This thesis proposes US maritime forces adopt a new strategy of pre-tipping point operations that involve proactive measures to enhance maritime security. At its core is the premise that since the attacks of September 11, 2001, the propensity of efforts in GWOT have focused on defeating terrorist organizations and denying sanctuaries on land, leaving the maritime operating environment open to the next wave of terror attacks.1 With the preponderance of commercial goods shipped through the maritime commons, this critical nexus remains valuable and vulnerable. The purpose of this study was to explore the effects of vital tooth whitening on tooth color satisfaction, beliefs about dentofacial appearance, and self-esteem in a population 50 years of age and older. A two-group, randomized, pre-test, post-test, single-blind design was utilized following !RB-approval. Sixty-two participants were enrolled. Fifty-three participants (N=53) completed the study with no adverse events reported. Both the control and experimental groups received instructions for a threeweek oral self-care regimen, a toothbrush, toothpaste, and floss. The experimental group also received a tooth whitening product (independent variable) to be used during the same three-week period. Dependent variable measures …

This study examines collaboration constructs using Gray & Wood's framework of theoretical dimensions of collaboration and two conceptual models found in the literature in an effort to determine which constructs are present in the successful collaborative efforts of the Elizabeth River Project's Team Paradise as they developed the Paradise Creek Restoration Plan. The study used a mixed method approach involving both qualitative (interview and documents) and quantitative (survey) methods to gather data. Student achievement is of the highest concern for the government, educational administrators and parents. Researchers have looked at several possible student factors that affect student achievement. However, very little research has been done on teacher factors and their relationship with student achievement. The current study looked at the relationships among teacher absence, teacher job satisfaction, work-family conflict, family/work conflict, teachers' attitudes towards achievement measures, and their correlation with Virginia's standardized measure of student achievement; the Standards of Learning (SOLs). This study investigated the cultural differences of epistemological beliefs and moral reasoning between American and Chinese college students (N=452) recruited from three universities, Old Dominion University in the eastern United States, Luoyang Normal University in the central China and Central University for Nationalities in northern China. A series of factorial MANOVA was conducted to explore the influence of gender, ethnicity and nationality as the independent variables on epistemological beliefs measured with five EBI (Epistemological Beliefs Inventory) scores and moral reasoning measured with two DIT (Defining Issues Test) scores as dependent variables.

It departs from the traditional literature to include discussion on brain gain and brain circulation using Indian migration to the United States as case study. While it cannot be denied that host countries have policies that encourage or provide the necessary conditions for brain drain to take place, it must be taken into account that many source countries now benefit from out-migration of their workers and students. In January 1990 the Nicaraguan electorate chose to abandon the failing Sandinista Revolution in favor of the economic neoliberal rubric. However, since 1990 Nicaragua's economy has been stagnant. Today it is one of the four poorest states in Latin America having been one of the wealthiest before 1975.

The purpose of this work is to explain Nicaragua's poor performance since 1990. The hypothesis is that domestic independent variables are central to recovery and are the underlying causes of Nicaragua's failure to fully recover.

This study compares four structures of mandatory community service differing in the amount of peer and faculty interaction. To what extent, if any, does gender affect the relationship between trauma and juvenile delinquency? The extent of trauma was reviewed to include various studies relating to the impact trauma has on juveniles. If what they say is true, that first impressions are always the most important, then the city of Norfolk, Virginia could impress anyone. The Norfolk Botanical Garden began as approximately 30 acres surrounding Mirror Lake, adjacent to the proposed Norfolk Municipal Airport in 1938. Today the Garden consists of 158 acres that include a variety of garden styles, manmade canals, and extensive educational facilities. It serves as the first and last view visitors have of Norfolk. The purpose of this study is to investigate the factors that significantly influence conviction rates in domestic violence no drop policy trials. Literature heavily supports the position that factors.-such as physical evidence, police officer testimony, and cooperative victim testimony can help prosecutors increase conviction rates. This research utilizes data collected by Smith et al. (2001) on domestic violence trials in four cities that have implemented the no drop policy. Analyses revealed that various types of physical evidence do not significantly influence convictions in no drop policy trials. With one out of every two marriages statistically doomed to fail, we must ask ourselves: how does this affect children? This thesis examines the relationship between divorce rates in the 135 cities and counties in Virginia and rates of juvenile violent crime and drug abuse. Social disorganization, used as a main source of reference in this study, is helpful in understanding how divorce affects juveniles at the community level. Family disruption, due to parental divorce, supports the notion that there is less juvenile supervision in the home and in effect the community, which leads to juvenile delinquency.

Traffic congestion already is bad in the region; we estimate the cost in 2006 to be $473 million, or $296 per person. If nothing is done to alleviate the situation, this cost will grow to $1.07 billion, or $608 per person in 2015. Our simulations also predict the speed of automobile commuters going through the Hampton Roads Bridge-Tunnel will fall to 7.2 mph in 2015.

Replenishing the region’s beaches with sand is critical to their attractiveness. More than $100 million has been spent on beach replenishment in Virginia Beach over the past decade, with the federal government paying about two-thirds. We find that beach replenishment pays off handsomely for Virginia Beach, but also that the city probably should pay a larger share of the cost.

While contracting out has been the predominant method of privatization, there has been greater emphasis in recent times on using public-private partnerships (sometimes referred to as PPPs or P3s) instead. These public-private partnerships differ from contracting out, as they are characterized more by "a commitment between public and private actors ... in which partners develop products together and share risks, costs, and revenues" (Klijn & Teisman 2000, p. 85).
