My talk is divided into three main sections. I first want to describe five principles that guided my actions as Secretary of Natural Resources for the Commonwealth of Virginia from 1994 through 1998. Then, I will offer some updated principles for an “American Conservation Ethic.” Finally, I will discuss some of the current environmental issues we face and how some of these principles are being, or could be, applied.

Afterschool Matters

From Promise to Participation: Afterschool Programs through the Lens of Socio-Cultural Learning Theory

Studies of the effects of afterschool programs on student learning have yielded equivocal findings. This paper argues that such findings stem from weak conceptualizations of the relationship between afterschool programming and learning. The authors use socio-cultural learning theory to reveal specific dimensions of afterschool programs that have positive impact on learning, drawing on almost 200 documents from the afterschool literature to substantiate and elaborate these dimensions. Findings illuminate why afterschool programs that provide "more school after school" significantly limit …

The World Wide Web (WWW) poses a distinct capability to offer interventions tailored to the individual’s characteristics. To fine tune the tailoring process, studies are needed to explore how Internet accessibility and usage are related to demographic, psychosocial, behavioral, and other health related characteristics. This study was based on a cross-sectional survey conducted on 2373 7th grade students of various ethnic groups in Southern California. Measures of Internet use included Internet use at school or at home, Email use, chat-room use, and Internet favoring. School Choice Demonstration Project

In the 50 years since economist Milton Friedman published “The Role of Government in Education” scholars and policy makers have been debating how parental choice through market mechanisms can and does operate in education. Market “optimists” argue that education is a service that can be produced under a variety of arrangements and that parents are natural education consumers. Market “pessimists” argue that education is a public good that should be produced in government-run schools, and that school choice programs suffer “market failure” because only advantaged families will have the resources and experience to choose effectively.

The focus of this article is the experience of the tourist as s/he moves between ordinary everyday non-tourist life and tourist life in the current postmodern consumption context.

A comprehensive review of the existing literature on second home consumption is presented. There is some emphasis on how it is practised by the Irish second home owner. This is a group that has been identified as being relatively under-researched in a consumer behaviour context; it is a group thst is affluent, growing and heterogeneous (Mottiar and Quinn 2003).

After the 85th General Assembly adjourned in April 2005, the Rogers School District, along with 48 other districts, filed a motion to the state Supreme Court to reopen the landmark Lake View school funding case, accusing the legislature of failing to increase school funding for the 2005-06 school year (see Policy Brief 17). The Supreme Court agreed and on June 9, 2005, reappointed former Justices Bradley D. Jesson and David Newbern as Special Masters to assess the plaintiffs’ claims. In an effort to improve educational opportunities for all students, Arkansas has made education reforms in many areas over the past three years. The Office for Education Policy (OEP) recently distributed a confidential survey to superintendents across the state to see what kinds of successes districts are having as a result of these reforms and what challenges they still face. OEP also asked superintendents about teacher quality and supply issues in their districts, particularly in light of No Child Left Behind’s (NCLB) requirement that all schools be staffed with “highly-qualified teachers.”

This paper analyzes the social, psychological, religious, and legal interactions of gender-based violence that manifest themselves within the Jordanian society in various ways. Honor crimes are the ultimate manifestation of this phenomenon in this culture, and as such cannot be separated from the society, gender-relations, or violence against women. Interviews with specialist within the field allow for a more in depth exploration of the topic.

Research on community gardens is an increasingly important area of study. As the percentage of the global population living in cities continues to climb, community gardens have the ability to reach increasing numbers of people. While poverty alleviation aims to develop community economies, this goal is usually seen as being in conflict with environmental conservation because it requires the use of environmental resources. The present study is a microeconomic investigation, based on personal interviews with different microentrepreneurs and functionaries of credit institutions. It evaluates the impact of micro-credit, investigates the challenges the micro-credit programs have to confront, and suggests some potential improvements. In a qualitative analysis the following conclusions have been reached: the micro-credit is very limited in scope, it is not focused on really poor people, and neither has it been effective in helping the beneficiaries it has had to grow.
