Short Subjects: Archival Automation: A Brief Look At Two Systems, Frank T. Wheeler

While computers and automation have seemingly taken over, they have slowly and painfully crept into the archives. Automated on-line catalogs are replacing the manual card catalog and control over numerous collections and record groups has become easier. Some have argued that automation is not a positive step for an archives. These arguments will lessen as archivists begin to integrate automated systems into their daily routines of cataloging and collection maintenance.

The past decade has been a time of new calls for reassessment of the archival reference function and analysis of the use of archival and historical records. Like bookends, we have on the one side a series of statements arguing for institutional studies of users and on the other calls for national approaches to the problem of understanding the use of America's documentary heritage. Despite the strong calls, there has been little response to either side. Rasmuson Library, University of Alaska Fairbanks. Project Jukebox is an exciting, unique approach to age-old problems of preservation, storage, and retrieval of oral history records. Citizens, Development Interests, And Local Land-Use Regulation, Arnold Fleischmann, Carol A. Pierannunzi

Faculty Articles

Local governments confer significant benefits and costs on individuals and businesses through their power to regulate private land use. This article analyzes such regulation by using discriminant analysis to test a model of rezoning decision making. The results indicate that the best predictor of a local governing body's decision in a rezoning case is the recommendation of the appointed planning commission. This is contrary to both scholarly and popular expectations that pressure by developers or public protest is the major factor influencing elected officals in rezoning cases. The results suggest that citizen advisory boards may have significant effects on local …

Linear And Nonlinear Appraisal Models, Billie Ann Brotman

In this article, the author uses nonlinear models to forecast the value of four important housing characteristics. The article explains, for example, that each additional bedroom does not add a set incremental dollar figure to the value of a house. The results suggest that nonlinear models predict housing values better than linear ones.

It is not surprising to find that archivists at the University of Oxford are confronted by many of the same issues as their counterparts in the States. In some cases, the issues are intensified in a way not known in America. With records dating into the twelfth century housed often in equally ancient buildings, the management of archives at Oxford proves formidable.

Adding Electronic Records To The Archival Menagerie: Appraisal Concerns And Cautions, Michael E. Holland

Electronic records are significantly different from most of the records held in institutional archives and, thus, they must be appraised and evaluated for accessioning with different and additional factors in mind. The archival predilection for discussing electronic records only within the context of preservation issues fosters the misconception that--given optimum environmental conditions--electronic media may be considered an archival or long-term storage format. This is not a realistic assessment. Electronic media should be approached as a transitory information format in the archives. The Practicum And The Changing Face Of Archival Education: Observations And Recommendations, Frederick J. Stielow

Until the 1970s, work experience was the singular training venue for most American archivists. A protoarchivist came to the field with background education in the humanities and learned on-the-job. However effective a method for instilling institutional practices, OJT (onthe- job training) has its limits as a vehicle for professionalization. Practitioners were rarely steeped or even informed about the theories and complexities of information systems or the auxiliary sciences of history. Most archivists were constricted by the pragmatic realities of their daily work schedule; hence, they were without the time or "leisure" to theorize about their problems in an abstracted fashion. …

Rookie university archivists are ill-prepared for the responsibilities entailed in the management of an academic archives. First, there is the unique institutional setting. The unusual and varied systems of university governance make strict adherence to the paradigms for archival arrangement and description impractical at times. Second, and more vexing, is the fact that few college and university archivists are intellectually prepared. Unless the archivist is a devoted alumnus, he or she must first study the institution's history, mythology, and cultural traditions. But what of the larger academic world?
