This paper examines trends in local government revenues and current challenges that local governments face in raising revenue. We also look into the future in an effort to make recommendations to local governments regarding their revenue structure. Important trends that we document include a long-term decline in the property tax and an increase in both state aid and user charges. Recent economic changes present serious challenges for local governments due to volatility of sales taxes, decreases in property values, and threats to state aid. The aim of this paper was to analyze traffic crash data by using a simplified method in determining significant factors that increase the risk of a motorcyclist being fatally injured once involved in a motorcycle crash in Ohio. The concept of overrepresentation, which is similar to relative risk, was used in identifying significant variables associated with the elevated risk of a motorcycle crash resulting into a fatality. The overrepresentation factor (ORF) was calculated for each variable of interest. This article presents three reasons for states to use cyber warfare and
shows that cyberspace is—and will continue to be—a decisive element in
China's strategy to ascend in the international system. The three reasons
are: deterrence through infiltration of critical infrastructure; militarytechnological
espionage to gain military knowledge; and industrial espionage
to gain economic advantage. China has a greater interest in using
cyberspace offensively than other actors, such as the United States, since
it has more to gain from spying on and deterring the United States than

In High School And Pregnant: The Importance Of Educational And Fertility Expectations For Subsequent Outcomes, Olga Yakusheva

Economics Faculty Research and Publications

This study uses the High School and Beyond data (1980–1992) to examine the importance of educational and fertility expectations in explaining the achievement gap of adolescent mothers for over 5,500 young women from different socioeconomic backgrounds. Using a non-parametric local propensity score regression, the study finds that the economic disadvantage associated with having a child in high school is particularly large in poor socioeconomic environments; however, this disadvantage is a result of preexisting differences in the educational and fertility expectations and is not because of a diminished capacity of the socioeconomic environment to mediate the effect of an unplanned childbirth. …

Sexual behavior is a normative aspect of young adulthood—90% of young adults have had vaginal intercourse and/or oral sex before the age of 30.1 Similarly, engaging in romantic and/or intimate relationships is seen as an essential developmental task of young adulthood. However, little is known about the sexual and romantic relationships of young adults with serious mental health conditions (SMHC), despite the fact that there is evidence that this population is disproportionately affected by poor sexual health. With increasing global competitions, more opportunities transcending national boundaries may exist for the exhibition organizers and participants. This study offered an integrated approach to understanding how various motivation factors affect the participation in exhibition. The literature review included an introduction of push/pull motivation theories as one of the most representative motivation theories. The factor analysis of survey results supported the categorization of push/pull factors in exhibition industry. The paper concluded that the factor analysis procedures yielded the motivation factor dimensions with similar natures and four underlined motivation dimensions of exhibition participation were labeled. There has been little study done concerning the service quality of Japanese hotels toward foreign guests; especially e-mail management in English has not been analyzed in Japan before. Since e-mail inquiries in English from foreign guests could be the first step for Japanese hotels to provide good service to prospective guests, managing English e-mails efficiently is a key to attracting more foreign guests. Examines what role traumatic family narratives play in identity formation of subsequent generations. Considers transmission processes of memory and history. Specifically focuses on identity of adult (age 18-40) grandchildren of Holocaust survivors in America juxtaposed with identity of adult Jewish Americans whose families were not directly impacted by the Holocaust. The insider threat ranks among the most pressing cyber-security challenges
that threaten government and industry information infrastructures.
To date, no systematic methods have been developed that provide a
complete and effective approach to prevent data leakage, espionage, and
sabotage. Current practice is forensic in nature, relegating to the analyst
the bulk of the responsibility to monitor, analyze, and correlate an overwhelming
amount of data. We describe a predictive modeling framework

She suggests that while many academic libraries offer online learning tools for patrons, such as interactive sessions and online versions of paper handouts, many other libraries do not recognize the potential impact of online tutorials. Since the explosive profit of Viagra in 1998, the pharmaceutical giants have been scrambling to develop a similar drug to treat Sexual Dysfunction in women. Female Sexual Dysfunction became an official disorder in 1999 shortly after the release of Viagra. This relatively new disorder has emerged as a prominent example of the medicalization of female sexuality whereby problems are defined, conceptualized, and solved in medical terms.

Humanitarian foreign aid is a controversial topic, subject to much popular debate. Although there is much available polling and survey evidence about public stances on the issue, there have been significantly fewer attempts at more in-depth analyses of the public discourse. This thesis is an attempt to explore the popular discourse on aid in more depth, including its rationales, assumptions, and values.

Neuroscience, the mental health field, and the concept of trauma as an underlying factor in mental and physical disorders have been inextricably linked since the inception of the mental health professions. Numerous quantitative studies have indicated that neurofeedback may be effective in ameliorating trauma symptoms; however, there is a paucity of research exploring the factors that produce those positive outcomes. The growing presence and transient nature of for-profit higher education institutions in the US pose governance and regulatory challenges for bureaucratic structures, legislatures and non-profit postsecondary institutions. One such challenge is the perceived lack of governance and regulation of for-profit higher education institutions. This paper examines the impact of the higher education regulatory environment in the US on the presence of for-profit higher education institutions.
