Many rural intersections originally constructed with thin untreated flexible base and hot mix or a two-course surface treatment experience severe pushing, shoving and rutting. These failures cause an extremely rough surface that can cause damage to small vehicles and potentially cause motorists to lose control of their vehicle. These distresses almost always result in complete failure of the existing pavement that must be repaired several times during the life of the roadway by maintenance forces. Factors affecting the demand for public transportation include those, like fares or the level of service, that transit administrators can directly influence as well as those, like gasoline prices, that are beyond administrators' control. This study considers both but focuses on the latter and, more specifically, on how proximity to an international border affects transit ridership. Pedestrian border crossings have a significant effect on ridership levels in El Paso, Brownsville, and Laredo, Texas. Also, ridership correlates positively with the purchasing power of the peso in Laredo and with Mexico's industrial production index in El Paso. In the context of prior …

This study seeks to develop a deeper understanding of the experience of transnational students in higher education in a U.S. public university. The setting for the study is the U.S.-Mexico border between Ciudad Juárez, Mexico, and El Paso, Texas. While numerous studies examine the experience of transnational K-12 populations in U.S. schools, there is limited research on students in advanced levels of higher education in this context.

This thesis traces the history of alcohol production and consumption throughout U.S. history by following the course of the four major periods of relative equilibrium in social norms that the country has experienced. It uses this socio-historiography as a platform to understand how national trends in alcohol production and consumption were experienced along the border in El Paso, Texas, in a very unique fashion. The thesis aspires to augment El Paso's pride and sense of identity by building on knowledge of local history, customs, and norms.

Investigating the emotional content in speech from acoustic characteristics requires separating the semantic con- tent from the acoustic channel. For natural emotional speech, a widely used method to separate the two channels is the use of cue masking. Our objective is to investigate the use of cue masking in non-acted emotional speech by analyzing the extent to which filtering impacts the perception of emotional content of the modified speech material. However, obtaining a corpus of emotional speech can be quite difficult whereby verifying the emotional content is an issue thoroughly discussed. This report represents the outcome of a review of new psychoactive substances2 within the Irish context, including a review of the outlets that supply these substances. The review was commissioned by the National Advisory Committee on Drugs (NACD) in accordance with Action 14 of the National Drugs Strategy (interim) 2009–2016. Action 14 provides for the monitoring of ‘head shops’3 and other outlets for the sale of psychoactive substances, under the Misuse of Drugs Act 1977 and the Misuse of Drugs (Amendment) Regulations 2007. This paper presents an overview and discussion of a unique approach to journalism education in the Central, East European and CIS region. In 2008, a group of universities initially in Turkey, and later joined by Romania, Georgia, Macedonia, Serbia, Azerbaijan and Kyrgyzstan joined with UNICEF to introduce a new child rights syllabus into their respective journalism programmes. For years, the approach to training journalists in children’s rights in the CEE/CIS region had been quantitative – 30 journalists here, 30 there. Our multidisciplinary group at the University of Arkansas has been investigating the suitability of the chicken as a medical model for pulmonary arterial hypertension (PAH) in humans. There are several forms of PAH in humans arising from elevated pulmonary arterial pressure and pulmonary vascular resistance. Spontaneous cases of PAH are known as idiopathic PAH (IPAH), where the exact physiological causes are not known. IPAH patients that do not respond to standard treatments have a prognosis of only a few years. Currently, there is no acceptable animal model for IPAH. This article traces the provenance and the multiple layers of meaning, as well as the contradictions encoded, in the word filibustero from its origins among pirates in the Caribbean in the sixteenth and seventeenth centuries to the American military adventurers in the nineteenth century, whose complex politics intersected with proindependence Cuban exiles. This history illumines the word’s specific meaning as it entered the Philippines before 1872. At the same time, filibustero can be linked to the Manilamen, natives of the Spanish Philippines who worked as international seafarers, who became involved in mercenary activities, especially in Shanghai. Dopamine is a neurotransmitter that regulates many physiological processes including reward, motivation, movement, learning and memory, and reinforcement. The cognitive processes in which one associates a specific action or behavior with a positive or negative consequence is referred to as operant learning, and is a robust occurrence in everyday life. Why do child labor norms often fail to be transferred or enforced in developing countries even if the implementation of such norms already proved to have substantially reduced child labor practices in developed regions? In the field of international political economy, a number of studies examine how international trade in general and foreign direct investment (FDI, hereafter) in particular influence economic growth, income equality, and balance of trade in developed and developing countries. The objective of this study is to observe the effect of political socialization through education as a tool for state building in three case studies. A background into the topics of political socialization and civic education is made. Civic education theory is applied to the state building experiences of Croatia, Slovenia and Bosnia and Herzegovina. After a qualitative review of the data available, findings are presented and discussed. Further commentary of the impact of such studies within the field of political socialization is also discussed.

This report addresses income adequacy for Washington’s older adults using the national WOW-GI National Elder Economic Security Standard Index (Elder Index) methodology. The Elder Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.

In this paper we structure, obtain and analyze results of an expert elicitation on the relationship between U. S. government Research & Development funding and the likelihood of achieving advances in cellulosic biofuel technologies. While there was disagreement among the experts on each of the technologies, the patterns of disagreement suggest several distinct strategies. Selective Thermal Processing appears to be the most promising path, with the main question being how much funding is required to achieve success. Thus, a staged investment in this path looks promising. With respect to gasification, there remains fundamental disagreement over whether success is possible even …

The primary goal of this research is to begin to overcome biases in the Greenlandic Norse archaeological record. Assessing the establishment dates and organization of Norse sites in Greenland is difficult because substantial cultural deposits can be hidden under deep windblown sand deposits as well as later occupations. Shallow geophysical methods were used to help recover information on the nature, extent and depth of subsurface cultural deposits. Assessing these site characteristics is a first step in overcoming the bias towards the later, the larger, and the more visible sites in the archaeological record.

Ecotourism and cultural tourism are emerging as vehicles for many of the world’s indigenous peoples to integrate into the global market economy. The ecological knowledge and understanding of these societies may in turn be affected by these nascent industries. As part of shifting human-environment relationships, tourism can influence place-based spirituality. In this manuscript, I describe research on how tourism affected Khumbu Sherpa place-based spiritual values in Sagarmatha (Mt. Everest) National Park and Buffer Zone, Nepal.
