In Virginia, the availability of dual enrollment classes for high school students has varied, depending on the interest of the local school division and the community college's president in whose service region the school division is located. HB 1184, which passed in the 2012 session of the Virginia General Assembly, stipulates that the opportunity must be available for all high school students throughout the Commonwealth to be able to participate in dual enrollment and either receive a Uniform Certificate of General Instruction or an associate degree. The purpose of this dissertation is to discover the VMT impact of each level of proximity in order to help government identify key locations for housing development, and thereby lower VMT and reduce dependence on foreign oil. The historical roots of the Emergency Management concept in the U.S. date back to 19th century. As disasters occurred, policies relating to disaster response have been developed, and many statuary provisions, including several Federal Disaster Relief Acts, conceptually established the framework of Emergency Management. In 1979, with the foundation of the Federal Emergency Management Agency (FEMA), disaster relief efforts were finally institutionalized, and the federal government acknowledged that Emergency Management included mitigation, preparedness, response and recovery activities as abbreviated 'MPRR.'

Protective behavioral strategy (or drinking control strategy) use is widely regarded as an effective tool for reducing negative consequences from consuming alcohol (Martens et al., 2005; Martens et al., 2008). Research has shown that frequent protective behavioral strategy use buffers the relationship between alcohol consumption and alcohol-related problems (Borden et al., 2011), and that gender moderates this effect (Benton et al., 2004); however. There have been several theoretical frameworks that acknowledge trust as a prime mediator between system characteristics and automation reliance. Some researchers have operationally defined trust as the behavior exhibited. Other researchers have suggested that although trust may guide operator response behaviors, trust does not completely determine the behavior and advocate the use of subjective measures of trust. Recently, several studies accounting for temporal precedence failed to confirm that trust mediated the relationship between system characteristics and response behavior. The worked-example effect, an application of cognitive load theory, is a well-supported method of instruction for well-structured problems (Chandler and Sweller, 1991; Cooper and Sweller, 1987; Sweller and Cooper, 1985; Tuovinen & Sweller, 1999; Ward and Sweller, 1990). One limitation is expertise-reversal effect, where advanced students perform less well when exposed to worked examples than when exposed to traditional problem solving (Kalyuga, Ayres, Chandler, & Sweller, 2003; Kalyuga, Chandler, & Sweller, 1998; Kalyuga, Chandler, Tuovinen, & Sweller, 2001). Previous macro-level studies show that the condition of the pavement is associated with roadway safety. However, this premise has not been examined on a micro-level using detailed pavement distress variables (PDVs). The main focus of this research will be to expand the use of the PDV data to further understand the safety risks associated with the type of pavement and each individual PDV by analyzing the likelihood of having a rear-end and/or injurious crash, given that a crash occurs.

Traffic incidents on urban freeways are a major source of congestion and travel time uncertainty. In particular, large-scale incidents have longer durations and need more incident response resources. As such, large-scale incidents deserve more attention by practitioners and researchers. The objective of this study is to analyze large-scale incidents and explore their correlates and implications for traffic operations. An innovative analysis method, based on a 2008 incident data set from the Hampton Roads Traffic Operation Center (HRTOC) in Hampton Roads, Virginia was developed (N=59176). Life in Hampton Roads Survey Report

[From the Executive Summary]

This document presents the results from the ODU Social Science Research Center’s fourth annual Life in Hampton Roads survey. The survey was designed to examine social and economic indicators of the quality of life in Hampton roads, particularly with respect to transportation and traffic, local and state government, education, heatlh, emergency preparedness, the economy, and crime. Questions were obtained from University faculty as well as from previous years’ Life in Hampton Roads surveys. The survey was conducted via telephone with 812 residents of the seven cities of Hampton Roads.

In this contribution to a phenomenology of social network sites (SNS), we see how the share button brings about an alteration in our being-with others. On the side of the sharer, we see an experience of the world in a mode of possible retroactive sociality, creating an enigma in the constitution and attention of the subject of a given experience. On the side of the receiver, we see how being shared with creates sometimes unwelcome retrospective ideation of the sharer’s experience, and requires a choice whether, by liking or commenting, to bring the sharer into retroactive awareness of having been …
