The 2005 Revised OEDP provides OEDC with current data and analysis to initiate and complete a strategic process to develop an action plan for community and economic development activities and projects.

The 2005 Revised Overall Economic Development Plan (OEDP) prepared by the Center for Public Affairs Research (CPAR) at the University of Nebraska at Omaha (UNO) for the Omaha Economic Development Corporation (OEDC) replaces the original OEDP first prepared in 1978. While a variety of revisions and updates over the years helped keep the original OEDP relatively current and helpful in development activities, in 2005 OEDC President Alvin Goodwin commissioned …

We present methods for optimally adapting Web processes to exogenous events while preserving inter-service dependencies. For example, in a supply chain process, orders placed by the manufacturer may get delayed in arriving. In response to this event, the manufacturer has the choice of either waiting out the delay or changing the supplier.

The Demise Of African American Participation In Baseball: A Cultural Backlash From The Negro Leagues, David C. Ogden

Communication Faculty Proceedings & Presentations

Sixty years ago baseball was a major business and cultural force for African Americans. But the end of the Negro Leagues and the desegregation of baseball heralded a new era that marked the beginning of a cultural drift between baseball and African Americans. This paper will explore the social factors embedded in the Negro Leagues that gave baseball cultural relevance for African Americans and what is impeding those factors from operating again.

The emerging field of media and information literacy studies continues to be influenced by a wide range of interdisciplinary research. An inventory of current research on media and information literacy, using Studies in Media & Information Literacy Education (SIMILE) as a database, reveal emphases in studies about schools and education, library usage, mass media, intercultural communication, and global media. As individuals around the globe are empowered by their media and information literacy skills, it is possible that these abilities will be harnessed as cultural tools in the grassroots battles to maintain local and national identities.

Chimpanzee Theory Of Mind: Looking In All The Wrong Places?, Kristin Andrews

I respond to an argument presented by Daniel Povinelli and Jennifer Vonk that the current generation of experiments on chimpanzee theory of mind cannot decide whether chimpanzees have the ability to reason about mental states. I argue that Povinelli and Vonk’s proposed experiment is subject to their own criticisms and that there should be a more radical shift away from experiments that ask subjects to predict behavior. Further, I argue that Povinelli and Vonk’s theoretical commitments should lead them to accept this new approach, and that experiments which offer subjects the opportunity to look for explanations for anomalous behavior should …

Cetaceans (dolphins, whales, and porpoises) have a long, dramatically divergent evolutionary history compared with terrestrial mammals. Throughout their 55–60 million years of evolution, cetaceans acquired a compelling set of characteristics that include echolocation ability (in odontocetes), complex auditory and communicative capacities, and complex social organization. Moreover, although cetaceans have not shared a common ancestor with primates for over 90 million years, they possess a set of cognitive attributes that are strikingly convergent with those of many primates, including great apes and humans. In contrast, cetaceans have evolved a highly unusual combination of neurobiological features different from that of primates. As …

Explaining consistent variation in the behaviour of individuals in terms of personality differences is one of the cornerstones of understanding human behaviour but is seldom discussed in behavioural ecology for fear of invoking anthropomorphism. Recently, however, interest has begun to focus on identifying personality traits in animals and examining their possible evolutionary consequences. One major axis used to define personality traits is the shyness–boldness continuum. We examined boldness in an in situ experiment using fish from eight populations of the poeciliid Brachyraphis episcopi (also referred to as Brachyrhaphis episcopi). Testable Implications Of Subjective Expected Utility Theory, Eduardo Zambrano

Economics

I show that the predictive content of the hypothesis of subjective expected utility maximization critically depends on what the analyst knows about the details of the problem a particular decision maker faces. When the analyst does not know anything about the agent's payoffs or beliefs and can only observe the sequence of actions taken by the decision maker any arbitrary sequence of actions can be implemented as the choice of an agent that solves some intertemporal utility maximization problem under uncertainty.

Islamic contributions in the areas of peace, war, and nonviolence require to be revisited in post-September 11 world. With reinterpretation and redefinition of Islamic concepts of jihad (sacred struggle), sabr (patience), adl (justice), umma (community), sulha (reconciliation), hijra (exodus), diversity, and tolerance, this study attempts to contribute the Islamic understanding of war, peace, and nonviolence. Also, the story of Cain and Abel in the Qur’an shows an example for the nonviolent action together with other contemporary Islamic nonviolence actions such as Intıfıada, Kosovo, and Abdul Ghaffir Khan in Afghanistan. This article makes the case for harmonizing top-down peacemaking and bottom-up peace building in order to create and sustain a culture of peace. The analysis, focused on Palestinian-Israeli relations, finds the answer in the convergence of middle-line peacemakers and peace builders in “a center of peace actualization.” Such a safe space would allow for a shared concept of history, moderate action, and collaborative work on behalf of coexistence and social justice. The Illinois Community Technology Fund (ICTF) came about through the SBC/Ameritech merger that set aside $1.5 million in 2000 to provide advanced telecommunications services and skills necessary to improve the quality of live for low-income and rural Illinois populations through organizational grants. This is an evaluation report of a multiple organization community technology project funded by the Illinois Community Technology Fund. These funds were distributed in 2001 and 2002 grant rounds to prepare citizens to live and work in a growing technological society.
