Once again in the past year, the U.S. Supreme Court has entered an opinion involving the first amendment that has significant ramifications for local zoning and planning. This marks the third time since 1986 that the Court has handed down a decision in this field. The most important development in this area of the law since last year's committee report is the Supreme Court's decision in FW/PBS, Inc. v. City of Dallas, which addressed the validity of a comprehensive adult entertainment zoning and licensing ordinance enacted by Dallas in 1986. Ohioans Without Health Insurance: How Big A Problem? Are There Solutions?, was the INAUGURAL Conference of Cleveland State University's Law & Public Policy Program, an interdisciplinary program of instruction, public service and research sponsored jointly by the Cleveland-Marshall College of Law and the Maxine Goodman Levin College of Urban Affairs. The goal of the Conference was to facilitate an exchange of information and views among representatives of the public and major interests concerned with the growing numbers of persons who either lack health insurance or have inadequate coverage.

This Article initially will compare the United States Constitution and the British constitution both to evaluate Young, Morrison, and Misretta, and to develop a sounder approach to all structural issues. Comparative constitutional law provides some of the "experience" needed to decide abstract structural cases. Predicting the reverberations of a proposed change within a system will be easier if one has studied how similar alterations have affected similar organizations. The British constitution is particularly germane because it was a model for the American Constitution. The two countries have a shared legal tradition and frequently generate similar positive law. Parents were interviewed to discover their perception of effective communication and to understand, from their perspective, what is needed to improve communication. This project is a cross-cultural study of Danish education. This student examined Kindergarten-Second grade education in both Denmark and California while also interviewing teachers and administrators. This project focused on student-teacher rations, teacher training, discipline policy, and Coordinated School Start. Rookie university archivists are ill-prepared for the responsibilities entailed in the management of an academic archives. First, there is the unique institutional setting. The unusual and varied systems of university governance make strict adherence to the paradigms for archival arrangement and description impractical at times. Moving archival material is, in most situations, a formidable task that requires weeks or months of preparation. Even in a college or university setting where optimal conditions supposedly prevail, moving material may still require weeks or months because individuals from levels of the organizational hierarchy, as well as the student body, are affected or involved. From the introduction: "In this paper I will examine case marking strategies in Kope, a Papuan language of Papua New Guinea, in light of claims made by Foley (1986:92-98). Foley makes a basic distinction between 'core' and 'peripheral' case relations in his typological study of case marking in the Papuan languages of New Guinea. Core relations include actor and undergoer, while peripheral relations include instrument, locative, and temporal. Syntactically, Foley claims that most Papuan languages have one strategy for marking core relations, and another strategy for marking peripheral relations.

After a short hiatus, overt racism is on the rise again. Increases in reported racially motivated crime and violence have been noted all over the country. In the wider U.S. society, identifiable racial incidents have been estimated to have increased 55 percent from 1986 to 1987. According to the Community Relations Service (CRS), African Americans comprised two-thirds of the victims in the cases reported in 1987. Although this racial violence has taken various forms ranging from name-calling, vandalism, and cross-burning to actual physical assaults that result in casualties and death, these have not been isolated incidents but have their basis …
