OBJECTIVES: A growing body of evidence indicates that the delivery of public health activities varies widely across states and communities, creating missed opportunities for prevention as well as inequities in health protection. Consequently, HHS recently used a consensus-based process to develop a framework for improving quality in public health and to identify a set of nine priority areas for improvement. As next steps in operationalizing this framework, measures of quality in public health are needed to guide public health improvement initiatives and to support research on the comparative effectiveness of alternative public health strategies. Public service reform in modern economies has placed an emphasis on effective planning and management of service delivery to the citizen-client. This paper draws on the concept of the Street Level Public Organization (SLPO) to examine the problem of government’s top down implementation of planning reform in the delivery of public services. It does so, by exploring the implementation of strategic planning in the health sector and drawing upon field work from such implementation in the health services in Ireland and Canada. Research Brief: "A New Generation Of Women Veterans: Stressors Faced By Women Deployed To Iraq And Afghanistan", Institute For Veterans And Military Families At Syracuse University
Institute for Veterans and Military Families
This study analyzes the effect of experiencing combat on the physical and mental health of female veterans as compared to male veterans. For policy and practice, the research shows that female veterans who experienced combat might not reach out for health services, and therefore those barriers should be identified and addressed. Suggestions for future research include conducting studies with larger sample sizes and representative samples, as well as addressing the interpersonal stress female veterans experience.

Objective: The aim of the present study was to investigate the mechanics with which older adults activate and access different subdomains of their mental lexicons during word retrieval for picture naming.
Method: Data were analyzed for 12 aging, native English speakers who performed a picture-word priming task. The auditory probe words were presented in the following conditions in relation to the picture stimuli: Identically related, strongly semantically related, weakly semantically related, strongly phonologically related, weakly phonologically related, semantically related to the strong phonological relative of the target picture label, or phonologically-related to the strong semantic relative of the target picture …

OBJECTIVES: Current approaches to health system reform under the Affordable Care Act include efforts to enhance the delivery of public health services that promote health and prevent disease and injury on a population-wide basis. The nation’s public health delivery system comprises nearly 3000 local public health agencies that vary widely in size, resources, and capabilities. Economic pressures, workforce shortages, and new national accreditation standards are leading these agencies to explore mechanisms for pooling resources and expertise across local jurisdictions to enhance delivery and improve population health. Many thousands of people with varying degrees of preparation teach English as a second or foreign language to many millions of people around the world. Some of these teachers are novice, volunteer teachers, who have not received any professional-level training. These novice teachers help to meet the demand for English teachers by often teaching for little remuneration or in non-ideal teaching conditions. These teachers can benefit from receiving training in how to teach English as a foreign language. Although media exposure is known to relate to drive for thinness and social self-esteem in women, less is known about how media affects drive for thinness and social self-esteem in men. The present study examined the relationships between drive for thinness, social self-esteem, and media influence among men and women. Two hundred ninety-four college students completed the Texas Social Behavior Inventory, the Sociocultural Attitudes towards Appearance Scale-3, a self-constructed questionnaire measuring the influence of media models, and the Drive for Thinness scale of the EDI-3. Given the consistent findings in the development literature that fertility is associated with economic growth for individuals, families, and even influences a country's Gross Domestic Product, I explore to what degree motorcycles impact changes in fertility in rural Indonesia. I argue that motorcycles function as a "Distance Demolishing Technology" (Scott 2009:11) and therein empower individuals, particularly young rural women from lower socioeconomic groups who are socially and economically isolated, through increasing their access to labor markets, educational opportunities, non-familial social organizations, and more diverse social networks—key indicators in affecting fertility decisions identified in the existing literature. A key objective of Child Development Accounts (CDAs) is to increase college completion rates among disadvantaged youth by helping families accumulate assets for college and by encouraging youth to see themselves as college bound. While the major asset-building programs in the United States largely benefit socioeconomically advantaged individuals, CDAs explicitly aim to facilitate account holding and asset accumulation by disadvantaged families. But do CDAs meet the goal of being inclusive? This research uses data from a large CDA experiment with probability sampling and random assignment to examine early CDA savings outcomes. The United States government has adopted new approaches to counter violent extremist organizations around the world. “Soft security” and development programs include focused educational training for groups vulnerable to terrorist recruitment, norm messaging through local radio programming, and job creation in rural communities. This article evaluates the effectiveness of one set of these multi-vectored, community-level programs through analysis of data from 200 respondents in two similar, neighboring cities in northern Mali, Africa. The data show that residents in Timbuktu who were exposed to the programming for up to five years displayed measurably altered civic behavior and listening patterns in comparison …

Objectives: Natural disasters may increase risk for a broad range of psychiatric disorders, both in the short- and in the medium-term. We sought to determine the prevalence and longitudinal course of posttraumatic stress disorder (PTSD), generalized anxiety disorder (GAD), panic disorder (PD), depression, and suicidality in the first 18 months after Hurricane Ike.
Methods: Six hundred fifty-eight adults representative of Galveston and Chambers Counties, Texas participated in a random, population-based survey. There is a dearth of validated self-efficacy (SE) measures in the field of preventive oncology. The objective of this study is to describe the development and validation of a measure to assess patients' perceived ability to obtain the recommended care following an abnormality suspicious for breast cancer. Guided by a social cognitive theory framework, a 51-item measure was developed to explore perceived capability to obtain follow up care under a number of barriers. A multi-step process was utilized to assess the instrument's psychometric properties. First, cognitive validity assessments with experts were conducted, and these aided in the wording refinement of …

In this mixed methods study, I explore the reasons for the low level of women in elected office in Europe. I analyze the impact of three structural factors (number of years since women's suffrage was enacted, type of electoral system, and presence of legal gender quotas) and three attitudinal factors (level of gender equality, percentage of female professionals, and level of religiosity) on the percentage of women in national legislatures in each of the European countries. Specifically, I pose the following research question: Which structural and/or attitudinal factors are more influential for women's political representation in European countries?
