The Identity Of The Generator In The Problem Of Social Cost, Rohan Pitchford, Christopher M. Snyder

One of Coase's central insights is that distinguishing between the generator and recipient of an externality is of limited value because externality problems are reciprocal. We reconsider the relevance of the identity of the generator in a model with non-contractible investment ex ante but frictionless bargaining over the externality ex post. In this framework, a party may distort its investment to worsen the other's threat point in bargaining. We demonstrate that the presence of this distortion depends, among other factors, on whether the investing party is a generator. Social efficiency can sometimes be improved by conditioning property rights on the …

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

The market for equity options and related derivatives is staggering, covering trillions of dollars worth of assets. As a result, the taxation of these instruments is inherently important. Moreover, the importance is made even more acute by the use of options in creating more complex transactions and in avoiding taxes. Consider an equity call option, which entitles, but does not obligate, its holder to buy stock at a set price at a set time in the future. Option theory gives us a way to break the option down into more fundamental units. For example, an equity call option over 10,000 …

Hong Kong has survived turbulent economic, social and political changes in the past ten years since the former crown colony’s reversion to Chinese sovereignty. Following setbacks in the wake of the Asian financial crisis and the avian flu outbreak in 1997, the outbreak of severe acute respiratory syndrome (SARS) in 2003, and several massive political demonstrations in recent years, Hong Kong’s economy has had a robust and steady rebound. The present study analyses the use of the political instruments for the protection of Human Rights, democracy and the rule of law under the Partnership Agreement between the European Union (EU) and the African-Caribbean–Pacific (ACP) countries embedded in the Cotonou Agreement: the consultations under article 96, intensified and regular political dialogue. It briefly outlines the legal provisions of the revised treaty, reviews recent practice, and looks into the involvement of civil society and parliamentary bodies in the political dialogue.

As the nation marked the one-year anniversary of hurricane Katrina, the clean-up work continues. This narrative recounts personal experiences of members of the Sacred Heart University faculty who accompanied a student delegation as they joined the many volunteers in Gulfport, Mississippi. The interdisciplinary group included faculty from Nursing, Psychology, Education, Media Studies, Campus Ministry, and university administration. The goal of the group was to participate in manual labor while providing emotional support for those hardest hit by the storm. The results had a profound effect on each member of the team, as each developed a sense of gratitude, a true …

Aging is a global phenomenon. It impacts unequally, with this inequality attributable to such factors as gender, culture, education, socioeconomic status and access to primary and preventive care. Access to care and the quality of that care are significantly impacted by governmental support and regulations. Most elderly live in developed countries; however, for a significant number life is not free of stress and struggle to meet basic needs. Elders in developing countries face even more challenges. This paper was inspired by the author’s experiences teaching a required class about feminism to affluent, predominantly female undergraduates who vociferously considered it outdated and irrelevant to their lives until they realized, in painfully personal ways, that this was the dominant discourse speaking, not their own voices. Inspired by these women, and in the hope of further displacing the hegemonically imposed code of silence, this paper breaks the author’s tacit complicity with these societal forces of repression. There has been much talk in recent years about an emerging EU-China axis that challenges the United States in a new strategic triangle. The EU-China strategic partnership, which was declared in 2003, suggests that both sides are gaining global influence as a new kind of superpower that seeks to avoid the bloody conflict that characterized the Cold War. Rather than discuss the contours of this new geopolitical axis, this essay argues that EU-China relations are shifting the meaning of security in an emerging arena of global symbolic politics. The two of us have been writing partners for many years. It began with our support for the Equal Rights Amendment in solidarity with the Illinois Women Library Workers in the early 1980s. Immigration was the focus of much discussion in the summer of 2007.The issues are complex and U.S. libraries as communities have taken different stances on serving undocumented people. With the “Secure Borders, Economic Opportunity and Immigration Reform Act” of 2007 having failed to pass the Senate, and the STRIVE ACT (“Security Through Regularized Immigration and a Vibrant Economy” – H.R. 1645) stalled in the House, librarians must look ahead to safeguard human rights for immigrants who live and work among us as first priority.

The article offers information about the Georgia Institute of Technology Library in Atlanta, Georgia, which is a pioneer in delivering virtual reference. The Library has initiated the ASK a Librarian service in 1994, an e-mail-based electronic reference service which became popular and has received 297 questions during the first year of its implementation. It has also launched the real time or virtual reference in 1999 using the America Online's Instant Messenger chat software. In August 2003, the library purchased Questionpoint to use as a virtual reference system, which enabled the referral of e-mail questions to other librarians and good tracking …

The article examines the effect of AxisCard smart card at Griffin Technical College on the use of the library services and resources. AxisCard is a technology designed to facilitate ease of use of library resources, solve the problem of multiple passwords and save important personal information repeatedly entered into online forms. The study found that students desire to use other services that are not currently provided at Griffin such as access to their BANNER accounts, use in vending machines, access to photocopies and customized desktop.

This report looks at how the economy of Montana and the entire Mountain West has been changing since the 1970s. Extractive natural resource industries are no longer as important to the economy as they may once have been. Other industries, services in particular, have become relatively more important in terms of employment and earnings in the state. Nonresident travel accounts for 7.5% of total employment (over 45,900 jobs) in Montana. While some may view nonresident travel as insignificant or completely unrelated to what happens in the rest of Montana’s economy, nonresident travel contributes jobs to every industrial sector, directly or …

Economic crisis which happened several years ago has caused many impacts to Indonesia. One of these impacts is a huge amount of government debt. Particularly, the government debt whether from domestic or foreign is one of the instruments to finance government expenditure which can not befulfilled entirely by revenues from taxes. This study focuses on the relationship between the exchange rate and export performance, using Indonesian data. Although many studies have been undertaken on this topic, only a few have been devoted to developing countries. Studies of exchange rate pass-through (ERPT), especially for small open economies, show that incomplete pass-through is the most common result ofthe relationship between export prices and the exchange rate.
