In July-August 2006, the Geneva International Centre for Humanitarian Demining (GICHD) conducted a mission to Kosovo at the request of the Office of the Kosovo Protection Corps Coordinator (OKPCC). The purpose of the mission was to assess concerns raised by the HALO Trust that the extent of the remaining landmine and unexploded ordnance (UXO) contamination in Kosovo had been underestimated and, thus, provided an inadequate basis for future planning. The assessment team reviewed a sample of task dossiers, including all those identified as a concern by the HALO Trust. A Dynamic-Trend Exponential Smoothing Model, Don Miller, Dan Williams

Forecasters often encounter situations in which the local pattern of a time series is not expected to persist over the forecasting horizon. Since exponential smoothing models emphasize recent behavior, their forecasts may not be appropriate over longer horizons. In this paper, we develop a new model in which the local trend line projected by exponential smoothing converges asymptotically to an assumed future long-run trend line, which might be an extension of a historical long-run trend line. The rapidity of convergence is governed by a parameter. A familiar example is an economic series exhibiting persistent long-run trend with cyclic variation. This …

One of the most important responsibilities the United States assumed following World War II was ensuring the stable flow of relatively inexpensive oil to the industrialized and industrializing countries of the world. A glance at a list of the top petroleum exporting countries shows that most of them are poor, have despotic governments, and experience frequent bouts of political instability and ideological extremism.

Background: Functional dependence and the risks of disability increase with age. The loss of independence is thought to be partially due to a decrease in physical activity. However, in populations, accurate measurement of physical activity is challenging and may not provide information on functional impairment.

Methods: This study therefore assessed physical functionality and physical activity level in a group of nonagenarians (11 men/11 women; 93+/-1 years, 66.6+/-2.4 kg, body mass index [BMI]=24+/-1 kg/m2) and a group of participants aged 60-74 years (17 men/15 women; 70+/-1 years, 83.3+/-3.0 kg, BMI=29+/-1 kg/m2) from the Louisiana Healthy Aging Study. The purpose of the study was to evaluate the psychometric properties of the Beach Center Family Quality of Life Scale (BCFQLS) in a sample of families with children who have severe developmental disabilities. The study sought to determine whether or not the scale could be used to measure the quality of life of such families and to differentiate between the quality of life of two family groups—those whose child lives in the family home and those whose child lives outside the family home.

Since the establishment of formal diplomatic relations between China and the ASEAN states following the end of the Cold War, Sino-ASEAN relations have widened and deepened considerably. This is surprising, considering that most ASEAN states viewed China as a revisionist power and threat to regional security during the Cold War and Vietnam and the Philippines have a history of armed conflict with China over as-of-yet unresolved territorial disputes in the South China Sea. United States Courts And The Optimal Deterrence Of International Cartels: A Welfarist Perspective On Empagran, Alan O. Sykes

E. Hoffmann-La Roche Ltd. v. Empagran S.A. concerned a private antitrust suit for damages against a global vitamins cartel. The central issue in the litigation was whether foreign plaintiffs injured by the cartel’s conduct abroad could bring suit in U.S. court, an issue that was ultimately resolved in the negative. We take a welfarist perspective on this issue and inquire whether optimal deterrence requires U.S. courts to take subject matter jurisdiction under U.S. law for claims such as those in Empagran. Among President George W. Bush's management initiatives, competitive sourcing was the most complex, most challenging, and most politicized, admitted Angela Styles, chief of procurement policy at the Office of Management and Budget (OMB), in 2002.
