Is The Letter To Iran Treason?, Jeff Taylor

Faculty Work Comprehensive List

"Most Republican members of the U.S. Senate have signed a public letter to the Iranian government warning that any agreement with President Obama that is not approved by the Senate is likely to be transitory and counterproductive for all concerned. Under the pretense of helpfully schooling the Iranians on the American constitutional system, the letter is really designed to embarrass President Obama and hinder negotiations between the U.S. and Iran over possible nuclear weapon proliferation. The letter has attracted a lot of attention. Is it unprecedented? Is it treasonous?"

Otra Vez El Mar Y La Psicología De Carl Gustav Jung, Ángela Martín Pérez

The Quiet Corner Interdisciplinary Journal

Trauma Sequelae In The Forensic Female Population: Working With Numbing Behaviors, Tara S. Jungersen, Shannon Karl, Joseph Franco

Faculty Proceedings, Presentations, Speeches and Lectures

Women in the forensic system have extensive trauma histories that present as harmful behaviors, both during confinement and post-release. Incarcerated women who have experienced sexual and intimate partner violence engage in a variety of numbing behaviors, including substance use, child neglect, self-injurious behavior, and sexual acting-out. This session will review the limitations of in-house trauma work, and help counselors tailor strategies to mitigate numbing with forensic populations

Self-Organizing Signals: A Better Framework For Transit Signal Priority, Peter G. Furth Mar 2015

Self-Organizing Signals: A Better Framework For Transit Signal Priority, Peter G. Furth

PSU Transportation Seminars

Actuated traffic signal control logic has many advantages because of its responsiveness to traffic demands, short cycles, effective use of capacity leading to and recovering from oversaturation, and amenability to aggressive transit priority. Its main drawback has been its inability to provide good progression along arterials. However, the traditional way of providing progression along arterials, coordinated-actuated control with a common, fixed cycle length, has many drawbacks stemming from its long cycle lengths, inflexibility in recovering from priority interruptions, and ineffective use of capacity during periods of oversaturation. This research explores a new paradigm for traffic signal control, “self-organizing signals,” based …

Hurricane Risk Variability Along The Gulf Of Mexico Coastline, Jill C. Trepanier, Kelsey N. Ellis, Clay S. Tucker Mar 2015

Hurricane Risk Variability Along The Gulf Of Mexico Coastline, Jill C. Trepanier, Kelsey N. Ellis, Clay S. Tucker

Faculty Publications

Hurricane risk characteristics are examined across the U. S. Gulf of Mexico coastline using a hexagonal tessellation. Using an extreme value model, parameters are collected representing the rate or λ (frequency), the scale or σ (range), and the shape or ζ (intensity) of the extreme wind distribution. These latent parameters and the 30-year return level are visualized across the grid. The greatest 30-year return levels are located toward the center of the Gulf of Mexico, and for inland locations, along the borders of Louisiana, Mississippi, and Alabama. Using a geographically weighted regression model, the relationship of these parameters to sea …

Oregon Highway Cost Allocation Study: Carbon Tax Issue Paper, Portland State University. College Of Urban And Public Affairs. Northwest Economic Research Center Mar 2015

Oregon Highway Cost Allocation Study: Carbon Tax Issue Paper, Portland State University. College Of Urban And Public Affairs. Northwest Economic Research Center

Northwest Economic Research Center Publications and Reports

The basic insight behind carbon pricing is not new, and is based in mainstream economic theory. If market interactions are leading to the overuse of resources outside of the market, imposing a price on the overused resource will bring it into the market and increase efficiency. Currently, the negative impacts associated with the release of carbon through fossil fuel combustion is not incorporated into the market. By imposing a price on carbon, fossil fuel consumers are incentivized to reduce their fuel usage. This reduction in fuel demand is not necessarily associated with lower economic output. In fact, depending on the …

Health Policy & Management: Faculty Publications (2006-2018)

There has been limited leadership research on emotional intelligence and trust in governmental public health settings. The purpose of this study was to identify and seek to understand the relationship between trust and elements of emotional intelligence, including stress management, at the Kentucky Department for Public Health (KDPH). The KDPH serves as Kentucky’s state governmental health department. KDPH is led by a Commissioner and composed of seven primary divisions and 25 branches within those divisions. The study was a non-randomized cross-sectional study utilizing electronic surveys that evaluated conditions of trust among staff members and emotional intelligence among supervisors. The Archaeology Of The Mckinnie Site (8ja1869), Apalachicola River Valley, Northwest Florida: Four Thousand Years In The Backswamp, Eric D. Prendergast

