The Cherokee Nation is the second largest Indian tribe in the United States. It has the rights of a sovereign nation, though those rights are somewhat limited by Congress. Because Congress can take away a tribe’s sovereignty, it is important for tribes to maintain a strong public image among the dominant culture, because politicians do not attack popular entities. This paper proposes a long-term plan to keep Cherokee Nation in good favor with the general public, and more specifically the opinion leaders and elected officials who can impact the Nation’s future. The author discusses the development of the Balanced Scorecard and strategic agendas on solving social and economic problems by the government. She stated reasons why organizations or countries choose to establish strategic agendas, such as it helps develop a vision, serves as a framework for monitoring government and nonprofit performance, and develops political platform. She concluded that its establishment is vital to success in developing countries and in the federal system of government.

During the past five years, virtual schools in the United States have gained popularity and acceptance as viable alternatives to the traditional school system through provisions for charter schools under Title V, Part B, Subpart 1 of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001. This paper describes the existing federal policies that are driving the online virtual school movement, and how one state, Nevada, has set forth and interpreted specific policies regarding online distance education. • Website activity increased, recording an average of 121,313 hits per month, an increase of 31% from last quarter, with an average of 11,475 pages viewed per month.

• Three National Public Land Day Events are planned.
• Volunteer recognition banquet event is being planned and developed.

• Coordinated external peer reviews for two SNPLMA Round 8 CI nominations.
• Hosted an all-agency natural resource management staff science workshop to assist with the selection of interagency goals, sub-goals, science questions, and associated tasks.

Cultural Site Stewardship Program

• Stewards have been assigned sites in the Desert National Wildlife Range for the U.S. Fish and Wildlife Service.

• The CSSP has expanded into the Laughlin area, the southernmost region of Nevada, the last stage of five designated stewardship areas in Clark County.

• Two basic training classes were conducted, adding 33 new site stewards.

• Stewards reported a total of 63 significant site impacts for the fiscal year ending September 30, 2007, as opposed to 51 significant impacts for the same period last year.
