The Politics Of Public Health: A Response To Epstein, Lawrence O. Gostin, Maxwell Gregg Bloche

Conservatives are taking aim at the field of public health, targeting its efforts to understand and control environmental and social causes of disease. Richard Epstein and others contend that these efforts in fact undermine people’s health and well-being by eroding people’s incentives to create economic value. Public health, they argue, should stick to its traditional task—the struggle against infectious diseases. Because markets are not up to the task of controlling the transmission of infectious disease, Epstein says, coercive government action is required. But market incentives, not state action, he asserts, represent our best hope for controlling the chronic illnesses that …

The general objective of this investigation was to implement and strengthen family orchards for the diversification of the diet and improvement of the consumption of vegetables and fruits available in the communities of the Rinconada and Cuambo. They collaborated in the implementation and strengthening of the family orchards and by means of focal group techniques determined the readiness, seasonal variance, and alimentary habits of the available vegetables and fruits. Young Children’S Responses To Conflictual Adult Conversation, Jessica A. Cartozian

The current study evaluated relationships among children's cognitions following exposure to scripted conflictual interactions between adults. Thirty- five mother-child dyads were assessed using self-report measures, and continuous measures of behavioral and physiological distress (cardiac function, skin conductance). Four hypotheses were investigated: Exposure to conflict would be related to greater distress following the conflictual script; attributional errors would be related to greater distress; child distress would be positively correlated with parental conflict at home; maternal psychopathology would be positively related with distress responses to the stimulus. The very word "gentrification" implies distaste. Advocates for the poor and ethnic minorities see affluent whites bidding up the prices for urban housing to levels that force poor families out, depriving them of affordable housing, perhaps rendering them homeless, and changing the character of a neighborhood from one that reflects distinct ethnic and class needs and cultural traditions into a bland emporium for expensive consumer goods. Analogical modeling (AM) is an exemplar-based general modeling theory that is being applied to an increasing range ofnatural language processing problems. This paper introduces AM as a viable approach to morphological analysis for Lushootseed, and shows results from applying the system to analyze the contents of the transcription of a well-known Lushootseed story. Subsequent discussion mentions the strengths and current weaknesses of the approach. Possible improvements and future applications are also sketched.

To date, traditional NLP parsers have not been widely successful in TESOLoriented applications, particularly in scoring written compositions. Re-engineering such applications to provide the necessary robustness for handling ungrammatical English has proven a formidable obstacle. We discuss the use of a nontraditional parser for rating compositions that attenuates some of these difficulties. Its dependency-based shallow parsing approach provides significant robustness in the face of language learners’ ungrammatical compositions. This paper discusses how a corpus of L2 essays for English was rated using the parser, and how the automatic evaulations compared to those obtained by manual methods. The types of modifications …

A Memory-Based Approach To Cantonese Tone Recognition, Deryle W. Lonsdale, Michael Emonts

This paper introduces memory-based learning as a viable approach for Cantonese tone recognition. The memorybased learning algorithm employed here outperforms other documented current approaches for this problem, which is based on neural networks. Various numbers of tones and features are modeled to find the best method for feature selection and extraction. To further optimize this approach, experiments are performed to isolate the best feature weighting method, the best class voting weights method, and the best number of k-values to implement. Results and possible future work are discussed.

The ways that children implement social and communication skills in peer-group interaction provide the foundation for successful later life adjustment (Rubin, Bukowski, & Parker, 1998). Research findings suggest that a host of variables are involved (Hart, Olsen, Robinson, & Mandleco, 1997). Recent press has highlighted shocking examples of bias, self-dealing, and inaccuracy in the behavior of the securities analyst. Critics have attributed the bubble and subsequent crash in the technology sector to analyst hype and posited that undue analyst optimism contributed to scandals such as Enron. After many years of minimal regulator oversight analysts are now the subject of extensive regulatory reform proposals, including a mandate in the Sarbanes-Oxley Act of 2002 requiring that the Securities and Exchange Commission adopt a variety of restrictions on analyst behavior.

