Speech Recognition Using The Mellin Transform, Jesse R. Hornback

The purpose of this research was to improve performance in speech recognition. Specifically, a new approach was investigating by applying an integral transform known as the Mellin transform (MT) on the output of an auditory model to improve the recognition rate of phonemes through the scale-invariance property of the Mellin transform. Scale-invariance means that as a time-domain signal is subjected to dilations, the distribution of the signal in the MT domain remains unaffected. An auditory model was used to transform speech waveforms into images representing how the brain "sees" a sound. The MT was applied and features were extracted. The …

The organizational behavior and knowledge management literature has devoted a lot attention on how structural knowledge processes enhance learning. There has been little emphasis on the informal knowledge processes and the construct remains undefined. The purpose of this paper is to highlight the importance of informal knowledge processes, propose a definition for these processes and link them to the socialization and internalization processes suggested by Nonaka and Takeuchi in the SECI model. Five years ago, in response to numerous reports of the growth of predatory lending, both locally and nationwide, the Massachusetts Community & Banking Council (MCBC) – whose Board of Directors has an equal number of bank and community representatives – commissioned a study of subprime refinance lending in the city of Boston and surrounding communities. The resulting report, Borrowing Trouble? Subprime Mortgage Lending in Greater Boston, 1999, was the first detailed look at subprime lending in the city of Boston and in twenty-seven surrounding communities.

Although the US airline industry began 2001 with 24 consecutive profitable quarters, including net profits in 2000 totaling $7.9 billion, the impact of the 9/11 event on the industry was substantial. Whereas the recession that began in early 2001 signaled the end of profitability, the 9/11 terrorist attacks pushed the industry into financial crisis after air travel dropped 20% over the September–December 2001 period compared to the same period in 2000. Given the decline in domestic air travel, an important question is whether the detrimental impact of the attacks was temporary or permanent. That is, did airline travel return to …

Every day, over 800,000 hazmat transactions take place across the United States. This segment of transportation is expected to grow at a modest two percent a year for the foreseeable future but differences of regulations between the state and Federal level have been a growing concern for both the government and members of the hazmat industry. A patchwork of often inconsistent permits, registration requirements, and hazmat organizational structures at the state level often create barriers to the efficient means of commerce for hazmat carriers and shippers. This thesis applies econometric techniques to build a "marginal" cost per flying hour model for the U.S. Air Force's F-15CD and E fleets. It used monthly economic, programmatic, operational, and climatology data from FY01-FY04 to construct Depot Level Reparable (DLR) and Consumable (CONS) models on the aggregate level. It incorporated the use of panel data analysis to explore the effect each of the independent variables had on the CPFH rate by time and by base. This allowed it to capture not only the temporal (time) interactions, but also the spatial (cross-sectional) interactions, providing a more robust analysis of the dynamics …

There are many types of models for counterterrorism, explaining different problems that the military faces in the fight against terrorism. This thesis proposes that one of the fundamental assumptions underlying existing models of counterterrorism is that the struggle with terrorists can be understood as a war in the traditional sense of the term. We propose to rethink the struggle against terrorism as a fight against an infection. The epidemic of terrorist ideology within part of the world is a result, from this perspective, of the infectiousness of that ideology. An Estimation Theory Approach To Detection And Ranging Of Obscured Targets In 3-D Ladar Data, Charles R. Burris

The purpose of this research is to develop an algorithm to detect obscured images in 3-D LADAR data. The real data used for this research was gathered using a FLASH LADAR system under development at AFRL/SNJM. The system transmits light with a wavelength of 1.55 micrometers and produces 20 128 X 128 temporally resolved images from the return pulse separated by less than 2 nanoseconds in time. New algorithms for estimating the range to a target in 3-D FLASH LADAR data were developed. Anthropology, Human Rights, And Legal Knowledge: Culture In The Iron Cage, Annelise Riles

In this article, I draw on ethnography in the particular zone of engagement between anthropologists, on the one hand, and human rights lawyers who are skeptical of the human rights regime, on the other hand. I argue that many of the problems anthropologists encounter with the appropriation and marginalization of anthropology's analytical tools can be understood in terms of the legal character of human rights. In particular, discursive engagement between anthropology and human rights is animated by the pervasive instrumentalism of legal knowledge. This article discusses concerns related to professional integrity in academics and to the use of collegiality as an informal criterion for employment and evaluation decisions. We question the nature of the educational enterprise and the academic environment within which both students and faculty operate. We use the AAUP Statement on Professional Ethics to guide our examination of collegiality, and the three traditional areas of faculty evaluation (teaching, scholarship, and service), as they relate to professional integrity. We discuss potential pitfalls in situations involving integrity concerns, and suggest that the use of collegiality in professional decisions is more prevalent and potentially …

