Handling Immediate Medical Care At Aquatic Facilities: Do We Need Different Levels Of Lifeguard Certification?, Leland Yarger

International Journal of Aquatic Research and Education

The first-responder and professional-rescuer training materials and training programs consider lifeguards to be first responders in emergencies (Aehlert, 2005; American Red Cross, 2001). This article asks readers to consider whether our agency lifeguard-training programs reflect a philosophy that truly view and prepare lifeguards as first responders. If not, I challenge readers to consider whether we should alter our hiring, staffing, and in-service training procedures at aquatic facilities based on the scope and need for providing adequate emergency care at those facilities.

Media and information literacy perspectives could offer new justification for the expansion of graduate program offerings in a variety of fields. The interdisciplinary field of media and information literacy continues to discover new paths of research. For example, visual literacy, computer advertisements, critical deconstruction of media, distance education, convergence, video games and music videos were some of the topics explored in 2006.

EMAO (Ethiopian Mine Action Office) is a large demining organisation, with growing capabilities, that has performed increasingly well since its establishment. Its demining operations have made a substantial contribution to the resettlement and rehabilitation efforts in the war-affected districts (woredas) of Tigray and Afar, delivering significant socio-economic benefits for those regions and promoting Ethiopia's post-war recovery. NPA assistance is well targeted and relevant to EMAO's existing and future needs. While NPA has experienced some start-up problems, it has been able to manage these to control slippage. Playing With Daddy: Social Toy Play, Early Head Start, And Developmental Outcomes, Lori A. Roggman, Lisa Bouye, G. A. Cook, K. Christiansen, D. Jones

Human Development and Family Studies Faculty Publications

Research on fathers in Early Head Start (EHS) has provided an opportunity to study fathers from low-income families. We examined father-toddler social toy play in relation to EHS enrollment, fathers' psychosocial well-being, and children's developmental outcomes in a sample of 74 father-toddler dyads. Overall, our results show that father-toddler social toy play was more complex among fathers in an EHS program than among those in a comparison group. Greater complexity in father-toddler social toy play predicted better cognitive and social developmental outcomes for young children, especially in the program group, but it was limited by fathers' psychosocial well-being in the …

Explaining Bureaucratic Optimism: Theory And Evidence From U.S. Executive Agency Macroeconomic Forecasts, George A. Krause, Kevin Corder

We offer a theory of intertemporal bureaucratic decision making which proposes that an agency’s forecast optimism is related to the extent to which it discounts future reputation costs associated with bureaucratic incompetence. Agency forecasts of the distant future are more likely to be optimistic than short-term forecasts. We claim that unstable organizations will discount reputation costs at a steeper rate than stable organizations, and therefore will produce more optimistic forecasts. We test our theory using macroeconomic forecasts produced by the Office of Management and Budget (OMB) and the Social Security Administration (SSA) across six forecast horizons from 1979 to 2003. …

Down, Set, Hike: The Economic Impact Of College Football Games On Local Economies, Robert Baade, Robert Baumann, Victor Matheson

Economics Department Working Papers

This paper provides an empirical examination of the economic impact of spectator sports on local economies. Confirming the results of other ex post analyses of sports in general, this paper finds no statistically significant evidence that college football games in particular contribute positively to a host’s economy. Our analysis from 1970-2004 of 63 metropolitan areas that play host to big-time college football programs finds that neither the number of home games played, the winning percentage of the local team, nor winning a national championship has a discernable impact on either employment or personal income in the cities where the teams …

Capital Flight And Economic Performance: Growth Projections For The Philippines, Edsel L. Beja Jr

Capital flight aggravates resource constraints and contributes to undermine longterm economic growth. Counterfactual calculations on the Philippines suggest that capital flight contributed to lower the quality of long-term economic growth. Sustained capital flight over three decades means that capital flight had a role for the Philippines to lose the opportunities to achieve economic takeoff. Unless decisive policy actions are taken up to address enduring capital flight and manage the macroeconomy more effectively, the Philippines remains caught in the perpetuity of crises, its economy hollowed-out, the people trapped in poverty, and once again, the country is frustrated from realizing a takeoff.

110- Geophysical And Archaeological Survey Of Lake Bluff Park, St. Joseph, Michigan, Michael Nassaney, William Sauck

Reports of Investigations

Geophysical and archaeological surveys were conducted in a segment of Lake Bluff Park immediately west of Lake Boulevard in St. Joseph, Michigan during Fall 2005. The surveys were conducted because background research had indicated the potential for archaeological remains in the project area, particularly the construction of Fort Miami in the vicinity in 1679 and encounters with human burials along the bluff edge in the nineteenth century. The City of St. Joseph requested the survey to avoid disturbing potentially significant subsurface remains during excavations to replace utility lines beneath Lake Boulevard.

School District Enrollment Forecast Reports

After a period of slow growth in the late 1990s, total enrollment in the North Marion School District (NMSD) has grown by an average of 2.5 percent annually over the most recent six years from 2000-01 to 2006-07. During the period, all schools have added enrollment, and the K-12 total has increased by 270 students, from 1,670 to 1,940. This report presents the results of a forecast conducted by the Portland State University Population Research Center (PRC) indicating that overall NMSD enrollment will continue to increase during the next 10 years, with the greatest initial (five year) growth in primary …

The study of Filipino Americans in the United States is both fascinating and important. It is fascinating because, as with most Asian American subgroups, Filipino Americans are highly diverse, displaying a rich contour of socioeconomic and cultural backgrounds. It is important because they come from a country that was the only major colony of the U.S. in the Pacific. As a consequence of this historical relationship, Filipino Americans now rank as the second most populous Asian American subgroup, and 2006 marked the centennial of the first significant group of contract laborers to be sent to Hawai’i. Across the country, new attention is being paid to graduate education and civic engagement (Applegate, 2002; Bloomfield, 2006). For decades college campuses have worked diligently to connect undergraduate academic study with public service in order to enhance learning and meet community needs, a connection often referred to as service-learning or civic engagement.
