Specifically, this thesis focuses on the combined effects of World Bank and International Monetary Fund (IMF) economic austerity programs, the increased spread of the HIV/AIDS pandemic, and the continuous democratic deficit on the sluggish economic performance within four sub-Saharan African countries – Ghana, Kenya, Botswana and the Democratic Republic of Congo. As the speed of change increases, federal agencies are challenged more often to develop and implement improvements to existing programs, new programs to meet new needs, or adjustments to programs based on changed circumstances of delivery. Built on the foundation of systems theory, expectancy theory, and field theory, this research seeks to explain why some managers do not propose changes in their organizations---even when the very survival of the organization is at risk. The Army needs a distributed training environment that can be accessed whenever and wherever required for training and mission rehearsal. This paper describes an exploratory experiment designed to investigate the effectiveness of a prototype of such a system in training a navigation task. A wearable computer, acoustic tracking system, and see-through head mounted display (HMD) were used to wirelessly track users' head position and orientation while presenting a graphic representation of their virtual surroundings, through which the user walked using natural movement. An important post-9/11 objective has been to connect law enforcement agencies so they can share information that is routinely collected by police. This low-level information, gathered from sources such as traffic tickets, calls for service, incident reports and field contacts, is not widely shared but might account for as much as 97% of the data held in police records systems. U.S. policy and law assume that access to this information advances crime control and counterterrorism efforts. The scarcity of functioning systems has limited research opportunities to test this assumption or offer guidance to police leaders considering investments in information sharing. …

The purpose of this study was to empirically test the oft-noted hypothesis that shared mental models lead to implicit coordination. Specifically, this dissertation investigated the underlying mechanisms of implicit coordination and how different aspects of shared mental models affect the process. The research questions tested in this study were (a)how perceptions of sharedness affect the initiation of implicit coordination, (b) how actual levels of sharedness affect the process of implicit coordination, and (c) how quality of task mental models affects successful implicit coordination. Optimal delivery of instruction is both critical and challenging in dynamic, scenario-based training (SBT) computer simulations such as those used by the military. Tasks that human instructors must perform during these sorts of simulated training exercises can impose a heavy burden on them. Understanding and promoting lifelong learning in employees is important for employees' future marketability (Robinson & Rousseau, 1994) and for creating learning organizations (Senge, 1990). To further this understanding, components of a model of the motivation to engage in continuous employee development (Garofano & Salas, 2005) were tested. New scales were created for work-related implicit theory and outcome expectations and the validity of these scales and these variables in the model were investigated. This study examines relationship violence among college students, focusing on the predictive roles of their sociodemographic characteristics and domestic violence beliefs. College students experience an extremely high level of abuse among intimate partners, with prevalence rates ranging between 20 and 50%. Since relationship violence among college students is such a widespread problem, it is important to understand what lies at the foundation of this type of abuse. Findings from previous studies demonstrate correlations between sociodemographic characteristics and perpetration of relationship violence as well as correlations between beliefs supportive of abuse among intimate partners and perpetration of relationship violence. When testing for the equality of regression slopes based on ordinary least squares (OLS) estimation, extant research has shown that the standard F performs poorly when the critical assumption of homoscedasticity is violated, resulting in increased Type I error rates and reduced statistical power (Box, 1954; DeShon & Alexander, 1996; Wilcox, 1997). Overton (2001) recommended weighted least squares estimation, demonstrating that it outperformed OLS and performed comparably to various statistical approximations. To date, police organizations have not been rigorously analyzed by organizational scholars and most analysis of these organizations has been captured through a single construct. The purpose of this study is to develop confirmatory police organizational analysis by validating a multi-dimensional conceptual framework that explains the relationships among three constructs: environmental constraints, the design structures of police organizations, and organizational performance indicators. A Predictor Response Process model (see Ployhart, 2006) and research findings were leveraged to formulate research questions about, and generate construct validity evidence for, a new situational judgment test (SJT) designed to measure declarative and strategic knowledge. In a 2004 article, “The Uncertain Fate of Scholarly Artifacts in a Digital Age,” Larsen revealed her plans for preserving her hypertext work Marble Springs. “Ms. Larsen started collecting old Macintosh computers so people will always be able to read Marble Springsin its original format.
