It is becoming increasingly evident that the functioning of a central coordinating facility is critical to the overall success of a humanitarian demining mission. These mine action centers (MAC) are now proving their worth in several countries. We felt it would be helpful if we highlighted the organization, function, and goals of selected MACs. We wish to point out however, that no one MAC design will be the answer to all mine action missions. WHEN I LIVED IN California, the hot, dry days of September and October were always referred to as "earthquake weather." Although the term may not be accurate geologically, shaking and moving was the autumnal activity of some of the major California-based information companies. The parent companies of both Dialog and Information Access Company (IAC) announced in September that they would be moving corporate headquarters out of California (see InfoTech, U 10/15/98, p. 25-26). What will it mean for us, their customers?

For the first time in the ten-year Quality of Life series, negative views of life in New Orleans declined, and positive evaluations increased, although the majority still believes that the City is in decline. The surge of optimism we observed two years ago in response to the mayoral and city council elections has disappeared. As predicted, it was a temporary effect of the election. There has been a recent increase in optimism about the future in Jefferson Parish, probably in reaction to their new government and the economic growth in that area. As I contemplate the rise worldwide in intrastate (in contrast to interstate) conflicts (see, e.g., van Creveld, 1991 and K. Holsti, 1996), leading to Yugoslavian and Rwandan-type situations, I sense the need to do something about them. As Rousseau has said, "wars occur because there is nothing to prevent them" (cited in Waltz, 1959, p. 232). And quite frankly, there are few, if any, mechanisms worldwide relevant to staving off a future Yugoslavia, Rwanda, and the like (see Lund, 1996): witness the unfolding of the violent Albanian-Serbian conflict in Kosovo into a possible, wider Balkan war (see, e.g., …

Pastoral Resources And Their Management In The Sandstone-Yalgoo-Paynes Find Area, Western Australia, A M E Van Vreeswyk, P. T. Godden

This report covers about 94,700 square kilometres of rangelands in the Sandstone-Yalgoo-Paynes Find area of Western Australia. The area lies within 27°S and 30°S latitudes, and 115°30'E and 120°E longitudes and includes the towns of Sandstone, Yalgoo and Paynes Find. The northern, southern, and eastern limits of the survey area are largely defined by the boundaries of the 1:250,000 scale series map sheets.The western limit is the boundary between the pastoral and agricultural area.

Health Policy and Management Issue Briefs
The development of managed behavioral health care carve-out contracts covering a discrete subset of benefits available for use by persons with mental health and/or substance abuse disorders poses major challenges for public purchasers. This Issue Brief explores several key issues that arise when drafting such agreements. Many of the issues that arise in the drafting of carve-out agreements will require the public purchaser to resolve basic policy questions well before the drafting of requests for proposals or contracts can proceed.

The contemporary international system is characterized by change and continuity in fundamental socio-political processes and economic relationships that constitute the foundation on which state and non-state interactions unfold. In particular, post-Cold War fin de siècle international politics, rather than producing a new era of global peace, economic prosperity, and symmetrical interdependence, is instead characterized by a widening scope and intensity of geopolitical fluidity and socio-economic effervescence which tend either to (1) undermine state sovereignty, (2) assail human rights practices, or (3) impel the key actors (great powers and major international organizations) of the international system to adopt a foreign policy …

People perceive and interpret their work place in different ways that may be related to their hierarchical position in the organization. Workers' attitudes toward their organization can exert a negative effect on their own and other people's feelings and behavior, and have detrimental consequences for the achievements of the organization. The purpose of this study is to examine the perceptionso f organizationalc haracteristicsm aintainedb y three levels of human service organization employees: Managers, supervisors or instructors, and line workers. Respondents in the present sample (n = 135) indicated their perceptions about seven organizational properties. Results reveal that the higher the …

Social Support's Contribution To Reduced Welfare Dependency: Program Outcomes Of Long Term Welfare Recipients, Frank A. Sansone
The Journal of Sociology & Social Welfare
Long term welfare recipients participated in a state job training and welfare reform demonstration which provided education,job training, and supportive services via intensive case management. Social support research has focused on stress and physical and psychological health outcomes not welfarejob training and education outcomes. Job training and welfare to work policies and programs have not emphasized providing social supports but the supportive services of transportation and child care. Program outcomes at follow-up included: education and job training certificates, including GEDs with some still studying; jobs; and a 50% reduction in welfare receipt. Results of hierarchical regression analysis suggest a participant's …

The problem which this researcher investigated centered around the motivational factors which caused parents to educate their children at home. The purpose of this study was to assess the factors as perceived to cause families to home school their children. This study of home school education offered the opportunity to examine the dynamics within home schooling families as they conducted a non-traditional educational alternative. The study may provide information and insight to assist public school policy makers in considering inclusion of program components presently perceived as missing. Programs Of Assertive Community Treatment (Pact): A Critical Review, Tomi Gomory
Tomi Gomory
Advocates of Programs of Assertive Community Treatment (PACT) make numerous claims for this intensive intervention program, including reduced hospitalization, overall cost, and clinical symptomatology, and increased client satisfaction, and vocational and social functioning. However, a reanalysis of the controlled experimental research finds no empirical support for any of these claims. Instead, there is evidence that the program is both coercive and potentially harmful. The current promotion of PACT appears to be based more on professional enthusiasm for the medical model than upon any benefit to the clients.
