In September 2003, Gabriel Cazares—former mayor of Clearwater and member of the Pinellas County commission—donated personal archives related to his service as a member of the Florida State Commission on Hispanic Affairs and his general leadership on Hispanic issues. A native of Alpine, Texas, Gabriel Cazares was born on 31 January 1920. He enlisted in the California National Guard in 1938, and entered the United States Army Air Corps in 1941. He served in the European theatre of operations during the Second World War, and later participated in the Berlin Airlift, the Korean Conflict, and the Vietnam War. This collection …

On 15 November 2004, Guy Greene donated an abstract of title prepared by St. Petersburg’s West Coast Title Company. The contents include typewritten copies of deeds, contracts, mortgages, liens, judgments, and other such items compiled from the public records of the Clerk of the Circuit Court in Pinellas and Hillsborough counties through 12 July 1957. (Prior to 1912, Pinellas was part of Hillsborough County.) Early records include real estate agreements transferring land from the State of Florida to Hamilton Disston, a Philadelphia capitalist who acquired four million acres of Florida land in the early 1880s for $1,000,000. The general organizational records, advocacy files, and program files illustrate the local NOW chapter’s involvement in a variety of issues, including advocacy for reproductive rights and criminal justice reform, preventing sexual harassment and violence towards women, and supporting the passage of the proposed Equal Rights Amendment between 1973 and 2004. The U.S. Forest Service is about to celebrate its 100th anniversary. It will host a national congress in early January of 2005, exactly 100 years after the first Forest Congress and subsequent to holding a series of regional conferences throughout the country. On November 18-19, 2004, the Andrus Center for Public Policy, the Idaho Statesman, and the Forest Service presented one of those conferences in Boise, Idaho. The topics for this conference were wildland fire and forest health.

This report examines the provision of a variety of government services within Kentucky. The provision of these public services, specifically the cost of providing these services is examined for the years 1992, 1997, and 2002. In addition, employment and salaries in government services are also examined. In addition to comparing costs within Kentucky during this period, the costs of providing public services are also compared to costs of the same government services by its neighboring states (Illinois, Indiana, Missouri, Ohio, Tennessee, Virginia, and West Virginia).

A method is proposed in this paper for predicting Electoral College victory probabilities from state probability data. A “ranking” assumption about dependencies across states is made that greatly simplifies the analysis. The method issued to analyze state probability data from the Intrade political betting market. The Intrade prices of various contracts are quite close to what would be expected under the ranking assumption. Under the joint hypothesis that the Intrade price ranking is correct and the ranking assumption is correct, President Bush should not have won any state ranked below a state that he lost. People may be surprised by noticing certain regularities that hold in existing knowledge they have had for some time. That is, they may learn without getting new factual information. We argue that this can be partly explained by computational complexity. We show that, given a database, finding a small set of variables that obtain a certain value of R 2 is computationally hard, in the sense that this term is used in computer science. We discuss some of the implications of this result and of fact-free learning in general.

A decision maker is asked to express her beliefs by assigning probabilities to certain possible states. We focus on the relationship between her database and her beliefs. We show that, if beliefs given a union of two databases are a convex combination of beliefs given each of the databases, the belief formation process follows a simple formula: beliefs are a similarity-weighted average of the beliefs induced by each past case.

People reason about real-estate prices both in terms of general rules and in terms of analogies to similar cases. We propose to empirically test which mode of reasoning fits the data better. To this end, we develop the statistical techniques required for the estimation of the case-based model. It is hypothesized that case-based reasoning will have relatively more explanatory power in databases of rental apartments, whereas rule-based reasoning will have a relative advantage in sales data. We motivate this hypothesis on theoretical grounds, and find empirical support for it by comparing the two statistical techniques (rule-based and case-based) on two …

The present study reviews the “productivity slowdown” of the 1970s and 1980s. The study also develops a new data set — industrial data available back to 1948 — as well as a new set of tools for decomposing changes in productivity growth. The major result of this study is that the productivity slowdown of the 1970s has survived three decades of scrutiny, conceptual refinements, and data revisions. The slowdown was primarily centered in those sectors that were most energy-intensive, were hardest hit by the energy shocks of the 1970s, and therefore had large output declines. Rates of decline are estimated using record bests by age for chess and for various track and field, road running, and swimming events. Using a fairly flexible functional form, the estimates show linear percent decline between age 35 and about age 70 and then quadratic decline after that. Chess shows much less decline than the physical activities. Rates of decline are generally larger for the longer distances, and for swimming they are larger for women than for men. An advantage of using best-performance records to estimate rates of decline is that the records are generally based on very large samples. …

This article brings together many years of research on the Respondent-Generated Intervals (RGI) approach to recall in factual sample surveys. Additionally presented is new research on the use of RGI in opinion surveys and the use of RGI with gamma-distributed data. The research combines Bayesian hierarchical modeling with various cognitive aspects of sample surveys.

The Institute Brief Series, Institute for Community Inclusion

College students with disabilities enter with less work experience and have a harder time finding jobs than their nondisabled peers. Experiential education-- mentoring, internships, job shadowing, and so on-- can create a bridge to graduation and employment. However, that requires college professionals to consider access issues for all students. A new Institute Brief provides basic disability awareness information, suggests ways to create welcoming career offices, and offers ideas to increase access to experiential education.

Aging In Place At Harbor Point: Outreach Follow-Up Of Older Adults Living In Independent Mixed-Income Apartments, Judith M. Conahan, Nina M. Silverstein, Kelly Fitzgerald

Most older people, despite functional impairments, plan to stay in their homes and/or communities as long as possible. According to an AARP survey, 82% of adults 65+ reported that they believe that they are “very likely” or “somewhat likely” to stay in their current homes or apartments for the rest of their lives. With increasing age, housing and community characteristics and services gain importance in meeting the challenges of “aging in place.” Staying in their homes maximizes elder’s independence, sustains their social connections, and reaffirms their identity and value.

A New Goodness-Of-Fit Test For Item Response Theory, John H. Neel

Journal of Modern Applied Statistical Methods

Chi-square techniques for testing goodness-of-fit in item response theory are shown to give incorrect results. A new measure, CB, based on cumulants is proposed which avoids the arbitrary nature of interval creation found in chi-square techniques. The distribution of CB is estimated using Monte Carlo techniques and critical values for testing goodness-of-fit are given.

Data simulation was used to investigate whether tests performed on aligned ranks (Beasley, 2002) could be used as robust alternatives to parametric methods for testing a split-plot interaction with non-normal data and heterogeneous covariance matrices. Results indicated the aligned rank method do not have any distinct advantage over parametric methods in this situation.
