Vocational Rehabilitation Service Delivery Using Telecommunication, Rebecca Goe, Catherine Ipsen, University Of Montana Rural Institute

Telecommunication offers a low cost solution to increasing client and counselor contact during the vocational rehabilitation (VR) process, particularly for clients at a distance from the VR office. Despite the advantage telecommunication provides, however, counselors report using email with fewer rural as compared to urban clients (Ipsen, Rigles, Arnold, & Seekins, 2012). In part, this may relate to counselor perceptions that rural clients have less Internet access than their urban counterparts (Ipsen et al., 2012). This disparity may be diminishing, however. The direct incorporation of citizens into complex policymaking processes is the most significant innovation of the "third wave" of democratization in the developing world. Participatory governance (PG) institutions are part of a new institutional architecture that increases the connections among citizens and government officials. This article draws from a single case of participatory governance to explore how its particular mechanisms work to transform representative democracy. In the cases examine here, PG institutions are grafted onto representative democracy and existing state institutions. These are state-sanctioned venues that require the intense involvement of citizens and government officials, without which the programs would …

Measuring biomass in crops is important for yield prediction, nutrient management and analysis of carbon sequestration. Studying crop phenology via biomass can also provide insight into not only the state of the ecosystem but also environmental factors which may affect crop growth. Remote sensing techniques, as an alternative to traditional in-situ sampling methods for biomass assessment, provide potentially more efficient data acquisition and cost-effective procedures. Numerous vegetation indices (VI) have been developed which use spectral reflectance data to measure plant biophysical characteristics. I conducted my research for this paper during a three-­‐week internship at the Pat Finucane Center in Derry. I gathered evidence from a series of declassified British government documents provided to me by the center. I focus my study on the British government’s attitude towards sectarian assassinations, particularly committed by loyalist paramilitaries, in the first part of the 1970’s. I examine the issues of responding to international pressure, framing the problem, evaluating security force effectiveness, and screening strategies. I find that in the public sphere, the British government hid information to downplay the severity of loyalist-­‐led murder campaigns and instigated …

During the Chogyal (Tib. chos rgyal1) reign, the first and last monarchy in Sikkim, land and various forms of taxes derived from land ownership were powerful instruments of the ruling class, namely the Chogyal family, the aristocratic clans, and the royal lamas. It is the objective of this paper to examine the institution of land ownership and taxation as a reflection of the deeply seated and potent clan politics of Sikkim. Biodiversity, a contraction of the phrase "biological diversity," was first used by Walter G. Rosen during a planning meeting for the 1986 National Forum on BioDiversity held in Washington, DC, while the first appearance of the word in the print literature likely occurred with the 1988 publication of the proceedings of this conference (Hawksworth 1995). The term "biodiversity" first appeared in the Biodiversity Web Resources http://www.istl.org/12-fall/internet.html 1 of 15 3/11/14 11:26 AM BIOSIS database in 1988 with four references, but by April of 1994 the count of citations had increased to 888 (Hawksworth 1995).

Librarians regularly encounter students who struggle to understand and apply information literacy concepts. A qualitative survey administered to information literacy practitioners asked about troublesome content and analyzed results using the threshold concepts pedagogical framework first described by Jan Meyer and Ray Land. A threshold concept transforms the learner’s view of content and helps integrate previously learned material; threshold concepts are portals that, once traversed, bring insight into how to think and act like a practitioner within a discipline. This project uses the data collected to propose seven threshold concepts for information literacy.

This PowerPoint describes the Analyze, Search, Evaluate (ASE) model for building a research strategy. This pedagogical model was field tested by Dr. Melissa Gross and Dr. Don Latham in a large, IMLS funded study of Florida college students who were targeted for remedial instruction regarding research skills and information literacy. Using this method at the Portland State University Library in research classes for freshman and international students, I have found the ASE research model to be an engaging way to organize an hour library class so that students learn an efficient and easy way to construct their research strategies.

The Women, Infants, and Children Program (WIC) is considered a crucial component of the social safety net in the United States, yet there is limited supporting evidence on the effects of WIC on the nutritional well-being and food security of infants and young children. Two key identification problems have been especially difficult to address. First, the decision to take up WIC is endogenous as households are not randomly assigned to the program; recipients are likely to differ from nonrecipients in unobserved ways (e.g., prior health) that are related to associated outcomes. The report utilizes data from the 2010 Decennial Census, 2010 American Community Survey 1-year estimates, and the 2006-2010 American Community Survey 5-year estimates to provide detailed demographic and socioeconomic data for Asian Americans as well as for Chinese, Indians, Vietnamese, Cambodians, Koreans, Filipinos, and Japanese Americans in the state. Many of the tables also provide comparative data on Whites, Blacks and African Americans, and Latinos.

Massachusetts’ Asian American community continues to grow rapidly and accordingly Asian American electoral participation increases in importance. Voting is a vehicle to expand opportunities and to enhance their role in the selection of public officials and influencing public policies. This participation, however, does not come easily for some groups and especially for those with a large immigrant component such as the Asian American populations. To be eligible to vote, adult residents must be United States citizens by birth or naturalization, but that is not enough — citizens must also be registered to vote.
