The design of governmental regulations creates an assumption that policy implementation is linear in nature and is unproblematic (Dorey, 2005). As states, local education agencies (LEAs), and eventually school leaders and teachers engage in the policy implementation process, it becomes evident that this hierarchal dissemination of policy results in various interpretations and actions (Spillane, 1996, 2002). In the 1997 Individuals with Disabilities Education Act (IDEA) and the 2001 No Child Left Behind (NCLB) Act, the legislative language clearly states that students with disabilities are to participate in assessments with accommodations as described on their Individualized Education Plan (IEP). This paper looks at how gender norms and thus gender inequality is reproduced in public schools in Valparaiso, Chile. In 2009 a study conducted by the United Nations Development Program found that 62% of Chileans, both male and female, “are opposed to full equality between the sexes” (Estrada 1). While the women’s participation rate in the paid labor fore has risen to 49% it is still behind other countries in Latin America (Estrada 1). While the country currently faces a 7.1% unemployment rate and roughly 11.5% percent live below the poverty line, women have a unemployment rate of 8.6 while …

The Beauty And The Beast: Civil Society And Nationalisms In Bosnia And Herzegovina, Joan Davison

Both ethnic nationalism and liberal civic nationalism exist with historical precedents in Bosnia­Herzegovina. Many elected elites privilege extremist ethnic nationalism. The power-sharing structure of the Dayton Peace Accords institutionalizes their influence and permits the current political stalemate. Further, a legacy of authoritarianism vitiates a political culture supportive of elite accountability and mass responsibility. Yet a nascent civil society witnesses to the past and potential future of liberal cosmopolitanism. This research includes interviews with leaders and members of civil society organizations to assess the impediments to and strength of civil society as a vehicle to promote civic nationalism. In 2002, the Indianapolis Housing Task Force published the Blueprint to End Homelessness, an ambitious 10-year strategy to end homelessness in Indianapolis by 2012. The Blueprint called for regular reports and evaluation of progress toward the Blueprint’s goals. The Coalition for Homelessness Intervention and Prevention (CHIP), charged with moving the Blueprint forward, has completed its own annual Community Progress Reports for 2009, 2010, and 2011. This report does not seek to replicate or evaluate these or any of the many previous reports CHIP has facilitated. We take what is presented in the previous reports as accurate and eminently useful. Protest Or Riot?: Interpreting Collective Action In Contemporary France, John P. Murphy

Although both events were fundamentally acts of contestation led by different segments of France’s youth, the fall 2005 riots and the spring 2006 CPE protests received very different treatment in French public opinion. Whereas the riots were overwhelmingly condemned, the protests were not only tolerated but also often celebrated. By examining dominant interpretations of these events circulated in the news media alongside those of young people collected during a year of fieldwork in the public housing projects of a medium-sized French city, this paper shines light on fundamental French values and beliefs about how society ought to work while also …

This paper analyzes the threat infectious diseases impose on global security, specifically in the migration context. Infectious diseases can threaten security through a variety of areas, and this paper aims to identify the global spread of infectious diseases through migration, international crises, humanitarian emergencies, HIV/AIDS, and emerging and re-emerging infectious diseases. This paper explores global health, security, and migration in an attempt to determine if combining these three areas can be meaningful. A popular idiom in China is nángēngnǚzhì: men plow, women weave. This ubiquitous saying reflects traditional gender roles in agriculture throughout Chinese history, how men traditionally were in charge of the land, while women took care of tasks within the home, such as making clothes for the family. The cloth used to weave usually came from cotton.[1] In this regard, both men and women have always had roles to play in agriculture in China, but from different facets.

This paper is an attempt to discover and seek answers about Mongolians’ perceptions and feelings toward the Chinese, in particular young, university-aged Mongolians. I set out to discover what young Mongolians say about Chinese, why those attitudes came about to begin with, and if they believe that, through more numerous interactions with China, these attitudes will change.

To uncover answers, I studied previous literature that existed on Mongolians’ general perceptions of Chinese, interviewed 17 students at three universities in Ulaanbaatar, Mongolia, released surveys to 36 university students, and interviewed professionals with various backgrounds to get finer details about the history …

Although the Government of India, through the state governments, has initiated nationwide campaigns against poor sanitation and waterborne illnesses, these programmes do not reach all communities or find significant success in improving sanitation. Recent revisions of these sanitations programs have shifted their focus from a centralized supply-driven approach to a localized demand-driven approach, yet the system requires more work to become fully functional. Environmental concerns are globally relevant, but in Mongolia they hold special importance. Not only does Mongolia contain an unusual amount of pristine wilderness, but Mongolian history and culture are also deeply rooted in a close bond with the land. Now, increased development and globalization are placing new pressures on environmental systems. In response to these pressures, Mongolians artists are joining a national (and global) conversation about the interactions between art, environment, cultural heritage, and activism.
