Since the transition to civilian rule in May 29, 1999, the country has witnessed conflicts between the legislature and the executive over budget matters. These conflicts are not only restricted to the federal level but also a common phenomenon at the state government level. This paper discussed the poor relationship over the budget matters and made suggestions on how to improve the process. The paper surveyed the literature on the legal framework of the budgetary process in several countries. To be successful both domestically and internationally, biotechnology must establish an acceptable position in the sociopolitical framework. This United States (US) study assessed levels of awareness and acceptance of biotechnology issues among youth (n = 283), undergraduate students (n = 330), and adults (n = 166). The percentage of adults who were aware of how biotechnology would affect food, health, and the environment was almost three times that of youth respondents. It was concluded that consumer groups would most likely be impacted by accurate, unbiased agricultural biotechnology information delivered through the Internet and newspapers that originates from reliable, accessible, and …

The present study is the latest in a series of annual updates of the original report, Changing Patterns: Mortgage Lending in Boston, 1990-1993. Beginning in 1998, the reports’ geographic scope was expanded to include an examination of mortgage lending patterns in 27 cities and towns surrounding the city of Boston. This discussion paper has been prepared to provide information to assist in assessment of the possible impact of the translocation of golden perch (Macquaria ambigua), Murray cod (Maccullochella peelii peelii) and Australian bass (Macquaria novemaculeata) into and within Western Australia, for the purposes of recreational stocking, domestic stocking, commercial and non-commercial aquaculture. In assessing the translocation of any aquatic species, economic and social benefits must be balanced with biological and environmental risks.

This study examines the structure and operation of Medicaid and State Children's Health Insurance Program (SCHIP) health care access and quality monitoring systems for children enrolled in comprehensive managed care arrangements. As the single largest purchasers of pediatric health care in the U.S., Medicaid and SCHIP agencies play a potentially powerful role in pediatric health policy. How these agencies approach, design, and carry out health quality monitoring activities has the potential to have a major impact not only for poor and low-income children, but for the entire pediatric health system. Early Education Experiences & School-To-Work Program Participation, Richard K. Caputo

The Journal of Sociology & Social Welfare

This study assesses the effects of Head Start participation and demonstrated academic ability during elementary school on School-to-Work (STW) program participation. The study sample comes from the National Longitudinal Survey of Youth, 1997 Cohort and comprises 4,370 adolescents who reported grades they received while in the 8th grade and whether or not they ever repeated a grade in grammar school. Findings indicate that STW programs attract disproportionate numbers of students with histories of marginal demonstrated academic ability. This is so because STW programs are also more likely to attract Head Starters. Demonstrated academic ability varies by race/ethnicity and sex, with …

Under the Medicare+Choice program, firms have been able to offer products on a county by county basis, making participation decisions based on factors such as county payment rate, strength of local provider networks, and beneficiary's affinity for managed care. In 2003, Medicare+Choice payment rates paid to plans range from $495 in rural floor counties to a high of $872 in Staten Island, NY. Consequently, there is large national variation in benefits, premiums, and plan participation. A recent site visit to Palm Beach county and neighboring Miami-Dade highlighted many of the differences between counties which may pose challenges to firms trying …

Distance education courses offered by community colleges and other higher education institutions are becoming popular options for students who seek a more convenient method to obtain a college education. Community colleges are actively expanding their offerings of distance education courses, both nationally and in Michigan. Yet minimal research has been conducted on a large scale to discover the factors which contribute to satisfaction with distance education courses at community colleges.

Participants' Perceptions Of The Childcare Subsidy System, Sue Pearlmutter, Elizabeth E. Bartle

The Journal of Sociology & Social Welfare

This paper presents a focus group study of perceptions of cash assistance participants in Cuyahoga County, Ohio and the San Fernando Valley in California regarding childcare subsidy use, choices of care, and perceptions of quality. TANF participants discuss experiences in the subsidy system and indicate needs and preferences for childcare. Advocates, policy makers, and parents recognize the need for suitable childcare so that TANF recipients can go to work. However, discussants' comments demonstrate one result of a changing, but not yet changed, social safety net. The authors explore strategies to address participants' concerns-childcare systems that neither function as promised, nor …