This paper critiques the individualistic values embedded in the helping professions that implicitly contradict the teachings ofJesus Christ, the surest foundation for mental health interventions. Feathers and Tuxedos: An Analysis of Political Cartoons About Indian Gaming is an exploration into the changing stereotypes of Indians in illustrated media. Beginning with general issues such as poverty and media coverage, this thesis continues to cover chronologically the origins of modern Indian gaming and the resulting expenditure of profits into social welfare of the tribes and the continuous three-way battle between state, federal, and Indian sovereign rights. This study applies and expands Sen’s concept of development as freedom using Jamaica as a case study. Using quantitative data acquired from the Center for Migration and Development’s case study on Urbanization During the Years of Crisis in the Caribbean (1993), this research analyzes the impact of the entrenchment of garrison communities on Jamaica’s overall development in terms of the freedoms allotted to individuals within society. Incentive Compatibility In Multi-Unit Auctions, Sushil Bikhchandani, Shurojit Chatterji, Arunava Sen

We characterize incentive compatibility in multi-unit auctions with multi-dimensional types. An allocation mechanism is incentive compatible if and only if it is nondecreasing in marginal utilities (NDMU). The notion of incentive compatibility we adopt is dominant strategy in private value models and ex post incentive compatibility in models with interdependent values. NDMU is the following requirement: if changing one buyer’s type, while keeping everyone else’s types the same, changes this buyer’s allocation then the new allocation must be relatively more attractive (or relatively less unattractive) to this buyer. We also establish a price characterization of incentive compatible mechanisms.

The purpose of this research is to determine if a relationship exists between higher education levels and misconduct allegations for Deputy Sheriffs. Official documentation from 128 internal affairs reports were collected from the Palm Beach County Sheriff's Office. Significant relationships were found to exist between higher education levels and the misconduct allegations. While some college exposure may be beneficial for job performance, a four-year degree may not yield the desired results.

When a relative clause (RC) follows two nouns (N1, N2) in a complex noun phrase such as that contained in the example English sentence below, the preferred interpretation has been found to differ across languages.

(1) Someone shot the servant [N1] of the actress [N2] who was on the balcony [RC].

In some languages (e.g., English), readers preferentially interpret the RC as attaching to (i.e., modifying) N2. In other languages (e.g., Spanish), there is a preference for attachment to N1. The endogenous growth literature focuses exclusively on Cobb-Douglas. Elasticities other than unity are ignored. A recent paper by Klump and Grandville (2000) examined other elasticities but assumed an exogenous saving rate. By contrast, this paper studies elasticity and endogenous growth. Endogeneity is important since elasticity preserves capital’s productivity and encourages saving. Two models are presented. The first assumes exogenous technological change. We find elasticity to have a positive level effect on income. No rate of growth effect is found. The second model allows learning by doing from capital accumulation. Based on twelve months of fieldwork in Dakar, Senegal and funded by the Wenner Gren Foundation, this thesis examines how in the context of contemporary globalization, increased volumes of luxury commodities shape the modern consciousness of individuals in a developing African city. This project specifically examines this phenomenon through a study of youth clothing consumption. Dakar is a consumer society with particular consumer dynamics. In addition to class, patron-clientage and kinship are central to understanding contemporary patterns of consumption in Dakar. In this investigation the seric retinol levels were determined in order to relate them with consumed diets by preschool- and school-aged children and the prevalence of anemia in the communities of Cuambo and La Rinconada, Imbabura province, in order to later compare them with reference values. Blood samples were taken from 74 children from the two communities, 30 in La Rinconada and 44 in Cuambo, beneficiaries of the Benson Institute, to determine retinol, ferritin, hemoglobin, and hematocrit. Also, a 24-hour record with frequency of food consumption survey was given to the studied children's parents, making a sample of 56 families. …

Various types of runaway outreach methods and practices were investigated. A proposed model of runaway outreach was suggested based on the results of other documented and practiced methods of outreach. The sources used were from published literature, and a training manual devised by a runaway serviees program. The suggested model is congruent with other successful teen runaway outreach programs and it supports the position that adolescents and their families must be reached and supported before, during and after a runaway episode.

This article recounts how a number of strategic infrastructure investment decisions in airport and rail development taken by the Singapore government were at variance with recommendations emerging from cost-benefit analysis, but were considered necessary to support external competitiveness. This link between infrastructure provision and economic development may require decision makers to assess the trade-off between prudent macro-economic planning and efficient micro-economic management for major projects. In the case of airport hubs, the most difficult assessment might be the game consideration of how much, and how far ahead, excess capacity is needed to ensure the dominance of the hub.

The cost of feeding has been pointed out as the most trascendet investment inside a guinea-pig production. The present work carries out with the purpose to determine and to quantify feeding costs, total costs of production and profitability of Tamborada and MEJOCUY guinea-pig populations. In the stage of suckling period, breed and gestation, experimental station and field.
