I never thought I would feel this comfortable at the desk. At the end of last week a lot of librarians weren't in the building so I picked up one of their shifts. The Medicaid program is grounded in a statute that is one of the most complex of all federal laws. An insurer of more than 60 million people — and poised to begin serving 16 million more by 2019 — Medicaid will be reexamined this year, in all its legal complexities, by the U.S. Supreme Court, which has agreed to hear California's appeal in the case Maxwell-Jolly v. Independent Living Center of Southern California. The Court's ruling could fundamentally alter states' accountability to beneficiaries and providers when their official conduct allegedly violates Medicaid's essential federal requirements.

The learning commons, sometimes called an "information commons," has evolved from a combination library and computer lab into a full-service learning, research, and project space. As a place where students can meet, talk, study, and use "borrowed" equipment, the learning commons brings together the functions of libraries, labs, lounges, and seminar areas in a single community gathering place. The cost of a learning commons can be an obstacle, but for institutions that invest in a sophisticated learning commons, the new and expanded partnerships across disciplines facilitate and promote greater levels of collaboration. Academic research libraries can employ several approaches to advance the institutional mission.  First, libraries can shift from goals focused on collections and traditional library services and instead align with their campus academic plan and an emphasis on supporting the institution’s strategic initiatives.  A second approach is for libraries to modify their organizational structures from being function-based on the tasks that traditional libraries performed (e.g., public services, technical services, collection development) and move instead toward organizational units that directly support their university’s missions (e.g., undergraduate education; graduate and professional education; research, scholarship, and creative activity; and public engagement).  The key is …

One of Portland’s oldest neighborhoods, Goose Hollow is steps from downtown and beloved for its quirky character, historic homes, spectacular views, and walkability. Over a century ago, the actual “hollow” was dramatically altered when the meandering Tanner Creek, in a deep gulch with several trestle bridge crossings, was diverted underground and infilled. The creek’s presence is still felt in the ravine carved through the Tualatin Mountains (spanned by the Vista Bridge) and in the neighborhood’s identity. The purpose of this study was to examine the ways in which adoptive families are able to form attachments with children who have suffered trauma (abuse and neglect) and instability (multiple moves, school changes and people who come and go). The question that this study attempted to answer is: How do families describe the process by which attachment is re-organized in successful special needs adoptions? This study was part of a large-scale nation wide study (AdoptUSKids) conducted by Dr. Ruth McRoy, Ph.D. and was funded by the U.S. Children's Bureau . Hd Radio Shouldn't Be This Hard: The High Definition Experiences Of Low Tech Community Radio, Michael Huntsberger

Though American consumers have been hesitant to invest in HD Radio receivers, America’s radio broadcasters have spent millions of dollars to construct HD transmission facilities. Most of the investment has taken place in the commercial radio sector, but noncommercial community broadcasters with fewer capital resources have followed the trend as well, including some low power stations serving small markets. A survey of community radio stations reveals mixed levels of satisfaction and frustration with this investment in HD transmission.

In preparation for a North Central Accreditation campus visit in 2012, the Department of Sociology and Anthropology updated their student learning outcomes for majors and program goals and objectives for both disciplines. One part of the assessment centered on the faculty's evidence regarding their effectiveness as teachers in meeting program goals-objectives, and another part addressed present and alumni students' perceptions of their learning outcomes in their majors and general education. The Evolution Of Social Pain: Understanding The Neural Network Of Social Ostracism Through Electroencephalogram Waves, Daniel Kern, Joseph Williams, Faculty Advisor

The lack of belonging or frequent exposure to social ostracism has maladaptive psychological and physical consequences. However, little is known about the mechanisms underlying the neural processes of social ostracism. Previously, Williams (2009) showed a decrease in theta power in the frontal lobe when female participants were ostracized in a virtual chat-room. Using male and female Illinois Wesleyan college students, this study manipulated two powerful social cues (biological sex and attractiveness level) to determine their effect on prefrontal brain activity in response to social ostracism in a virtual chat-room environment. In 2008, 21,695 industrial facilities reported to the US Environmental Protection Agency's Toxic Release Inventory Program. Collectively, these facilities reported releasing 3.86 billion pounds of toxic chemicals into the local environment. Of these 3.86 billion pounds of toxic chemicals, 78.7 million were released in the state of Illinois. This study addresses the question of whether or not this toxic pollution is distributed equally between individuals of different race in Illinois. The study uses both county-level hazardous air emissions data from the EPA and US Census data from the years 2000 and 2008. The study employs both statistical analysis and ordinary …

In recent years, the social and legal environments surrounding firearms have changed drastically. This study aims to discover if gun control legislation is an effective deterrent mechanism for crime by constructing an index that systematically compares gun laws at the state level and scores them on 30 weighted criteria in six different categories. The index is constructed for 10 high regulation states and 1 0 low regulation states for the years 1 996 to 2005, and using panel data and Ordinary Least Squares regressions, the paper analyzes the relationship between gun control legislation and crime rates, while also accounting for …