The Prairie Naturalist

Low nest success rates in the Prairie Pothole Region are attributed mainly to changes in the predator community coupled with reductions in availability of suitable nesting cover. We evaluated effects of removal of mammalian predators on pair density and nest success of ducks nesting on 259 ha sites in northeastern North Dakota during 2001 and 2002. We monitored pair density and duck nests on 10 sites with removal and 10 sites without removal. Overall nest success for both years was greater on trapped (53.4%) than nontrapped sites (28.7%). Pair densities were not affected by predator removal, but did increase across …

During the 1940s-1970s Vietnam experienced nearly continuous wars. Military service was almost a rite of passage for young men growing up during these decades. Evidence indicates that families during wartime viewed military service as a locus for upward mobility, as the socialist regime promised veterans various incentives, including educational benefits, employment preference, and Communist Party membership. While this series of wars over the span of three decades has left a profound imprint on the early life course trajectories of men in Vietnam, there is surprisingly little research detailing the long-term consequences of military service. Financial Knowledge Of The Low-Income Population: Effects Of A Financial Education Program, Min Zhan, Steven G. Anderson, Jeff Scott

The Journal of Sociology & Social Welfare

This study examines the effects of one large financial management training program for low-income people. The data are from tests of pre- and posttraining financial knowledge of 163 participants. The test was designed to measure basic knowledge of participants in five content areas: predatory lending practices, public and work-related benefits, banking practices, savings and investing strategies, and credit use and interest rates.

The findings demonstrate that substantial pre-training knowledge deficiencies existed on basic financial management issues, especially on public and work-related benefits and savings and investing. Results also indicate that the program was effective in improving the financial knowledge of …

Numerous African American families have struggled for generations with persistent poverty, especially in the inner city. These conditions were further strained during the 1980s and 1990s by the widespread use of crack cocaine. For many, crack use became an obsession, dominated their lives, and superseded family responsibilities. This behavior placed additional pressure on already stressed kin support networks. This paper explores the processes prevailing in two households during this period. In the 2000s, children born to members of the Crack Generation are avoiding use of crack but face major deficits from their difficult childhoods. This presents both challenges and opportunities. …

From "Poor" To "Not Poor": Improved Understandings And The Advantage Of The Qualitative Approach, Eleanor Wint, Christine Frank

Re-analysis of qualitative data generated in six Country Poverty Assessments in the Caribbean, suggests that traditional ways of seeing the poor might well lead to unfair categorisation of a people who are unwilling to be seen as living in poverty. Use of qualitative data software was able to bring out new understandings of the conceptual difference between being poor and living in poverty. Citizen Participation In Neighborhood Organizations In Poor Communities And Its Relationship To Neighborhood And Organizational Collective Efficacy, Mary Ohmer, Elizabeth Beck

Collective efficacy describes residents' perceptions regarding their ability to work with their neighbors to intervene in neighborhood issues to maintain social control and solve problems. This study examines whether citizen participation in neighborhood organizations located in poor communities is related to neighborhood and organizational collective efficacy among residents. The results indicate that the more residents participated in their neighborhood organization, the greater their level of organizational collective efficacy, but not neighborhood collective efficacy. The results of the current study will help support social workers and other community practitioners understand how to effectively facilitate citizen participation in ways that enhance collective …

The Sequential Costs Of Poverty: What Traditional Measures Overlook, Elizabeth A. Segal, Laura R. Peck

This research note proposes an addition to the poverty measurement debate. Motivated by dissatisfaction with the official poverty measure, which many scholars and practitioners share, we propose the use of sequential costs of poverty to enrich the poverty measure so that it might capture more closely the life-experiences of low-income families. After presenting some background on poverty measurement, this research note explores the conceptual framework that surrounds the notion of sequential costs. Drawing on our past research, we propose ways in which these sequential costs surface, with illustrative examples from health, employment, housing, and income maintenance.