USF Tampa Graduate Theses and Dissertations

This research describes a large, newly-recorded archaeological site in the Upper Apalachicola River valley, northwest Florida, and a private collection of artifacts from it, as well as test excavations, three-dimensional modeling, clay/pottery sourcing through chemical analysis, and direct radiocarbon dating of ceramics to relate the site with regional archaeological chronologies and settlement patterns. A University of South Florida (USF) 2013 field school conducted excavations at the multicomponent midden on the western floodplain of the Apalachicola River called the McKinnie site (8JA1869). Students collaborated with a local collector and family members to learn about the site's history. Data from the collection …

Population Change and Lifecourse Strategic Knowledge Cluster Discussion Paper Series/ Un Réseau stratégique de connaissances Changements de population et parcours de vie Document de travail

This research synthesis examines key themes and findings on international students and education migrants in Canada. Our review focuses on research related to the first wave of international student mobility (ISM), and we define the literature broadly to include studies on international students, foreign students, visa students, study abroad students, sojourning students, unaccompanied minors for educational purposes, and education migrants at all educational levels and legal statuses. ISM to Canada can be divided into roughly two periods, pre‐1990 and post‐1990. Studies are drawn from across the social sciences with a focus on literature from the perspectives of sociology, geography, economics, …

Health Inequalities Among Older Adults In Developed Countries: Reconciling Theories And Policy Approaches, Amélie Quesnel-Vallée, Andrea Willson, Sandra Reiter-Campeau Mar 2015

Health Inequalities Among Older Adults In Developed Countries: Reconciling Theories And Policy Approaches, Amélie Quesnel-Vallée, Andrea Willson, Sandra Reiter-Campeau

Population Change and Lifecourse Strategic Knowledge Cluster Discussion Paper Series/ Un Réseau stratégique de connaissances Changements de population et parcours de vie Document de travail

Policies that are meant to support older people in Canada might worsen inequalities. Increasingly privatized pension schemes and lack of subsidized support services disproportionately reward those with the most social and economic means in old age. Those who benefit generally experience better health than those who are disadvantaged. Canada has opportunity to guard against such a skewed impact of programs for the elderly by drawing on approaches developed by the World Health Organization, international examples, and sociological theory and research. These approaches can to help design policies that transcend existing inequalities in older people, fostering more equitable health outcomes.

Creation Of The Achievement School District: House Bill 1733, Sarah C. Mckenzie, Gary W. Ritter

Policy Briefs

Education leaders throughout the country are working to identify successful strategies for turning persistently low performing schools into successful schools. One strategy undertaken in Louisiana, Michigan, and Tennessee is the creation of a unique school district for the most academically distressed schools. In this brief, we review the programs in other states and examine House Bill 1733, which proposes the creation of such a district in Arkansas for schools or districts in academic distress

The Waivers Sought By Arkansas Charters: Should They Be Extended To All?, Sarah C. Mckenzie, Gary W. Ritter

Policy Briefs

Should traditional public school districts be allowed to use the same waivers as nearby charter schools? Perhaps the flexibility afforded to charters might be helpful for all schools by allowing them to become nimble, responsive organizations, less governed by inertia and more guided by innovation. House Bill 1377 proposes such an extension of waivers. In this brief, we examine the most common waivers that charter schools request to assess what types of waivers could be available to traditional public schools if House Bill 1377 were signed into law.

Mega-Regional Trade, Joshua Meltzer

Brookings Scholar Lecture Series

This lecture will discuss the impact of the Trans Pacific Partnership negotiations and the Transatlantic Trade and Investment Partnership negotiations on U.S. economic competitiveness and leadership in Asia and Europe. This will lead into a discussion of large Free Trade Areas (FTA), or groups of countries that have few or no price controls in the form of tariffs or quotas between each other. FTAs allow the agreeing nations to focus on their comparative advantages and to produce the goods they are comparatively more efficient at making, thus increasing the efficiency and profitability of each country. We will explore the impact …

Natural hazard events lead to disasters when the events interact with exposed and vulnerable physical and social systems. Despite significant progress in scientific understanding of physical phenomena leading to natural hazards as well as of vulnerability and exposure, disaster losses due to natural events do not show a tendency to decrease. This tendency is associated with many factors including increase in populations and assets at risk as well as in frequency and/or magnitude of natural events, especially those related to hydro-meteorological and climatic hazards. But essentially disaster losses increase because some of the elements of the multidimensional dynamic disaster risk …
