Defeminizing Social Policy, David Stoesz

The Journal of Sociology & Social Welfare

Social policy initiatives by the evangelical right and neoconservative movements are reversing liberal programs that have benefited women. This represents an attempt to defeminize social policy. Essential to this transformation are theoretical interpretations of economics and sociology which, combined with religious conservatism, portend the restoration of patriarchal culture. The ideology guiding the defeminizing of social policy is so pervasive as to suggest that regaining ground lost will be exceedingly difficult for those promoting social services for women.

The Hyde amendment, which has been in effect since 1977, restricts federal funding of abortions for Medicaid-eligible women "except where the life of the mother would be endangered if a fetus were carried to term." It has virtually eliminated federally financed abortions and the undue hardships it places on poor women foreshadow contemporary developments in abortion politics today for all women.

The ERA had been a major--perhaps the major--goal of the American feminist movement for ten years. It would have rendered unconstitutional dozens of arcane state laws which limit women's property rights during and after marriage. Although it cannot be said that women's marginality in the labor market in Denmark from the 1960s to the present was 'planned' in any formal sense, the premise behind social and labor market policy measures, such as daycare and maternity leave, that women primarily serve as part-time service workers to increase economic growth, indicates a form of assumed and prescribed secondariness for women. Opposition by women to a movement which identifies itself as for women is not new. In the late 19th and early 20th century female anti-suffragists organized to oppose "the burden of the ballot." The writings of the "antis" (as the female anti suffragists became known) demonstrate an allegiance to class over gender, a sense of powerlessness beyond traditional roles and a fear of change. Exploring this early anti movement may give us a better understanding of the women opposed to the contemporary woman's movement.

Eroding Filial Piety And Its Implications For Social Work Practice, Pei N. Chen

A pilot study was conducted in the Asian American communities on practitioners' assessment of the effects of compliance/non-compliance with the value of filial piety and its impact on Asian American adult children, aged parents and practitioners themselves.

Eighty-two practitioners in six cities returned mailed questionnaires. Since filial piety was an emotionladen topic, projective technique was used in questionnaire design. Practitioners were asked questions regarding a hypothetical case.

This study looked at shared ethnicity of former mental patient and community member as a possible correlate of acceptance of the formerly hospitalized mental patient as a potential tenant. This study is an exploratory study with a comparative perspective using a design in which the willingness to accept a former mental patient as a renter in one of four groups is explored. Current research in this field has ignored the variable of shared ethnicity. This article reports on the findings of research into the manipulative tendencies of 289 professional social workers in Michigan. Utilizing the Machiavellian scale and comparing the results with other studies, the author concludes that social workers, contrary to the conventional wisdom, have strong manipulative tendencies. Additionally, the more manipulative social workers are not isolated in any specific field or area of practice, but are scattered throughout the profession. Rather than be alarmed by this recognition, the author feels the profession must accept this reality and acknowledge that these manipulative tendencies are mitigated by a compassionate, humanistic value system.

This study assessed the direct and transferred effects of a training package consisting of written rules, modeling, role playing, and vocal verbal feedback on the behavior management skills of three paraprofessional staff and evaluated the resulting impact o f these techniques on the maladaptive behaviors of severely multiply impaired adults. A multiple baseline across three instructional situation types (a transition period in which staff were not assigned to a particular pupil, a group instructional session in which one staff was assigned to three pupils, and an individual instructional session in which each staff was assigned to one pupil) was utilized. …

The effects of a changing criteria token economy system and a self-recording procedure on the duration and accuracy of pre-school children's distance running behavior are examined. In the first study, the use of tokens contingent on gradually longer duration of running times increased the length of time children would run, to twelve minutes, a clinically significant duration. In the second study, the use of package intervention that included a self-recording device and contingent tokens increased the accuracy with which preschoolers followed directions to run a specified number of laps. Tokens alone also increased the accuracy of lap running, but not …

Emphasis is placed upon the need to develop research strategies to contend with two frequently encountered site types -- lithic scatters and stone circles. This experiment attempted to replicate previously reported research (DeRicco, Brigham, and Garlington, 1977) which demonstrated smoking suppression using contingent shock. A multiple-baseline across subjects design was employed to assess experimental control. A heterogeneous group of five males and two females ranging in age from 19 to 61 years, participated in the experiment. Subjects attended 30 minute treatment sessions conducted 5 days per week, Monday thru Friday, where 25 shocks were delivered on an unpredictable, variable interval schedule contingent upon the subject lighting a cigarette, holding a burning cigarette and/or smoking a cigarette. The purpose of this study was to examine the difference in self-concept, physical self-concept, personality constructs, irrationality and social anxiety in two populations of alcoholics differing in length of sobriety. The interrelationships between the aforementioned variables were also examined. Multivariate analysis of individual test means was unable to demonstrate a difference between groups. Discriminative analysis found Identity and Physical Self subscales from the Tennessee Self Concept Scale were able to discriminate between groups. This study involved the application of a relatively new biofeedback training procedure known as twilight training to the treatment of cigarette smoking behavior. Twilight training is the facilitation of a state of low arousal, whereupon audio material designed to affect the health of the subject is presented. Two subjects received training, and the results showed no change in their frequency of smoking and no ability to enhance the twilight state with training. Rats' lever pressing was studied in two experiments involving mixed schedules with equivalent interval and differential-reinforcementof- other-behavior components. It was observed that temporal stimuli controlled latency times when fixed temporal criteria were used, that this control weakened as temporal criteria were increased from 3 to 7 to 15 seconds, and that it was usually weak regarding interresponse times. The mean number of lever presses per trial was likely to increase in the process, although ulterior decreases were apparent for two of the seven subjects. When random temporal criteria (approximately averaging 8 seconds) replaced fixed ones, the response rate increased. Rapid …

This study explored the potential relationship which might exist among rhetorical sensitivity, communication apprehension, and nonverbal decoding ability. Three measuring instruments, the Rhetorical Sensitivity Scale, the Personal Report of Communication Apprehension, and the Profile of Nonverbal Sensitivity, were administered to 109 participants, 68 females and 41 males. Gender and age were examined to see what effect they might have on the potential relationship. No relationship was found among rhetorical sensitivity, communication apprehension, and nonverbal decoding ability. It measured the antecedents and consequences of responses made by children to certain problematic situations often present in free-play situations. The subjects were five paraprofessional teachers in a university affiliated preschool. Rawl's psychological theory, derived from Rousseau and Kohlberg and characterized by his "Sense of Justice", depends upon overly altruistic assumptions about man's nature. Groups of 10, 8 and 6 HA(1CR) adult male mice were injected by a single intraperitoneal injection with 100 mg Ethyl-Nitrosourea, 2.5 mg Mitomcyin C or a saline Control. Treatment was administered in milligram per kilogram of body weight. Each male was mated to two untreated females during the fifth week after treatment. Progeny were evaluated by observations of reproduction, development, motor reflex, motor coordination and locomotor activity. Decreased weights were seen during the preweaning period among offspring from Mitomycin C treated males. The Mitomycin C group demonstrated consistent deficits in water escape performance. Mitomycin C progeny also exhibited one …

The primary goals of this study were: (1) to determine if interim behaviors occur with humans responding under intermittent schedules of reinforcement; -and, (2) if interim behaviors do occur, to compare the characteristics of those behaviors with the characteristics of adjunctive behavior in nonhumans. Two developmentally disabled males, ages 15 and 19, served as subjects. The subjects pressed a white panel for food, tokens and plastic objects under several schedules of reinforcement. The research design for this study was a pre- and post-test experimental and control group method.
