Porfirio García was born in a town (rancho) called Tendeparacua in the state of Michoacán, México. His parents were also field workers who taught Porfirio and his two brothers how to make tiles for homes, a job that Porfirio worked in until a chance to enter the Bracero Program came to him. The chance to join the Bracero Program came when the governor of Morelia gave the township of Tendeparacua cards to enlist men for the program. Predoctoral Interns' Nondisclosure In Supervision, Shirley A. Hess, Sarah Knox, Jill M. Schultz, Clara E. Hill, Lea Sloan, Susan Brandt, Frances Kelley, Mary Ann Hoffman

In interviews with 14 counseling center predoctoral interns regarding a significant nondisclosure in supervision, eight interns reported good supervisory relationships and six indicated that they experienced problematic supervisory relationships. Nondisclosures for the interns in good supervisory relationships related to personal reactions to clients, whereas nondisclosures for interns in problematic supervisory relationships related to global dissatisfaction with the supervisory relationship. In both groups, interns mentioned concerns about evaluation and negative feelings as typical reasons for nondisclosure. Additional reasons for nondisclosure for interns in problematic supervision were power dynamics, inhibiting demographic or cultural variables, and the supervisor's theoretical orientation. One example task is to find the most relevant topical blogs against a given query or an existing blog. Such a task requires concise representation of blogs for effective and efficient searching and matching. Mapping The Multi-Tiered Impacts Of The Growth Of It Industries In India: A Combined Scale-And-Scope Externalities Perspective, Robert J. Kauffman, Ajay Kumar

Externalities occur among agglomerated firms. Scale externalities occur between firms in the same industry. Scope externalities occur when heterogeneous industries are collocated. Combined scale-and-scope externalities exist when the scale of one industry is beneficial to the growth of another collocated industry. In the Sein and Haridranath (2004) framework of information technology (IT) impacts on development, scale externalities correspond to second-order impacts, while combined scale and scope eternalities correspond to third-order impacts. We use an agglomeration perspective to explain the growth of IT industries in India. Monitoring Contracted Provider Service Delivery In The Hollow State: Understanding Barriers Preventing Proper Use Of Service Monitoring Tools, Kristina T. Lambright

The article discusses the barriers that prevent a contracted provider from using service monitoring tool, any source of information used by a government agency to monitor service inputs, outputs, and outcomes that a contracted provider is required to give to a government agency. A motivation barrier exists when the contracted provider is unwilling to use the tool properly. In addition, an ability barrier exists when the contracted provider lacks the resources or skills to use to tool.

The Vocational Rehabilitation (VR) program plays a critical role in assisting people with disabilities gaining integrated employment. In 2006, for instance, 48,876 people with intellectual or developmental disabilities (ID/DD) exited the VR program after receiving services, with 56% of those who received services finding jobs in integrated employment. This percentage, known as the VR Rehabilitation Rate, varied from 42% in Hawaii to 77% in Maryland, if excluding the figure in Oklahoma where the VR rehabilitation rate was 22%.

Measuring The Impact Of A Community Revitalization Program: The Case Of Beyond Housing In Pagedale, Missouri, William Winter, William Elliott Iii

The paper examines the impact of a comprehensive housing development program initiated by a nonprofit organization working in a small municipality in St. Louis County, Missouri. The development program includes rental housing, for sale housing and repair grants to existing residents. The analysis serves both as opportunity to test hedonic price modeling on the housing work and as an examination of the applicability of such techniques in evaluation of local community development efforts. The analysis finds evidence of price differential comparing municipal sales to sales within a comparable, larger geographic area, with a negative differential switching to positive over the …

Parental Assets: A Pathway To Positive Child Educational Outcomes, Michal Grinstein-Weiss, Yeong H. Yeo, Kate Irish, Min Zhan

A growing body of evidence suggests parental assets have positive effects on children’s well-being. Using 2004 data from the Survey of Income and Program Participation, this study tests the effect of parental asset holding on child educational outcomes, and explores whether this relationship is mediated by parental involvement and expectations. Results indicate that assets are a significant predictor of all child academic outcomes of our study, however income is not a significant predictor for school outcomes when controlling for assets. The mediation analyses show the effect of assets on school outcomes is mediated by two of the three parenting measures: …

For many children, especially minority and low-income children, attending college is a genuinely desired but elusive goal. Research on aspirations and expectations provides a way to understand the gap between what children desire and what they actually expect to happen. This study examines the potential role of children’s college accounts (CCAs) as a way to reduce the gap between aspirations and expectations among at-risk children. I find that only 39 percent of children without savings for college expect to attend college; there is an aspirations/expectations gap of 41 percentage points among children with CCAs. Exploring Saving Performance In An Ida For People With Disabilities: Some Preliminary Findings, Margaret Lombe, Jin Huang, Michelle Putnam, Kate Cooney

Asset development policies have been promoted as a means to create a more inclusive “ownership society.” During the past few years, asset building scholarship has begun to focus specifically on marginalized groups including persons with disabilities. Using a sample of Individual Development Account (IDA) program participants (N=376), we examine effects of disability status on IDA saving performance; we also assess variations in saving performance by individual and programmatic characteristics. Our results suggest that disability status, in addition to a number of individual and program characteristics, is associated with saving performance in an IDA. Implications for practice and scholarship are presented.
