This paper build on the history as well as the current legal framework of tax assignment and revenue-sharing in Nigeria to identify the challenges while also drawing from the theoretical framework for policy options which will provide for a stable federal system in Nigeria. The paper recommended among others the strengthening of states internal revenue bases, adjustments on the vertical and horizontal revenue-sharing formula, effective compliance with the allocation of the mandatory 10% of states internally generated revenue. The paper, therefore, tried to study the stability of money demand using different estimation procedures under a financially liberalized economy (South Africa). This was done by developing a fixed-coefficient error-correction model for broad money demand function for the period 1971 to 2000, after which quarterly forecasts were generated for 2001 and 2002, using a varying-parameter regression model.

In order to bring the doctrine of Effects-Based Operations (EBO) into a fully operational capability, Effects-Based Assessment (EBA) must provide relevant insight to the commander and his planning staff. Assessments of an effects-based plan and execution must include an assessment of the effects of a campaign on the enemy in addition to an assessment of the accomplishment of friendly actions taken to achieve the desired effects. The Global War on Terrorism (GWOT) has yielded new challenges to the United States' strategic airlift infrastructure. The network of en-route airfields that serve as refueling and maintenance stops were designed primarily to service relatively static Cold War requirements. However, the GWOT has resulted in the need for an infrastructure that is responsive to a highly dynamic environment. This research uses a "value focused" methodology to identify en-route airfield locations that simultaneously maximize cargo throughput capability while possessing a high degree of adaptability to volatile cargo delivery requirements.

Quantitative Analysis Of A Turbulent Wind Tunnel With Obstructions For Use In Liquid Flame Spread Experiments, Beau M. Brantley

The research was done as part of an effort to develop alternative fire suppressant technologies for aircraft engine nacelles. The turbulent shear flow behind a surface mounted fence inside an open circuit wind tunnel was investigated experimentally. The tunnel test section was designed to be 2-D and exhibit flow qualities similar to those found in a typical engine nacelle. A 279 mm wide fuel pan was inserted approximately four fence heights downstream of the fence location. The fuel pan was filled using water to simulate fuel with a depth of 32 mm. Skyrocketing fuel prices have stressed the Department of Defense's budget in recent years. In 2001 the DoD spent $4.7 Billion on fuel with the Air Force consuming $2.7 Billion. These figures have grown over due to these increases as well as the increased flying ours to support the Global War On Terror. In fact, the Fiscal Year 2007 budget has already been increased by $1.1 billion, or 1% of the total budget, to accommodate the increased price of fuel. The issue of what antecedents of organizational citizenship behavior (OCB) and psychological contracts (PC) employees form with their organization has also been of interest as they have many implications on an employee's extra-role behavior, specifically OCBs. This research investigates the relationship between types of PCs (a) relational and (b) transactional and the propensity to perform (a) altruism and (b) compliance OCB. Furthermore, the influence of organizational culture (OC) dimensions (a) internal orientation and (b) external orientation on this relationship was explored. In the context of close ground combat, the perception of Battle Damage Assessment (BDA) is closely linked with a soldier’s engagement decisions and has significant effects on the battlefield. Perceived BDA is also one of the most complex and uncertain processes facing the soldier in live combat. As a result, the modeling and simulation community has yet to adequately model the perceived BDA process in combat models. At the same time that organizational communication and management scholars are focusing attention on trends of spirituality in the workplace, faith-based organizations are taking up the question of how they might maintain a distinct spiritual identity. For these institutions, communicating mission becomes the defining feature of institutional identity. Explicitly religious organizations provide a venue for understanding the implications of incorporating spirituality in organizational discourse. This empirical study explores a mission-building conference and examines the ways in which communicating a spiritual mission simultaneously enriches and constrains both the individual members and the organizations as a whole.

Since government regulations may have an important impact on the macroeconomic performance of market economies, it is necessary to devise quantitative indicators of the regulatory regime, which raises some difficult methodological issues. After reviewing some of these problems, we compare the results of several recent quantitative studies of regulation in OECD nations, some based on an extensive review and quantification of laws and regulations, others based on observational data of those familiar with these regulations. Despite their very different methodologies and coverage of particular types of governmental regulation, the results of the three studies are significantly correlated, which suggests that …

Heart surgery is commonly used to repair congenital heart defects and to perform heart transplantation. The associated hypoxia before or during the surgery may cause damage in the parasaggital area of the cerebral cortex, with resulting difficulty during tasks requiring visual-spatial and visual-motor skills. This study compares the performance of children who received a heart transplant during infancy to that of nonclinical children with no medical complications on three visual-motor measures, three visual-spatial measures, and two computerized visual-spatial tasks - a Block Design Matching task and a Mental Rotation task. The present study utilized a standardized neuropsychological evaluation and self report measures to compare 52 female patients, 18 years of age and older with a video-electroencephalogram (V-EEG) confirmed diagnosis of psychogenic non-epileptic seizures (PNES) (n1=29) to a group of left temporal lobe epilepsy (L-TLE) demographically matched patients (n2=23). In an attempt to overcome methodological confounds of previously reported studies, participants were chosen based on stringent exclusion criteria, which barred mixed etiologies. The purpose of this study was to investigate possible differences in neuropsychological functioning, mood, and personality characteristics between individuals with PNES and those with L-TLE. …

This article analyzes power dynamics in Vieques, Puerto Rico in the immediate aftermath of the U.S. Navy's closure of its five fire range on the island. The essay examines several aspects of Vieques' continuing struggle in a post-Navy world. It considers residents' hopes and views of different kinds of development; the ramifications of former Navy-occupied land being classified as "environmentally protected"; and finally, potential organizing principles for directing Vieques' development, looking at the challenges and opportunities facing activists. In her paper "Queer Theory and Discourses of Desire," Louise O. Vasvári proposes that the multiplicity of ways that language constructs -- or silences -- the socially constructed expression of erotic desire is a necessary complement to the study of gendered and of sexual identity. In his article, "Szabó's Colonel Redl and the Habsburg Myth," Peter G. Christensen examines issues that stem from the fact that Hungarian film director István Szabó has made a film whose protagonist departs in many respects from the real-life Alfred Victor Redl, who betrayed military secrets of the Austrian-Hungarian Empire to the Russians just before the First World War. In her paper "Chaos Theory, Hypertext, and Reading Borges and Moulthrop," Perla Sassón-Henry presents a multidisciplinary perspective to the study of Jorge Luis Borges's and Stuart Moulthrop's works. Sassón-Henry argues that there exists a tripartite relationship among Borges's texts, Moulthrop's Victory Garden, and chaos theory. The dialogue among these texts via chaos theory, bifurcation theory, and noise is what separates this analysis from former studies.
