This paper argues that Foucault’s proposed positive program of practical critique in his later work, which he calls ‘critical ontology,’ provides a response to his critics. The goal of critical ontology is to “separate out, from the contingency that has made us what we are, the possibility of no longer being, doing or thinking what we are, do, or think.” However, it may be objected that, since Foucault emphasizes going beyond contingencies, it appears that he is guilty of committing a kind of genetic fallacy. I will defend Foucault against such a charge by using concepts and practices in child …

The Spouse In The House: What Explains The Marriage Gap In Canada?, J. Matthew Wilson, Michael Lusztig

Political Science Research

A literature has emerged in American voting studies noting a “marriage gap”—the propensity for married voters to support the Republican party. Using Canadian Election Study data, we establish the existence of a significant marriage gap in Canada. We also seek to determine if the marriage gap is driven by socio-demographic factors or attitudinal ones. We find that while socio-demographic factors contribute to the marriage gap, they explain relatively little variance. In probing the attitudinal basis of the marriage gap further, we find that married Canadians differ from the unwed very strongly on issues of moral traditionalism, but much less so …

This policy brief examines the structural-level opportunities and challenges associated with the delivery of HIV prevention services in or closely linked to the clinical care setting. It focuses on two of the major public programs for HIV care in the U.S: Medicaid, the nation's major public health program for low-income Americans, and the largest source of public financing for HIV/AIDS care in the U.S.; and the Ryan White CARE Act, the nation's only HIV-specific care and support services grant program which operates as the payer of last resort at the state and local level. Presents findings from the FBI’s National Incident-Based Reporting System (NIBRS). By collecting data on pornography/obscene material offenses from law enforcement jurisdictions, NIBRS enables researchers to draw conclusions about the number, locations, and characteristics of these crimes. NIBRS data suggest that approximately 2,900 crime incidents of pornography with juvenile involvement were known to state and local police in 2000; these offenses most often were committed by a lone adult male offender, occurred in a residence, and did not involve a computer. The purpose of this study was to examine the effect of performance success, skill level, and gender on the causal attributions made by recreational golfers. Skill level was determined by handicap, and performance success was the golfer’s estimation of whether the particular round of golf was successful or unsuccessful. It was hypothesized that the causal attributions that recreational golfers made would be more internal, stable, and personally controllable after a successful performance than after an unsuccessful performance. Crimes Against Children Research Center

Presents results of an analysis comparing selected findings from the second National Incidence Studies of Missing, Abducted, Runaway, and Thrownaway Children (NISMART–2) and its predecessor, NISMART–1. The analysis, which is based on household surveys of adult caretakers and covers victims of family abductions, runaways, and children categorized as "lost, injured, or otherwise missing," highlights trends from 1988 to 1999. The most important finding is the absence of increases in any of these problems. For some types of episodes, the incident rates decreased. This Bulletin is part of a series summarizing results from NISMART–2.

Methamphetamine use among the employed population is on the rise as general methamphetamine use increases. Many employers are unaware of the extent of the methamphetamine crisis and the harmful effects that employee methamphetamine use has on the firm. While methamphetamine use is associated with tremendous expenses for society in the form of direct health care, law enforcement, and environmental costs, this study focuses exclusively on the increased costs that firms bear as a result of the methamphetamine use of their employees. In response to growing public concern about childhood obesity, the 2003 Arkansas General Assembly passed a measure requiring that school officials measure and report to parents each student’s body mass index (BMI) annually (§20-7- 135). Beginning in the 2003-2004 school year, schools were required to do the following: • include as a part of a student health report to parents an annual body mass index percentile by age for each student; and • to annually provide parents with an explanation of the possible health effects of body mass index, nutrition, and physical activity. Background

Cigarette smoking and coal burning are the primary sources of indoor air pollution in Chinese households. However, effects of these exposures on Chinese children's respiratory health are not well characterized.

Methods

Seventh grade students (N = 5051) from 22 randomly selected schools in the greater metropolitan area of Wuhan, China, completed an in-class self-administered questionnaire on their respiratory health and home environment.

Results

Coal burning for cooking and/or heating increased odds of wheezing with colds [odds ratio (OR) = 1.57, 95% confidence interval (CI): 1.07–2.29] and without colds (OR = 1.44, 95% CI: 1.05–1.97). For smoking in the home, …

Foreign exchange risk remains a significant problem for microfinance institutions (MFIs). Many sources of potential funding for MFIs remain untapped due to the high risks of currency devaluation faced by these funding sources. Specifically, debt capital is available for MFIs but foreign exchange risk is a potential deterrent. This paper reviews current practices in the management of foreign exchange risk for and by MFIs. The advantages and disadvantages of these practices are discussed and alternative practices proposed.

Impact Of Microfinance Programs On Children's Education: Do The Gender Of The Borrower And The Delivery Model Matter?, Nathalie Holvoet

This article highlights the effects particular features of microfinance programs have on childhood education. Using data from a South India household survey, the article examines how microfinance impacts schooling and literacy, how credit enters the household, and who brings it in. Regression results show that, in the case of direct bank-borrower credit delivery, it does not matter whether credit enters the household through the mother or the father. However, large differences occur when mothers obtain credit through women's groups. Analysis indicates that combined financial and social-group intermediation leads to higher educational inputs and outputs, mainly for girls. Individual interviewis with …

This paper identifies the characteristic features of the different financial market players involved in the delivery of microcredit in the Philippines and looks into their experiences in addressing the credit demand of the small-borrower market segment, particularly the microenterprise sector. This paper argues that each group of lenders, specifically commercial banks, rural banks, credit-granting NGOs, and an apex financial institution, allocates its funds by establishing its own criteria for assessing the creditworthiness of borrowers and its own mechanisms to avoid borrower default. This survey research study was utilized to explore participants’ views and knowledge of balanced literacy programs before and after a 45-hour graduate level literacy course and to document any changes using the Theoretical Orientation to Reading Profile (TORP; Deford, 1985) questionnaire. The TORP’s main purpose is to designate the philosophical position of individuals on their preferences to teaching reading. The TORP examines orientation to phonics, skills, and whole language. Twenty-seven participants who designated themselves either as established school administrators or graduate students pursuing Master’s degrees in Educational Leadership or Reading were surveyed at the beginning and end of the course …
