This article discusses the nature of these challenges, analyzes how they've fared in the courts, and suggests how local governments should respond when faced with these new claims.

A Context-Dependent Model Of Proximity In Physically Situated Environments, John D. Kelleher, Geert-Jan M. Kruijff

The paper presents a computational model for a context-dependent analysis of a physical environment in terms of spatial proximity. The model provides a basis for grounding linguistic analyses of spatial expressions in visual perception. The model uses potential fields to model spatial proximity. It has been implemented, and when combined with a handcrafted grammar, is used to enable a conversational robot to carry out a situated dialogue with a human. The key concept in our approach is defining the region that is proximal to a landmark based on the spatial configuration of other objects in the scene. The model extends …

This paper is concerned with identifying the organisational issues causing difficulty in the use of PPP and assessing the impact of PPP implementation on the organisational culture in the Irish public and private sectors. The authors address this issue by mapping the PPP process for one project type and comparing this process with that carried out in traditional procurement. Process differences through use of PPP are identified and organisational issues that have potential to impact on PPP success are assessed. The purpose of this project was to develop a meaningful, motivating library curriculum to increase student learning in literacy for students in grade four. Current literature and research on the roles of the teacher-librarian, information literacy instruction, reading advocacy, specifically literature guidance and appreciation, and motivation were explored. A yearlong library curriculum map was created addressing topics and methods found to be effective in the review of current research. In this project, bibliotherapy (the use of literature in helping children cope with emotional problems or change) was investigated. Its history, with a specific focus on past and current uses in professional clinical and educational practice, was researched and outlined. In addition, a review of the psychological social and emotional needs and development of fourth through eighth graders ( early adolescence) was conducted. Betting On Democracy: Electoral Ritual In The Philippine Presidential Campaign, Filomeno V. Aguilar Jr

This article ofers an analysis of the ritual character of Philippine elections for national positions, particularly for the presidency. It is argued that the structuring of the electoral complex is akin to a ritual, specifically, a ritualized gamble or game of chance. The cultural figuration of elections is traced to long-term historical processes. The broad insights on Filipino political culture are supported as well as expanded by data collected by the lnstitute of Philippine Culture (PC), Ateneo de Manila University, from sixteen focus group discussions conducted nationwide before national elections were held on 10 May 2004.

Wind speeds over the Baltic significantly increased over the second half of the 20th century (C20th), with the majority of the increase being focused on the upper quartile of the wind speed distribution and in the southwest of the region. These changes have potentially profound implications for the wind energy resource. For example, based on the National Centers for Environmental Prediction–National Center for Atmospheric Research (NCEP–NCAR) reanalysis data it is shown that, owing to this non-stationarity, using the normalization period of 1987–98 to determine the wind resource (as in the Danish wind index) leads to overestimation of the wind energy …

This project suggests that SUV buyers have significantly different characteristics than other automobile buyers. Drawing data from the Consumer Expenditure Survey for 1998 through 2002 and employing a binomial logistical regression technique, this project identifies the determinants that significantly influence the household’s decision to purchase a new sport utility vehicle (SUV). This study measures the economic impact of the Greater Dayton Area Hospital Association (GDAHA) hospitals. Measurement of the economic impact employs total expenditures, full-time equivalent employment and the total payroll generated by the GDAHA hospitals in the healthcare industry and ripple effect in the supporting and related industries in the Greater Dayton Area. This study uses input-output analysis with IMPLAN multipliers as a methodology to measure the economic impact of the GDAHA hospitals in Dayton, Ohio. This paper examines the factors that explain differences in earnings among RN’s. In addition, it also looks at the factors that determine the level of job satisfaction among RN’s and examines the factors that determine the probability of leaving the nursing profession. The analysis of RN wage rates shows that nurses who have a 4-year college degree receive a wage premium. However, the results also show that the premium is reduced for nurses who are employed in hospitals. This finding is consistent with the hypothesis that nursing wages are subject to monoposony power in a hospital setting. In fact, the …

This article considers the social and economic conditions under which Creoles of Color left the state of Louisiana from 1920-1940.1 Because Creoles in the years following 1920 were legally reclassified as black, many lost their land, social and legal rights, and access to education as well as the possibility of upward mobility to which they had previously had access when they were accorded the status of a distinct/legal ethnic group.
