, such as natural disasters, industrial accidents, and deliberate attacks. The IIM framework makes use of a dimensionless risk metric called inoperability, which quantifies the degree of failure of a system on a scale ranging from 0 (normal state) to 1 (total failure). The following is a qualitative study designed to shed light on the experiences of undergraduate Catholic lesbians. The study focused on the unique ways in which these women negotiate the intersection of the religious and sexual aspects of their identities. Research shows that religious and sexual aspects of identity often conflict. In-depth research aimed specifically at the negotiation of religious and sexual identity dimensions is needed. Statistics reveal that over 353,000 military members have been diagnosed with PTSD and/or TBI resulting from war-related activities. With the rising number of war stress injuries, there have not been enough psychotherapeutic services to meet the current demand for the care of returning veterans from Iraq and Afghanistan. Although some intervention strategies have been deemed successful, the current standards of care (e.g., exposure therapy, cognitive therapy) are limited by training inadequacies, accessibility, and outcomes (e.g., retention, early drop out, resistance, non-responsiveness). It is argued through review of the literature that emerging adulthood is a unique developmental phase in which relational connections are vital to successful transition to adulthood. The main research question asks how these women gain awareness, perceive, and react to the stereotypes, assumptions, expectations, and negative images associated with their sexuality. VT and secondary traumatic stress (STS) refer to the impact of hearing explicit accounts of people being directly traumatized. With regard to drinking, individuals encounter situations in which they must maintain a balance between temptation to drink and the need to regulate alcohol intake. Maintaining this balance requires the use of self-control. For this reason, lack of self-control has been implicated a potential influence on excessive alcohol consumption. The Strength Model of Self-Control (Baumeister, Vohs, & Tice, 2007) posits that self-control draws on a limited resource that becomes depleted following repeated use. This paper considers the choices facing the Asian tiger economies regarding growth strategies that foster trans-Pacific rebalancing. A review of historical data spanning 2000 to 2008 reveals only a slight widening of the overall current account surplus but that there is considerable variation across the countries, with Hong Kong, China exhibiting the biggest increase in the saving and investment (S-I) balance. Meanwhile, cross-correlation coefficient estimates tentatively suggest that changes in the real effective exchange rate do not seem to exhibit a consistent negative lead over changes in the S-I gap in the short run over the past decade. I provide a simple example of a quadratic utility function that generates a Giffen demand. The utility function is symmetric, increasing and concave. Interestingly, the Giffen effect arises in the subspace where the utility function is strictly increasing and strictly concave. A full characterization of the parameter conditions under which the Giffen demand arises is provided.

In China, many entrepreneurs receive strong supports each time their business fails. This contradicts existing literature and differs from rare revival elsewhere. The major explanation lies in China’s unfriendly and unstable policy environments, due to which business failure per se cannot discern competence. Therefore, entrepreneurs failing because of policy shocks have the incentive for extra efforts to build reputation of competence and trustworthiness. This mechanism prepares a pool of seasoned entrepreneurs who can help alleviate damages of not only policy shocks, but also such system shocks as business cycle and sector upgrading, and therefore makes the economy more adaptable.
