Taking A Byte Out Of The Senate: Reconsidering The Research Use Of Correspondence And Casework Files, Naomi L. Nelson

In the mid-1970s, a sustained discussion about the management of modem congressional collections first emerged in archival literature. Much of the debate over congressional collections during the intervening twenty years concerned the appropriate disposition of the voluminous constituent correspondence and casework files. Most archivists agreed that the casework and constituent correspondence records created and filed under the old paper-based system were bulky, hard to use, and of little research value.

Carl Gustav Jung, the Swiss-born psychiatrist, developed the modern concept of psychological types, preferences with which individuals are born that form the foundation of their personalities. Soon after Jung's work appeared in English translation, an American researcher, Katharine Briggs, began detailed studies of Jung's work. She, along with her daughter Isabel Briggs Myers, devoted nearly two decades to developing ways to measure the preferences of individuals in order to determine their types and the strength of their preferences. Their collaboration resulted in the creation of a survey instrument, the Myers-Briggs Type Indicator (MBTI), which has been given to millions of …

In 1995, an advisory panel asked a group of grad.uate students in Britain whether it was viable to undertake doctoral research in the field of American Studies given that the majority of the material they would require was likely to be housed three thousand miles away. With the establishment of both regional and national ethnic, gender, cultural, and religious collections, the concept of diversity in archives encourages a fragmented world. This is one in which a researcher has a few clear-cut options--go to a women's repository to do research on women, a labor collection for labor history, an African-American archives for African-Americans, and so forth. However, time has demonstrated that no repository has a comer on the market for diversity which can also be found in holdings of what are often referred to as "traditional collections." For years the banking industry did not consider electronic services for customers as "real" business. Then in 1994, a study entitled "New Paradigms in Retail Banking" by the Bank Administration Institute (BAI) and First Manhattan Consulting Group revealed that more than half of all retail banking transactions occurred by way of an electronic medium. People were no longer going to their branch offices, but conducted business with their phones, PCs, and ATM cards. Suddenly banking executives stopped asking "Why should we offer electronic services?" and started asking "Why aren't we offering electronic services?" This same revolution in thought is inevitable …

The article discusses result of a survey addressing the quality of work life among audit personnel in the U.S. The result shows that dissatisfaction in the work environment affects staff's performance. Creating customer value is one of the issues in business establishment. As stated, clients are demanding the expertise that comes with experiences. The quality of work environment may persuade outstanding staff members to pursue other career options. Financial rewards of public accounting are not the basis for changes in the rating of staff.

The archival community is within the early and unsettled stages of an important transition in information access as an increasing number of repositories and records management programs utilize powerful communications tools such as the Internet Gopher, Cello, and Mosaic. By the spring of 1994, the authors identified well over a dozen academic institutions that had made descriptive guides to historical materials or records management information available through the Internet. Among the first repositories to make historical records descriptions available in this way were Johns Hopkins University, Wheaton College, Trent University, and the University of Virginia. "Pricing" The Corporate Memory: User Fees And Revenue Generation In A Public Archives, Gabrielle Blais

In their current bestseller, Reinventing Government, David Osborne and Ted Gaebler have attempted to provide a "map" of entrepreneurial government by suggesting new ways of delivering public services. One of their basic principles, entitled "Enterprising Government: Earning Rather Than Spending," argues that a profit oriented mentality can translate into more efficient and client-driven services. They provide several examples of successful government competition with the private sector, development deals, and the introduction of user fees. Not surprisingly, their arguments are similar to those presented in recent years by archivists when they debate funding issues. This author wonders how far we have …

On May 30, 1994, Roll Call, a weekly newspaper for Capitol Hill, boasted an emphatic headline on its front page that read, "Congress Has Strictest Ethics Rules in World, According to a New CRS Study of 24 Nations." But the ethics of Congress proved less scandalous than the headline for the Thursday edition that same week which announced in heavy bold type, "Rosty Indicted on 17 Counts." These telling words condemned Representative Dan Rostenkowski, Democrat of Chicago and chairman of the powerful Ways and Means Committee, for his graft charges.

More than a dozen years ago, the archival educator and writer Richard Cox outlined the development of American archival history and offered some suggestions for the work that still needed to be done in that field. Drawing on a range of publications, from the obscure to the well-known, he surveyed a century of writing in this country on the history of the archives profession, its people, and its institutions, as that history had appeared in monographs and in scholarly journals of state, regional, and national circulation. Most of the former planned economies are in the midst of major economic transitions. In these economies the questions being addressed no longer deal with whether or not they should reform--their very economic survival and future development rest on how to proceed with reform. In the former Soviet Union and eastern Europe, the questions are down to nuts and bolts: how to privatize and encourage market behavior quickly before chaos clouds the situation further. In China, the leadership is attempting to improve efficiency via small scale private ownership and markets while improving the state sector.

In the second half of the twentieth century, resea·rchers in all fields of study have become more sensitive to documentary gaps, especially the paucity of materials by and about social non-elites. With increasing frequency, oral history projects have been carried out to add these forgotten voices to the historical record and thereby create what may be termed new historical evidence. In the words of one public historian, "a new and integrative paradigm" is crafted out of such initiatives, whereby the oral testimonies of the heretofore ignored are synthesized with the documentation of the powerful. In his 1974 Society of American Archivists presidential address, Gerald F. Ham cautioned archivists against becoming "too closely tied to the vogue of the academic marketplace" otherwise ''the archivist will remain at best nothing more than a weathervane moved by the changing winds of historiography." These wise words of advice reflected concern over collecting activities that responded to the latest research interests rather than a broad knowledge of ''the scope, quality, and direction of research in an open-ended future."
