Equal Opportunity For All?: Parental Economic Resources And Children's Educational Achievement, Yunju Nam, Jin Huang

We investigate the roles of parents’ economic resources in children’s educational attainment and test the liquidity constraint hypothesis. Using data from the Panel Study of Income Dynamics, we find that parents’ liquid assets have significantly positive associations with years of schooling, high school graduation, and college attendance. We find that the relationship between liquid assets and education is non-linear: children from negative liquid asset households have a higher chance of finishing high school but a lower chance of graduating college than those from zero liquid asset households. Results suggest that we should consider assets when seeking to understand educational mobility.

Building Assets From Birth: A Global Comparison Of Child Development Account Policies, Vernon Loke, Michael Sherraden

Asset building is a growing theme in public policy, and building assets from birth in the form of Child Development Accounts is now occurring in several countries. This paper provides an overview of the Child Development Account policies in Singapore, Canada, the United Kingdom, and Korea, and the proposed policy in the United States. The key elements of inclusiveness, progressivity, coherence and integration, and development are explicated and discussed.

This analysis examines rates of international volunteering among various demographic groups in the United States using data from the 2005 Current Population Survey. We use logistic regression analyses to address the importance of inclusion. Those most likely to serve overseas are white, highly educated, young, foreign-born individuals without dependent children in the home and not employed full-time. As a type of volunteering implemented primarily through the nonprofit sector, these findings suggest implications for recruitment and retention of volunteers who serve abroad.

Can Offshoring Reduce Unemployment?, Devashish Mitra, Priya Ranjan

In this paper, in order to study the impact offshoring on sectoral and economywide rates of unemployment, we construct a two-sector, general-equilibrium model in which labor is mobile across the two sectors, and unemployment is caused by search frictions. We find that, contrary to general perception, wage increases and sectoral unemployment decreases due to offshoring. This result can be understood to arise from the productivity enhancing (cost reducing) effect of offshoring. If the search cost is identical in the two sectors, or is higher in the sector which experiences offshoring, the economywide rate of unemployment decreases. When we modify the …

Bowling In Hawaii: Examining The Effectiveness Of Sports-Based Tourism Strategies, Robert Baumann, Victor Matheson, Chihiro Muroi

We use daily airplane arrival data from Hawaii’s Department of Business, Economic Development, and Tourism to determine the net change in tourism for a variety of sporting events. We find two events generate a positive and significant net impact on arrivals: Honolulu Marathon and Pro Bowl. We estimate that the Honolulu Marathon produces between 2,183 and 6,519 in net arrivals while the Pro Bowl attracts about 5,595 to 6,725 in net arrivals. At the upper end of our estimates, the Honolulu Marathon and the Pro Bowl attract a nearly identical number of visitors despite the fact that the HTA spends …

We introduce description logic (DL) rules as a new rule-based formalism for knowledge representation in DLs. As a fragment of the Semantic Web Rule Language SWRL, DL rules allow for a tight integration with DL knowledge bases. In contrast to SWRL, however, the combination of DL rules with expressive description logics remains decidable, and we show that the DL SROIQ – the basis for the ongoing standardisation of OWL 2 – can completely internalise DL rules. On the other hand, DL rules capture many expressive features of SROIQ that are not available in simpler DLs yet. While reasoning in SROIQ …

In real-world machine learning problems, it is very common that part of the input feature vector is incomplete: either not available, missing, or corrupted. In this paper, we present a boosting approach that integrates features with incomplete information and those with complete information to form a strong classifier. By introducing hidden variables to model missing information, we form loss functions that combine fully labeled data with partially labeled data to effectively learn normalized and unnormalized models. The primal problems of the proposed optimization problems with these loss functions are provided to show their close relationship and the motivations behind them. …

In Ireland, early childhood learning and the role of play in children’s lives is receiving unprecedented recognition in national policy documents (Ireland, 1999c, 1999a, 1999b, 2000, 2004, N.C.C.A., 2004, C.E.C.D.E., 2006b). This thesis links learning and play and proposes to contribute to our understanding of both. The purpose of the research is to explicate the significant processes and outcomes of children’s participation in sociodramatic play. It takes a qualitative, ethnographic, interpretive approach which follows logically from the aim and the sociocultural discourse of learning constructed. The article presents a chronology of significant events in the history of Georgia's public library service from 1809 to 2008. In 1809, a subscription library was opened by the Savannah Library Society. In 1900, Mayors S. B. Price and Bridges Smith of Macon established the Price Free Library for the poor. From 1933 to 1934, jobs in public and school libraries in Georgia were created by the Civil Works Administration. In 2000, libraries in Georgia started to purchase and install equipment and software through funding from the Gates Foundation. As of 2008, there are 61 library systems, 33 regional library …

This report shows annual birth and death figures for Nebraska and its counties. Demographic patterns and trends, including components of population change, are illustrated. Births to Nebraska residents have outnumbered deaths for decades, a leading factor in Nebraska’s population growth. In Nebraska, this “natural change” tends to dwarf the other primary component of population change, net migration, so details and factors relating to births and fertility rates are important areas to study.
