In January 1990 the Nicaraguan electorate chose to abandon the failing Sandinista Revolution in favor of the economic neoliberal rubric. However, since 1990 Nicaragua's economy has been stagnant. Today it is one of the four poorest states in Latin America having been one of the wealthiest before 1975.

The purpose of this work is to explain Nicaragua's poor performance since 1990. The hypothesis is that domestic independent variables are central to recovery and are the underlying causes of Nicaragua's failure to fully recover.

This dissertation looks at the topic of brain drain from a new lens. It departs from the traditional literature to include discussion on brain gain and brain circulation using Indian migration to the United States as case study. While it cannot be denied that host countries have policies that encourage or provide the necessary conditions for brain drain to take place, it must be taken into account that many source countries now benefit from out-migration of their workers and students. Using both quantitative and qualitative analyses, an evaluation of Westside Performance Learning Center (PLC) was completed. The central research question was, “Do students enrolled in the PLC experience a positive change in grades, behavior, and attendance?” T-tests comparing the conventional school and the PLC indicated that there was a statistically significant improvement in grades and behavior. Additionally, a focus group conducted with a sample of students at the PLC indicated that program structure, students’ relationships with faculty/staff, and general school environment had a positive impact on grades, behavior, and attendance. A Study On Perceptions Of Civil Engineers Regarding Mandatory Continuing Education, Alee A. Sleymann

This study explored the perceptions of civil engineers regarding continuing professional competency requirements for license renewal. In this study,continuing professional competency is assumed to have a direct relationship to public welfare and safety. The policy of mandatory continuing education was adopted primarily for this reason. Currently, mandatory continuing education is adopted by 29 states as the method of assuring continued professional competency.

Many professionals, however, have not welcomed this mandatory continuing education (MCE) policy. The reason for this opposition is the claimed ineffectiveness of this policy in fostering continued competency. In addition, the regulatory boards and policy advocates have not …

This paper proposes a generalized dynamic error component model that simultaneously accounts for the effects of functional form and spatial dependence. Maximum likelihood method is used for model estimation and inference. An empirical illustration using the demand for cigarettes data is given.

Forecasting The Global Electronics Cycle With Leading Indicators: A Bayesian Var Approach, Hwee Kwan Chow, Keen Meng Choy

Developments in the global electronics industry are typically monitored by tracking indicators that span a whole spectrum of activities in the sector. However, these indicators invariably give mixed signals at each point in time, thereby hampering attempts at prediction. In this paper, we propose a unified framework for forecasting the global electronics cycle by constructing a VAR model that captures the economic interactions between putative leading indicators representing expectations, orders, inventories and prices. The ability of the indicators to presage world semiconductor sales is first examined by Granger causality tests. Subsequently, an impulse response analysis confirms the leading qualities of …

Over the last thirty years, a cultural transformation has occurred in public schools as students with disabilities have slowly moved from segregated sites and special day classes to more inclusive classroom environments. Although this change has largely been driven by legislative mandate, including the requirement that students be supported in the least restrictive environment possible, the benefits of inclusion have been exceedingly well documented in the literature. Person-Related And Treatment-Related Barriers To Alcohol Treatment, Stephen M. Saunders, Karen M. Zygowicz, Benjamin R. D'Angelo

Treatment underutilization by persons with alcohol use disorder is well-documented. This study examined barriers to treatment at the latter stages of the treatment-seeking process, which was conceptualized as recognizing the problem, deciding that change is necessary, deciding that professional help is required, and seeking care. All participants identified themselves as having a drinking problem that was severe enough to warrant treatment. Differences between those who had (Treatment Seekers) and those who had not (Comparison Controls) sought treatment were evaluated, including the experience of person-related (e.g., shame) and treatment-related (e.g., cost) barriers. Person-related barriers were more commonly endorsed by both groups …

The Relationship Between Landcover And Cloud-To-Ground Lightning Strikes In Kalamazoo, County, Michigan, Zachary J. Newton

Lightning strike point data, collected by the National Lightning Detection Network™ in June, July, and August of 1993, was used in conjunction with geographic information systems (GIS) to examine the distribution of lightning strikes within and among landcover and geologic classes in Kalamazoo County, Michigan.

Quadrat analysis results showed that the lightning strike pattern did not follow a random distribution and exhibited a tendency for clustering when mapped with kernel density. A chi-square analysis showed there was a statistically significant relationship among landcovers, geology, and lightning strikes. Analysis Of Factors Affecting Zebra Mussel (Dreissena Polymorpha) Abundance In Gull Lake, Michigan, Ryan P. Miller

Zebra mussel (Dreissena polymorpha) proliferation has become a serious problem in the Great Lakes Basin. This study uses bathymetry, vegetation distribution, and substratum data to assess their relationship with zebra mussel measurements in Gull Lake, Michigan. Different statistical tests were performed in order to investigate the relationship between the variables and to infer any significance among the variables in relation to zebra mussel abundance. Dreissena polymorpha data include 16 sites on Gull Lake, collected in July of 1999. Vegetation, substratum, and bathymetric datasets were obtained and analyzed by using Geographic Information Science (GIS) techniques.

This study investigates the following two research questions: To what extent, if any, do traumatic experiences contribute to juvenile delinquency? To what extent, if any, does gender affect the relationship between trauma and juvenile delinquency? The extent of trauma was reviewed to include various studies relating to the impact trauma has on juveniles. Robert Agnew's General Strain Theory provided support for the differences that exist between males and females when it comes to trauma contributing to juvenile delinquency. Background- The effects of pulmonary arterial hypertension on cardiovascular and physical function are well documented. Limited information exists regarding the effects of pulmonary arterial hypertension on cognitive function despite patient reports of problems with memory and attention. Our primary purpose was to determine if a prospectively identified cohort of pulmonary arterial hypertension patients had cognitive sequelae. Our secondary purpose was to determine the relationships between cognitive sequelae and neuropsychological test scores with depression, anxiety, and quality of life. Methods- Forty-six adults with pulmonary arterial hypertension underwent assessment of cognitive function, depression, anxiety, and quality of life using standardized neuropsychological tests …

  • Active stewards in the program now total 210, an increase of 22% over last quarter and 618% since program inception.
  • Nine additional cultural site impacts resulting in measurable damages were reported this quarter. Site stewards reported 25 cultural site impacts for 6 months beginning 10/1/05 compared with 25 impacts reported for 12 months ending 9/30/05.
  • Monitoring program for Red Rock Canyon NCA adopted and implemented.
  • Two site steward training classes presented this quarter, producing 41 new stewards.
  • Optional training class on Archaeological Record of Southern Nevada presented to 28 site stewards.

Abstract: Commons-based digital libraries are an emerging phenomenon. They are based on a new vision of digital information organization and use. A definition of commons-based digital libraries, some examples, fundamental characteristics, emerging information behaviors, and preliminary results from a scholarly communication survey of LIS faculty will be presented.
