John Mellencamp's song "Dance Naked" might seem an inappropriate way of introducing four student essays on archival topics, but it happened to be what I was listening to as I put the finishing touches to this essay. As with most popular song lyrics (and I am not repeating Mellencamp's words so as not to offend anyone), these words can be interpreted on a number of levels. Originally, I planned to discuss more broadly in this paper issues of access in lesbian and gay archives. Not only did I intend to research and write about the issues surrounding the confidentiality of information contained in those archives, but also the benefits and losses associated with cooperative agreements between those archives and local community groups, and between the archives themselves. During the appraisal or reappraisal process, an item may be either accessioned into or remain intact as part of a collection owing to its intrinsic value. Judgments regarding the intrinsic value of an item range from the purely subjective to the totally ambiguous. The concept of intrinsic value experienced growing interest from the National Archives and Records Service (NAAS) as they began to embark on a large-scale reformatting project in 1979. Planning for this project raised the issue of whether certain documents should be retained in their original format or be destroyed following reformatting. In response to this issue, NAAS …

Archivists first began codifying their behavior during the 1950s when "The Archivist's Code" was written by Wayne C. Grover for use within the National Archives.1 Reflecting a government archives perspective, it deals with such issues as service to researchers, access to records, avoiding conflicts of interest, and selecting records which can be widely used by researchers. While this code did not deal with any issues relating to institutions collecting personal papers and manuscripts, it was the only document dealing with ethical issues and was widely accepted by archivists and disseminated by the Society of American Archivists. Historically, ethics relate to moral principles or values and involve moral obligations or duties. According to Webster's Third New International Dictionary (1966), ethics also means those principles of conduct governing an individual or a profession. Associations have prescribed standards of behavior for their members. Despite contemporary meanings and practices, there are problems in equating standards of professional conduct with ethical decisions. Laws, institutional regulations, and the wide range of conditions in which archival practice is carried out may require decisions that are at variance with optimal conditions and practices.

Archivists today make some of the most difficult ethical and legal decisions at the public service desk. It has always been a difficult process to balance the archivist's legal and ethical obligations to the researcher, to the donors of collections, and to the institution served and, furthermore, to factor in obligations to those who often are not even aware that archives hold materials that impact on their lives. Balancing equality of access for all patrons with institutional needs and requirements is at least as difficult. Industry's Response To Market Liberalization In China: Evidence From Jiangsu Province, Penelope B. Prime

More than a decade has passed since China's communist party endorsed major economic reform at the Third Plenum of the Eleventh Central Committee in December 1978. The reforms have addressed many problems, but efficiency has been the focus of concern. To improve efficiency, China has introduced market mechanisms and reversed its import substitution policies. The purpose of this article is to investigate whether industrial productivity has increased as a result, using Jiangsu Province as a case study.

An exhibition entitled "The Age of the Marvelous,"1 sought to explain the fascination of sixteenth and seventeenth century European culture with the unusual, rare, and exotic-whether natural or man-made. Among the paintings, natural specimens, rare books, maps, and manuscripts were displayed illustrations of wondrous animals. One common characteristic of these illustrations, whether of mythical or freshly discovered animals from the New World, was that the creature illustrated was often depicted as made up of parts from several different animals.

The Congressional Papers Roundtable of the Society of American Archivists was organized in 1984 and in recent years has maintained a membership of approximately one hundred individual members representing sixty-five federal and government repositories and private institutions, large, medium, and small in size. In 1990/91, the roundtable conducted a survey of its non-federal government members in order to determine the kinds of institutions that actively were collecting congressional papers and. the levels of processing that were currently being conducted. Thirty-nine percent of the roundtable members responded. The survey dealt specifically with post-World War II congressional papers. This cut-off period was …

Traditionally, appraisal decisions for a congressional collection have been made after the arrival of the collection at a repository. In this case, the collection was the papers of Senator John J. Williams of Delaware. Williams represented Delaware in the United States Senate from 1947 until 1970, and was known as "the Conscience of the Senate" for his honest pursuit of integrity in government while serving on both the finance and foreign relations committees. Processing the Williams papers was a dedicated two-year project. A project archivist was hired in 1988 and , shortly afterwards, a technician assistant. The project archivist made …

In 1991, the National Archives of Canada made its first deliberate acquisition of art works by an Indian artist, the Kwaguitl David Neel, who had produced a series of serigraphs relating to events concerning native-white relations in Canada. The first work, Life on the 18th Hole (figure 1 ), was inspired by the events at Oka, Quebec, where Mohawk warriors had blockaded a provincial highway and defied first Quebec provincial police and then Canadian federal troops for more than two months in 1990.1 The second work, Just Say No (figure 2), was a commentary on the stand taken by Elijah …

Congressional records, although defined as personal manuscript collections, are comparable to business records-typically, however, from an office that never implemented any records management. In order to describe the scope of the Cranston project, it is helpful to think of the Alan Cranston Papers as a collection originating in an office that has been in business for twenty-four years and employs over ninety people in four different work sites--the main office in Washington, DC and three California branch offices. Municipal Capital Maintenance And Fiscal Distress, Mary K. Bumgarner, Jorge Martinez-Vazques, David L. Sjoquist

This paper formalizes and empirically tests the hypothesis that the deficient maintenance of public infrastructure is caused by fiscal distress. We utilize a production-decision framework in which public officials combine maintenance and new capital to produce a desired level of capital services. The behavior implied in the fiscal distress hypothesis is treated as perverse deviations from the optimal production path. The empirical findings from cross-sectional expenditures data give support to the fiscal distress hypothesis.

T. R. Schellenberg, the dean of modern archival enterprise, set a dual objective for the profession. "The end of all archival effort is to preserve valuable records and make them available for use," he wrote. When Schellenberg wrote these words some thirty-five years ago, archivists were oriented primarily toward the materials they worked with and perceived the users of these materials as a relatively small, elite group of scholars, mainly historians.

The audio-visual (AV) collection of a presidential library offers the world a unique record of the life and times of a United States President and his administration. The nature of presidential AV records also creates a considerable challenge for the Office of Presidential Libraries within the National Archives and Records Administration. To meet the needs of the president, the public, and future scholars, special archival policies and practices must be implemented when dealing with presidential AV records.
