Kennedy’s administration, and his career as a leading health economist paralleled the significant growth in the political influence of health economists following the enactment of Medicare and Medicaid in 1965. Now an emeritus professor of the economics of medicine at Harvard Medical School, Fein writes here about the lessons he learned in medicine, economics, and public policy. Republicanism is an ancient tradition of political thought that has enjoyed a remarkable revival in recent years. As with liberalism, conservatism, and other enduring political traditions, there is considerable disagreement as to exactly what republicanism is and who counts as a republican, whether in the ancient world or contemporary times. Scholars agree, however, that republicanism rests on the conviction that government is not the domain of some ruler or small set of rulers, but is instead a public matter - the res publica - to be directed by self-governing citizens.

Social Contracts, Fair Play, And The Justification Of Punishment, Richard Dagger

In recent years, the counterintuitive claim that criminals consent to their own punishment has been revived by philosophers who attempt to ground the justification of punishment in some version of the social contract. In this paper, I examine three such attempts—“contractarian” essays by Christopher Morris and Claire Finkelstein and an essay by Corey Brettschneider from the rival “contractualist” camp—and I find all three unconvincing. Each attempt is plausible, I argue, but its plausibility derives not from the appeal to a social contract but from considerations of fair play. Rather than look to the social contract for a justification of punishment, …

This chapter examines customary property rights and the role of customary leaders in enforcing those property rights from an institutionalist perspective. The issue of societal benefit is at the forefront of this chapter, which proceeds in three parts. Subchapter 13.2 discusses the pervasiveness of customary tenure and customary authority structures throughout Sub-Saharan Africa and their genesis in the colonial era. Subchapter 13.3 notes the lack of consistency between statutory law and customary law, which leads to a pluralistic legal setting. This chapter makes a case for the republican tradition in political philosophy as a theory that can provide a rational reconstruction of criminal law. It argues that republicanism offers a reconstruction of criminal law that is both rational and plausible. In particular, it shows that republicanism can help us to make sense of three important features of criminal law: first, the conviction that crime is a public wrong; second, the general pattern of development of criminal law historically; and third, the public nature of criminal law as a cooperative enterprise. Cross-Cultural Risk Behavior In Financial Decisions And The Cushion Hypothesis, Jin Tan

92 students from a Southern California liberal arts college and two Beijing universities participated in an online questionnaire. Their cultural tendencies (i.e. level of collectivism and perception of family support) and responses to hypothetical investment scenarios were observed. Participants were asked to provide the amount they would invest in each scenario as well as a risk safety rating. The Chinese respondents reported higher cushion and collectivism scores than the Americans. Furthermore, the Chinese sample offered more money for the three riskiest scenarios; they also rated three scenarios safer than the Americans did. Previous work found evidence that the racial composition of NBA teams was positively correlated with the racial composition of their metropolitan market areas during the 1990s. This paper finds continued evidence of this relationship in the 2000s, with an accompanying attendance boost from the incorporation of white players on teams located in whiter areas. There is also evidence that white players receive a salary premium relative to black players of equal performance quality. An examination of player performance indicates that demand for foreign players with the skill set of a forward or center is higher than demand for players of …

College admission is a process filled with asymmetric information. One of the biggest asymmetries occurs when schools admit students not knowing whether or not students will actually enroll. Executive Minority Employment And Compensation Gap In The S&P500: Is Compensation Disparity More Prevalent In Certain Industries?, Jason W. Toney

Minorities hold a significantly smaller percentage of executive positions in companies within the S&P500. However, whether these minorities are under compensated relative to their non-minority counterparts has not been previously investigated. Using Compustat data, this paper documents the differences in compensation between minorities and non-minorities as a whole, minority and non-minority CEOs, and the differences in compensation for minorities and non-minorities within industries. I show that there is no minority/white wage gap overall, and in some cases, minorities earn a premium compared to non-minorities.

Recent research has documented that we tend to use the face to express some emotions, but use the body to express other emotions. To understand the contributions of the body to non-verbal emotional communication, we compared the performance of able-bodied participants who were allowed to express emotions naturally (standing) to able-bodied participants who were confined to a wheelchair.  Theories of embodied emotion would predict that restraining the use of the body should change emotion production and communication confidence, especially for body-related emotions. Participants expressed six different emotions in three conditions: 1) naturally, 2) face only, and 3) body only. After …

Attention To Multiple Events Helps 2 1/2-Year-Olds Extend New Verbs, Jane B. Childers

An important question in verb learning is how children extend new verbs to new situational contexts. In Study 1, 2 1/2-year-old children were shown a complex event followed by new events that preserved only the action from the initial event, only the result, or no new events. Children seeing events that preserved either the action or the result produced appropriate verb extensions at test while children without this information did not. In a follow-up study, children hearing new verbs produced more extensions than did children hearing nonlabeling speech. These studies suggest that attention to related events is helpful to young …

The Effect Of Identification Style On Confidence Inflation In Eyewitness Testimony, Kelsey L. Stratton

The purpose of this study is to determine whether confidence inflation in eyewitness testimony can be altered by the effects of self-perception and public commitment, as manipulated by identification style. In order to investigate these specific effects, identifications and confidence reports were made using both private and public methods. Additionally, target-present and target-absent lineups were used in order to assess their relative effects and to control participant accuracy.

Results revealed that the best confidence-accuracy correlations, as determined by a comparison from pre-lineup measures, were a result of post-lineup, private identifications. This indicates that self-perception may be more responsible for confidence …

There are currently only nine countries which possess nuclear weapons, but twenty-four countries have pursued the requisite technology. The question remains as to why nations ceased their programs, and whether the policies of the international community had anything to do with that decision. In the early Cold War arena, international pressure on the United States to live according to its ideological rhetoric enabled the Truman Administration to set a precedent for federal engagement in domestic civil rights reform. As the United States led the march to institutionalise human rights as the standard of moral legitimacy in the global arena, the country’s grisly record of racial oppression and violence invited foreign and domestic criticism alike. Nielsen (2009) shows that vector autoregression is inconsistent when there are common explosive roots with geometric multiplicity greater than unity. This paper discusses that result, provides a co-explosive system extension and an illustrative example that helps to explain the finding, gives a consistent instrumental variable procedure, and reports some simulations. Some exact limit distribution theory is derived and a useful new reverse martingale central limit theorem is proved.

This note constructs an efficient mechanism for finding the best candidate for a committee from a sequence of potential candidates. Committee members have independent private values information about the quality of the candidate. The mechanism selects the best candidate according to the standard utilitarian welfare criterion. Furthermore, the mechanism can be modified to have a balanced budget.

The common temptation to perceive greatness as imprinted at birth, however, is skillfully disabused in Louise Knight’s meticulous, insightful,and often poignant biography, Jane Addams: Spirit in Action, which traces the complicated odyssey of a well-heeled idealist—initially conflicted by her material privilege, disappointed by gender-codes confining her ambitions, and haunted by familial ghosts and duties—into the pantheon of U.S. political idols.
