The present study is the latest in a series of annual updates of the original report, Changing Patterns: Mortgage Lending in Boston, 1990-1993. Beginning in 1998, the reports’ geographic scope was expanded to include an examination of mortgage lending patterns in 27 cities and towns surrounding the city of Boston. In 2003, the report’s geographic coverage was further expanded to include a total of 108 communities. This year’s report extends coverage to all counties, regional planning areas, and federally-defined metropolitan areas in Massachusetts.

This article describes the physical and emotional manifestations of self-mutilation behavior (SMB) in adolescents and provides information about diagnosis and treatment. The authors' own survey of school nurses' on-the-job experience with SMB is presented. Finally, the implications of the problem for nurse practitioners (NPs) who care for teens at risk for SMB are discussed.

Since the World Trade Organization (WTO) was established, China his made large-scale efforts to shape its trade remedy system through legal and organizational changes. Through these changes, China could clarify the meanings of WTO anti-dumping provisions including the provision relating to the definition of domestic industry. Moreover, procedural disciplines on reviews were fortified in Chinese anti-dumping system. Assimilation And Contrast Effects In Cultural Frame Switching: Bicultural Identity Integration And Valence Of Cultural Cues, Chi-Ying Cheng, Fiona Lee, Veronica Benet-Martinez

This study examines how the valence of cultural cues in the environment moderates the way biculturals shift between multiple cultural identities. The authors found that when exposed to positive cultural cues, biculturals who perceive their cultural identities as compatible (high bicultural identity integration, or high BII) respond in culturally congruent ways, whereas biculturals who perceive their cultural identities as conflicting (low BII) respond in culturally incongruent ways. The opposite was true for negative cultural cues. These results show that both high and low BIIs can exhibit culturally congruent or incongruent behaviors, and have implications for understanding situations where high and …

The author evaluated the capability of evacuating the Rio Grande Valley of Texas (Hidalgo, Willacy, and Cameron Counties) in the event of a Category 5 hurricane.

This analysis determined the duration of an evacuation required for this region in the event of a Category 5 hurricane using the evacuation maps from the State of Texas, including areas where contraflow is proposed. The Ford and Fulkerson methodology was the basis of the Maximum Flow problem for the following Category 5 hurricane scenarios: 1) Evacuation constrained only by road capacity, 2) Evacuation constrained by a Department of Homeland Security checkpoint at Falfurrias, …

Party, Policy, Or Duty: Why Does The Supreme Court Invalidate Federal Statutes?, Thomas Keck

This paper explores three competing accounts of judicial review by comparing the enacting and invalidating coalitions for each of the fifty-three federal statutes struck down by the Supreme Court during its 1981 through 2005 terms. When a Republican judicial coalition invalidates a Democratic statute, the Court’s decision is consistent with a partisan account, and when a conservative judicial coalition invalidates a liberal statute, the decision is explicable on policy grounds. But when an ideologically mixed coalition invalidates a bipartisan statute, the decision may have reflected an institutional divide between judges and legislators rather than a partisan or policy conflict. [1] A midlatitude (25°–65°) monthly zonal median ozone climatology in the upper troposphere and lower stratosphere (UTLS), from 8 to 20 km with a 0.5-km vertical resolution and a 5° latitudinal resolution, is developed on the basis of version 6.2 (V6.2) ozone profile retrievals from the Stratospheric Aerosol and Gas Experiment (SAGE) II measurements from October 1984 to August 2005. To avoid mixing of the tropospheric ozone data with stratospheric values, the thermal tropopause height is used as a base altitude for developing the climatology (the monthly mean tropopause height has been added back to the climatological profile). In discussing bond markets in Asia, academics and policymakers typically begin by noting that the Asian crisis of 1997-98 in part resulted from the underdevelopment of the region’s domestic bond markets and the resultant currency and duration mismatches. When assessing the progress made in developing these markets in the post-crisis years, academics and policymakers usually observe that, while several domestic currency government bond markets have moved ahead, corporate bond markets have lagged (Asian Development Bank (2002), Reserve Bank of Australia (2003)). The policy conclusion is therefore often drawn: to prevent another Asian crisis, Asian bond markets must be further developed.

In August 2005, the Mineta Transportation Institute issued the report, High-Speed Rail Projects in the United States: Identifying the Elements for Success. The report noted that since the 1960s, highspeed ground transportation (HSGT) has “held the promise of fast, convenient, and environmentally sound travel for distances between 40 and 600 miles.” After briefly discussing the different experiences with HSGT between the United States and its Asian and European counterparts, the report proceeded to review three U.S. cases—Florida, California, and the Pacific Northwest—as a means for identifying lessons learned for successfully implementing high-speed rail (HSR) in the United States. This paper describes a pilot study on Wiki-G-Portal, a project integrating Wikipedia, an online encyclopedia, into G-Portal, a Web-based digital library, of geography resources. Initial findings from the pilot study seemed to suggest positive perceptions on usefulness and usability of Wiki-G-Portal, as well as subjects' attitude and intention to use.

Developing A Methodology For Assessing Safety Programs Targeting Human Error In Aviation, Scott Shappell, Douglas Wiegmann

There is a need to develop an effective methodology for generating comprehensive intervention strategies that map current and proposed safety programs onto well-established types of human error. Two separate studies were conducted using recommendations from NTSB accident investigations and several joint FAA and industry working groups. The goal of the studies was to validate a proposed framework for developing and examining safety initiatives that target human error in aviation. The results suggest five approaches to reducing human factors associated with aviation accidents. When combined with the Human Factors Analysis and Classification System, the resulting Human Factors Intervention Matrix will provide …

In recent years, the product placement industry has seen a significant boom. The growth of product placement continues as media seeks funding and branded products vie for increased audience attention. Because of the increased product placement, there are many studies that examine the attitudes towards product placement, the experiences and interpretations of brands post-product placement, the effects of product placement, and memory of product placement. Munnell and Sass explore whether equities could help solve the woes facing the U.S. retirement income system in general, and the Social Security shortfall in particular. They examine the experiences of three nations that added equities to the investment mix of their retirement systems—the U.K., Australia, and Canada. As these experiences show, while equities promise higher returns than government bonds, how they are implemented—as add-ons, carve-outs, or as trust fund supplements—matters greatly.
