The prevalence of mental health problems in the juvenile offender population is substantially higher than that of the general population (Cocozza & Skowyra, 2000). Studies estimate that one in five juvenile offenders has serious mental health problems, which is nearly twice the rate of occurrence of mental illness in children and adults in the general population (NMHA Fact Sheet #l). However, there have been several methodological problems encountered in previous research. These include the use of inconsistent definitions and measurements of mental illness; the use of biased, nonrandom samples, a reliance on retrospective case report data, and the use of …

Since the transition to civilian rule in May 29, 1999, the country has witnessed conflicts between the legislature and the executive over budget matters. These conflicts are not only restricted to the federal level but also a common phenomenon at the state government level. This paper discussed the poor relationship over the budget matters and made suggestions on how to improve the process. The paper surveyed the literature on the legal framework of the budgetary process in several countries. Thereafter, the paper examined the legal framework for the budgetary process in Nigeria as well as the issues involved. The paper …

By the time Mr. Chacón became a bracero in 1946, thousands of people from the south of México had arrived in Chihuahua, Chihuahua, to begin the hiring process; from Chihuahua, people were sent to Fort Bliss in El Paso, Texas; the ranchers came to Fort Bliss to take as many braceros as they needed for work; he recalls that as a direct consequence of World War II, people in the United States suffered from food shortages and other such difficulties; he also remembers that although he never personally suffered from racist aggressions or discrimination, groups like the Ku Klux Klan …

LB1003, establishing the Nebraska Water Policy Task Force, was signed by Governor Johanns on April 12, 2002. The task force was established to consider (1) changes to LB108, the law dealing with Department of Natural Resources (DNR) and Natural Resources District (NRD) regulations to deal with conflicts between surface water users and groundwater users, and (2) authorizing the buying and selling of water rights, including water leasing and water banking. This award provides support to establish The Agent Institute (AI), an organization anticipated to become self-sustaining and generally enhance research and development for the State of Maine. The AI will promote interactions between industry and foster computer-technology research, specifically in software development and software-hardware relationships in the area of robotics. Industrial applications in extreme or hazardous environments will be emphasized because agent-based systems are designed to read/sense environmental information, make decisions, and take actions based on the information sensed and processed.

During the 2002 drought, farm sector economic factors were monitored to assess the likely statewide economic impacts. Timely moisture during the spring of 2003 resulted in a sizeable wheat harvest relative to recent years. Prices in the fall of 2003 have also been significantly higher for cattle and soybeans compared to prices in recent years. As a result, there have been inquiries as to the extent of economic recovery in the farm sector of South Dakota. To be successful both domestically and internationally, biotechnology must establish an acceptable position in the sociopolitical framework. This United States (US) study assessed levels of awareness and acceptance of biotechnology issues among youth (n = 283), undergraduate students (n = 330), and adults (n = 166). The percentage of adults who were aware of how biotechnology would affect food, health, and the environment was almost three times that of youth respondents. It was concluded that consumer groups would most likely be impacted by accurate, unbiased agricultural biotechnology information delivered through the Internet and newspapers that originates from reliable, accessible, and …

In rural economic development, the old way of doing business no longer works. There used to be a time when all a community had to do was have an adequate infrastructure, a supply of low-cost labor, some tax incentives and a few empty spec buildings, and they could attract new businesses. Granted, there was still competition between communities to attract new businesses, but the components that communities had to work with were known commodities to both the potential firms and to the community.
