Predictors Of Parenting And Infant Outcomes For Impoverished Adolescent Parents, Melissa L. Whitson, Andrew Martinez, Carmen Ayala, Joy S. Kaufman

Adolescent mothers and their children are at risk for a myriad of negative outcomes. This study examined risk and protective factors and their impact on a sample (N = 172) of impoverished adolescent mothers. Multiple regression analyses revealed that depressed adolescent mothers report higher levels of parenting stress and that their children are more at risk for maltreatment and are developmentally behind other babies. In addition, adolescent mothers with restricted social support have babies who are at higher risk for maltreatment. Finally, mothers who were older during pregnancy were more likely to stay in school. Implications for program development are …

Purpose – The purpose of this paper is to explore the role of staff development committees (SDC) in the motivation, morale and education of library staff by relying on previous research and by using Utah State University's (USU), Merrill-Cazier Library SDC as a case study.

Design/methodology/approach – Discussion and analysis emerge from the documented formation of USU's SDC, including its membership, goals, and evaluative practices, especially as it relates to current research in this area. Informal staff comments regarding benefits and limitations of the committee are included.

Race, Gender, And Research: Implications For Teaching From Depictions Of Professors In Popular Film, 1985-2005, Mari Dagaz, Brent D. Harger

When students enter college classrooms for the first time they inevitably have preconceived images of professors. According to research on student evaluations of teaching, these preconceptions have important implications in college classrooms. This study explores one avenue through which these preconceptions are perpetuated – popular film. Using content analysis we examine popular films released between 1985 and 2005 that contain professors in either primary or secondary roles. Our findings show stereotypical depictions beyond glasses, bow ties, and tweed jackets. The Impact Of Incarceration On Families: A Summary Of The Literature, Kolina J. Delgado

Since the mid-1970s, the United States (U.S.) has seen a continuous rise in the rates of incarceration. Prior to the 1970s, the rate of incarceration had remained relatively steady at an average of 110 inmates per 100,000 residents for over half a century (Tonry, 2001). Between 1980 and 2000, the U.S. incarceration rates have increased by a minimum of 35,000 each year, with the average year bringing in between 55,000 and 75,000 new inmates (Bureau of Justice Statistics, 2003). Contrasting the U.S. rates with those of other countries clearly demonstrates that the U.S. is a major outlier among its peers …

This article explores how railroad technologies, so critical in constructing the imagined nation of the nineteenth-century United States, were simultaneously shaped by multiple social groups including the native communities of North America. This analysis demonstrates how Native Americans’ resistance to and use of railroad technologies contributed to the revitalization and construction of ritual practices and pan-Indian identities associated with the 1890s Ghost Dance. Using case studies of the Northern Paiutes of western Nevada and the Sioux nations of South Dakota, Native Americans’ utilization of railroad technologies are examined during two periods of encroachment, revealing shifting attitudes and practices towards Euroamerican …

This report describes the development and testing of the Fix This Tool, a spatial, participatory, active transportation and built environment assessment tool created on an iPhone platform. The goal of this tool development was to create an instrument that could be widely distributed to communities across the country to develop a spatially based assessment of the micro-scaled elements of their local active transportation environment such that public officials and community members could focus energy in making appropriate improvements. This article explores the dynamics of land use planning, zoning and incorporation in Damascus, Oregon. Residents are divided on whether to remain part of the Metro system of governance, or to unincorporate, but in a recent election, voters overwhelmingly voted to reject the city's comprehensive plan. Damascus is currently exploring the process of removing Damascus from the established urban growth boundary.

This is a book review of Robert H. Nelson's The New Holy Wars: Economic Religion vs. Environmental Religion in Contemporary America. Nelson argues that environmentalism and economics represent competing religious worldviews. Within this framework, debates over issues like global warming and acid rain become veiled theological disputes between these two “secular religions.” Nelson paints with a broad, aggressive brush. This paper provides a comparative review of the known patterns of olfactory behavioural ecology among the nocturnal strepsirhine primates and the cathemeral lemurid genus Eulemur. Endemic to Madagascar, all Eulemur species exhibit both diurnality and nocturnality (i.e., cathemerality), and are gregarious, making them an interesting group of taxa to compare with the nocturnal strepsirhines. This paper represents the first comparative review of patterns of olfactory communication among the nocturnal strepsirhines and the cathemeral Eulemur species. This paper examines the reasons why Ontario Works (OW) clients return to social assistance, with a specific focus on the Region of Waterloo. It uses an analysis of case file data from the Province of Ontario’s social assistance database to provide a comprehensive understanding of the OW caseload for the regional municipality. The findings reveal that the reasons why clients return to OW in the Region of Waterloo are complicated and there are many factors – such as gender, age, education, family composition, and housing – that determine whether a client will return to social assistance.

A Study Of Ontario Caos: Career Progression And The Influence Of Political Actors, Kelley Coulter

This paper examines whether there is a standard career path for chief administrative officers (CAOs) in Ontario and if mayoral turnover has an effect on CAO tenure. A study of the 100 largest lower- and single-tier municipalities in the province was completed involving various research methods to discover the professional background of CAOs and changes in political actors. The findings reveal that a career path of single-city careerists or ladder climbers is prevalent in Ontario, with substantial turnover among the top appointed CAO position, and mayoral change appears to have a direct relationship on the tenure of CAOs.

The Progression Of Open Data Initiatives In Canadian Municipalities: The Evolution Of E-Government Services And Its Relationship To An Emerging Movement, David Crozier

This paper examines the rationale for why local governments develop open data programs. Interviews were conducted with officials from six Canadian municipalities involved in open data projects – Vancouver, Edmonton, Ottawa, London, Nanaimo, and Medicine Hat – and two community members from Vancouver and London who have played an important role in these developments. The findings reveal that both municipal officials and citizens have a strong desire for open data but the movement has progressed slowly and there are several areas in which it can improve.

This paper examines what China can learn from Canada regarding how to design and implement accessibility legislation, with a specific focus on Ontario. It analyzes accessibility laws and policy implementation in Canada and the existing problems in China’s accessibility policies based on a literature review, documentary research, case studies, and interviews. The findings reveal the following lessons that China can learn from Ontario: raising awareness about accessibility; making accessibility laws more comprehensive; enhancing the importance of accessibility on the government’s agenda; and improving legislative review mechanisms.

This paper examines the firsthand effects of the federal government’s Affordable Housing Initiative on the City of Toronto. A series of in-depth interviews were conducted with key housing stakeholders within the housing sector, including representatives of the City of Toronto and Toronto Community Housing, as well as affordable housing advocates. The findings reveal that despite the introduction of the Affordable Housing Initiative, Toronto’s affordable housing system has experienced an increased reliance on the private sector and the perpetuation of temporary solutions that fail to address the affordable housing crisis in the city.

This paper examines why some municipalities have implemented workforce diversity management plans and policies, while others have not. A case study analysis of nine mid-sized Ontario municipalities – Chatham-Kent, Sudbury, Guelph, Kitchener, Lambton, London, St. Catharines, Thunder Bay, and Windsor – was conducted. The findings reveal that common patterns for the existence of workforce diversity management policies include: a wake-up call that helps trigger change; the creation of organizational buy-in; the existence of a champion for diversity; and a consideration of local environmental forces.

This paper examines the agenda setting process with regards to the implementation of initiatives concerning population aging. A comparative analysis of Age Friendly London in the City of London and the Older Adult Plan in the City of Mississauga were conducted. The findings reveal that both initiatives illustrate many elements of the agenda setting process proposed in the relevant theories and fundamental factors, such as the impact of the media and the power of a political champion, were evident in each case study.
