On September 2, 2008, a group of leading sovereign wealth funds (SWFs) agreed on generally accepted principles and practices. The process that created the so-called Santiago Principles is important in its own right, as a milestone on the way to what might become international financial architecture. Since SWFs rose to prominence two years ago, they have been trapped in sterile domestic arguments between national security and open investment. These have obscured SWFs' significance and the governance challenge they present. The challenge reflects the power shifts and culture clashes of financial integration, which, thanks to capital flow reversals, no longer looks …

What Motivates African-American Charitable Giving: Findings From A National Sample, Vernon B. Carter, Jerry D. Marx

Social Work

Given the growing wealth of minority families in America, including that of African-American families, the potential for charitable donations from these households is much greater. The purpose of this secondary analysis is to examine those variables that may influence African-American charitable giving patterns. This study uses the Panel Study of Income Dynamics (PSID) data to analyze the effects of multiple factors on the giving habits of African-Americans. Based on this study's findings, social workers employed as executive directors or fund-raisers in private nonprofit organizations may want to identify and cultivate individual African-American donors directly, instead of relying on United Way …

One hundred fifty years ago, Joel Palmer, as Superintendent of Indian Affairs for the Oregon Territory, and Isaac I. Stevens, as Governor and Superintendent of Indian Affairs of the Washington Territory, negotiated a series of treaties with tribes of the Pacific Northwest. These 10 instruments have affected the gathering rights of tribes and of others in this area and throughout the United States and have generated a substantial amount of litigation. This article reports on the 512 citations to these specific documents in 354 opinions, between the years 1874 and 2005, in various jurisdictions ranging from territorial courts to the …

This final project examines the effects of performance-focused training on learning transfer by exploring different types of training, learning transfer theories, adult learning styles, and training evaluation. The purpose of this research is to address the question: will a training program designed around a performance-focused model result in a significant level of learning transfer as perceived by the participants? Performance-focused training attaches business goals to training programs, and includes significant evaluation, which enhances learning transfer. Performing well in an interview is of crucial importance to a job seeker. While much advice and training exists regarding interview performance, little is known about what parts of training successfully improve interview skills. This study proposes the following research question: does interview performance improve with practice alone or is some type of feedback required? Participants were split into four treatment groups that either 1) did not practice an interview, 2) practiced an interview, 3) practiced an interview and generated their own self-feedback or 4) practiced an interview and received feedback from a counselor. Political Attitudes Vary With Physiological Traits, Douglas R. Oxley, Kevin Smith, John R. Alford, Matthew V. Hibbing, Jennifer L. Miller, Mario J. Scalora, Peter K. Hatemi, John R. Hibbing

Although political views have been thought to arise largely from individuals’ experiences, recent research suggests that they may have a biological basis. We present evidence that variations in political attitudes correlate with physiological traits. In a group of 46 adult participants with strong political beliefs, individuals with measurably lower physical sensitivities to sudden noises and threatening visual images were more likely to support foreign aid, liberal immigration policies, pacifism, and gun control, whereas individuals displaying measurably higher physiological reactions to those same stimuli were more likely to favor defense spending, capital punishment, patriotism, and the Iraq War.
