Piero Chiara (Luino 1913- Varese 1986) wrote many novels and short stories that immediately met great public success. Critics devoted mixed attention to him but his works deserve a new critical assessment to analyze the rich and sophisticated web of cultural and literary references that permeate them. Through readings of Il piatto piange, “L’uovo al cianuro” and other novels and short stories, this paper analyses the complex textual relations Chiara entertains with Pirandello’s Il fu Mattia Pascal. Chiara investigates the themes of identity and the double. His narrative depicts an apparently lighthearted reality that in fact reveals despair. …

Is medical care worth it? Conventional wisdom says no, but my answer is emphatically yes. The benefits that we have received from medical advance are enormously greater than the costs. I suggest that public policy far outweighs the importance of cost containment relative to coverage expansion; we could in fact spend more and get a lot more for our health care dollars. In what follows, I talk about the costs and benefits of medical advance, focusing on two areas where I have done the most work: improvements in cardiovascular disease care and care for low birth weight infants. The “polluter pays” principle in environmental law assumes that the actor would reduce or avoid adverse effects of his actions if he had to bear the consequences of those actions (internalization of effects). Such internalization can generally be done in two ways: either by avoiding or eliminating the harmful effects or by wearing the financial consequences of the injury. It is therefore on the one hand to have an incentive effect, on the other to a compensatory effect.

Do We Invest Less Time In Children? Trends In Parental Time In Selected Industrialized Countries Since The 1960'S, Anne H. Gauthier, Timothy M. Smeeding, Frank F. Furstenberg

This paper examines trends in parental time in selected industrialized countries since the 1960s using time-use survey data. Despite the time pressures to which today’s families are confronted, parents appear to be devoting more time to children than they did some 40 years ago. Results also suggest a decrease in the differences between fathers and mothers in time devoted to children. Mothers continue to devote more time to childcare than fathers, but the gender gap has been reduced. These results are observed in several countries and therefore suggest a large global trend towards an increase in parental time investment with …

This paper breaks new ground in the debate on school finance and equality of per pupil school expenditures. We are able to allocate expenditures per pupil at the *individual* student and family income level. This allows us to examine both student and school district characteristics and to assess several measures of equality of expenditure across the income distribution of parents and by funding sources. We find a surprising degree of equality in the actual amounts expended per child in low- vs. high-income families. But adjusting for student needs to reach equivalent education expenditures results in much greater inequality over the …

The Levin Catalogue Of Mid-19th-Century Beads, Karlis Karklins

The Levin Catalogue is composed of two similar collections of glass and stone beads assembled by Moses Lewin Levin, a London bead merchant whose business operated from 1830 to 1913. A total of 621 beads of 128 different varieties makes up the collections which can be dated to the period 1851-1869. Although the beads are recorded as having been used in the African trade, several have counterparts at North American sites, thereby making the catalogue a potentially valuable research tool for those involved in the study of North American trade beads as well.

This paper estimates the redistributive effects of welfare state expenditures on social and economic disparities in the economic well-being of citizens in ten nations. Data from the Organization for Economic Cooperation and Development (OECD) and other sources for cash and non-cash social welfare benefits (health and education benefits from third parties) are used to describe differences in the size and nature of welfare states and their distributional effects. The OECD data are combined with micro data on household incomes from the Luxembourg Income Study (LIS) both to estimate the redistributive effects of the expenditures and taxes and to construct measures …

Taxes, Deadweight Loss And Intertemporal Female Labor Supply: Evidence From Panel Data, Anil Kumar

Very few existing studies have estimated female labor supply elasticities using a U.S. panel data set, although cross-sectional studies abound. Also, most existing studies have done so in a static framework. I make an attempt to fill the gap in this literature by estimating a lifecycle-consistent specification with taxes, in a limited dependent variable framework, on a panel of married females from the PSID. Both parametric random effects and semi parametric fixed effects methods are applied. I find evidence of larger substitution effects than found in female labor supply literature with taxes, suggesting considerable distortionary effects from income taxation. The …

This paper provides a guide to statistically based methods for estimating the extra costs of educating disadvantaged students, shows how these methods are related, and compares state aid programs that account for these costs in different ways. We show how pupil weights, which are included in many state programs, can be estimated from an education cost equation, which many scholars use to obtain an education cost index, and we devise a method to estimate pupil weights directly. Mounting evidence shows that self-care produces deleterious consequences for adolescents in the U.S. Since descriptive evidence suggests that maternal employment is the primary explanation for adolescent self-care, maternal employment, it is frequently argued, is harming children. Heretofore, very little empirical research has actually investigated the impact of maternal employment on adolescent self-care, however, calling into question this assertion. This paper aims to fill this gap. The author uses the National Education Longitudinal Survey of 1988 supplemented by the National Longitudinal Survey of Youth-1979 to estimate the relationship between maternal employment and adolescent self-care. "This paper presents a framework for analyzing the complex resource of scholarly communication as a commons. Previously we have argued that the dilemmas associated with managing shared information are quite similar to those associated with managing natural and human-constructed common-pool resources (CPRs), where we can observe how the development of new technologies has changed the structure and processes involved in managing these types of resources over time. We concluded that collective action and institutional design play key roles in shaping economic and social aspects of information. This paper introduces Concurrent Enrollment Programs (CEPs), within the context of Syracuse University Project Advance (PA) Economics, as a way to improve economic literacy. We describe measures implemented to operate PA Economics as a high-quality CEP, as well as the National Alliance of Concurrent Education Partnerships to establish national standards. This study also contains results from administering to high school students taking PA Economics the nationally normed Test of Economic Literacy (TEL). PA students average nearly one percentage point higher than the AP/Honors Economics Group, and score considerably better than AP/Honors Economics in fundamentals and international economics. Using a law within Social Security that provides clear financial incentives to delay marriage, we estimate the financial value of a month of marriage. Specifically, the law provides that widows who are eligible for Social Security benefits on their deceased spouse's earnings records are eligible for benefits at age 60, unless they remarry before that age. If they remarry before that age, they cannot claim widow benefits and must wait until at least age 62 to claim spousal benefits on their new husband's record, which are typically less generous than widow benefits. This paper develops dynamic structural models - an option value model and a dynamic programming model - of the Social Security Disability Insurance (SSDI) application timing decision. We estimate the time to application from the point at which a health condition first begins to affect the kind or amount of work that a currently employed person can do. We use Health and Retirement Study (HRS) and restricted access Social Security earnings data for estimation. Based on tests of both in-sample and out-of-sample predictive accuracy, our option value model performs better than both our dynamic programming model and our reduced form …

This paper analyzes the importance of policy variables in the context of Social Security Disability Insurance (SSDI) application timing decision. Previously, we explicitly modeled the optimal timing of SSDI application using dynamic structural models. We estimated these models using data from the Health and Retirement Study (HRS). This paper uses option value model estimates to simulate application timing under alternative SSDI policy formulations. We consider changes in three policy variables: benefit levels, acceptance rates, and employer accommodation. Our simulations suggest all these changes would have substantial effects on expected spell lengths until application and on lifetime application rates, and hence …
