Phoenix-Talent School District Population And Enrollment Forecasts, 2008-09 To 2017-18, Portland State University. Population Research Center, Charles Rynerson, Vivian Siu, Joseph Smith-Buani
School District Enrollment Forecast Reports
The area served by the Phoenix-Talent School District (PTSD) has experienced population and housing growth in recent years, but the District’s K-12 school enrollment of 2,708 students in 2007-08 was five percent lower than its 1999-00 peak of 2,839. The enrollment decline is largely attributed to the smaller elementary classes of the early 2000s, compared with the peak enrollments of the middle to late 1990s. Middle school enrollment peaked in 2003-04, and high school enrollment peaked in 2005-06. Although secondary school enrollment has been declining in the past few years, elementary enrollment has been relatively stable since 2002-03. The number …

Managing The Future: Why Some Ontario Municipalities Are Not Engaging In Succession Planning, Jessie Carson

This paper examines why some Ontario municipalities choose not to engage in succession planning, which ensures continuous staffing by identifying how positions will be filled. A survey of members of the Ontario Municipal Human Resources Association was conducted. The findings reveal that most Ontario municipalities are not engaging in succession planning because other immediate organizational challenges take priority.

This paper examines the barriers to participation that women face when attempting to enter municipal politics based on a review of the programs and recommendations made by three initiatives that have been developed by the Federation of Canadian Municipalities, the Equal Voice, and the Union of Nova Scotia Municipalities to increase the number of women in municipal government. The findings reveal that the barriers to participation can only be removed through major political and cultural changes and the deterrents to equal participation, such as systemic discrimination, sexism, power gender imbalances, and the marginalization of women and minorities, must be addressed …

Freesurfer-Initiated Fully-Automated Subcortical Brain Segmentation In Mri Using Large Deformation Diffeomorphic Metric Mapping., Ali R Khan, Lei Wang, Mirza Faisal Beg

Fully-automated brain segmentation methods have not been widely adopted for clinical use because of issues related to reliability, accuracy, and limitations of delineation protocol. By combining the probabilistic-based FreeSurfer (FS) method with the Large Deformation Diffeomorphic Metric Mapping (LDDMM)-based label-propagation method, we are able to increase reliability and accuracy, and allow for flexibility in template choice. Our method uses the automated FreeSurfer subcortical labeling to provide a coarse-to-fine introduction of information in the LDDMM template-based segmentation resulting in a fully-automated subcortical brain segmentation method (FS+LDDMM). This report highlights the complex, multidimensional nature of inequality in the era of globalization. It documents that despite the impressive strides by nations like China and India, absolute inequality between the richest and poorest countries is greater than ever before in history. It demonstrates that the rise of China and India creates a new dimension to the persistent problem of inequality.

The Lancaster County Public Defender's Office was short approximately 3.48 attorneys in 2007.
• The greatest deficit is in the felony division (1.93 PTE), followed by the misdemeanor division (.90). The juvenile division is short approximately one half an attorney (.53 PTE), and the civil division is short .12 PTE.
This deficit can be addressed by:
• Adequately staffing the office;
OR
• Giving the office less work by:
• Establishing Caseload Standards. Cases surpassing the recommended caseload standards should be appointed to privately assigned counsel.

This brochure presents a framework to view threats made by an insider that are targeted or intentional (as opposed to negligent or unintentional) and that involve some degree of deliberation (as opposed to those that may be considered impulsive). The framework was developed with the assumption that it must:
Be applicable for both anonymous and known subjects
Recognize interactions and patterns of behavior
Allow for investigation with whatever information is immediately available
Recognize that behaviors or warning activity may shift, decrease, or be emboldened by protective or organizational actions

Dissatisfaction with the current federal tax system is fostering serious interest in a national retail sales tax. Specifically, the FairTax Plan intends to replace most of the federal taxes with a national retail sales tax and is gaining momentum in Congress because of its purported progressive features. The FairTax is promoted as being progressive but there is considerable opposition to this claim.
Using the most recent 2005 Consumer Expenditure Survey (CES) data and estimating lifetime income from a Panel Study of Income Dynamics (PSID) panel tracked over 1968-2005, the distribution impacts of the FairTax Plan are examined, as well as …

This paper presents a major lesson I learned from my research on the roles of non-natives in the Kanaka Maoli (Native Hawaiian) sovereignty movement, one that should prove instructive for activists in other movements: when the federal and state governments, immigrants and settlers, and the Kānaka Maoli people compete to define Hawaiian identity and control access to Hawaiian people, land, and culture, who counts as “Native Hawaiian” matters. Federal regulations encourage state Medicaid agencies to use external quality review organizations (EQROs) to help implement strategies for assessing and improving the quality of medical services provided to beneficiaries enrolled in managed care plans. However, many states have not availed themselves of this opportunity and may lack guidance on how to do so. This report provides agencies with specifications for developing a scope of work that will lead to conceptually and methodologically sound studies of the quality of preventive and developmental services for young children enrolled in Medicaid. The purpose of this study is to determine the impact of martial arts training on the individual's leadership in the workplace. Martial arts training develops leadership skills and traits that include self-control, focus, attaining goals, and respect of self and others. The research was conducted using a survey tool to explore if perceived leadership traits were learned within a martial arts training school and transferred to the workplace. The survey was completed by adult students of the National Karate Schools in Minnesota. The purpose of this study was to analyze the beliefs and behaviors of criminology and communications students in regards to general media and terrorism media exposure, as well as fear of terrorism. It was conducted using a survey, which concentrated on the participants’ media-viewing habits; perceptions of current terrorism trends; fear of terrorism; viewer characteristics; and demographic information. Results revealed more frequent media exposure among communications students than among criminology students. Criminology students were more likely to believe another terrorist attack is likely in the United States, while being less fearful of such an attack on a personal level; communication …
