Pursuing Environmental Justice Through The Courts: An Overview Of The Process And Why It Has Failed, Julie Lynne Hershenberg

This project brought together two issues that dominate policy debates in the southwestern U.S. and especially along the United States – Mexico Border; namely, environmental justice, and legal liabilities associated with adverse environmental actions. Both are major implementation problems. In the southwest the issue becomes more problematic as the two-nations meet face-to-face, and the maquiladora industry continues to expand, creating new burdens on an already stressed environment as a result of industrial practices that have not always meet U.S. environmental standards.

Education is clearly linked to income as numerous studies have shown. In El Paso, this link underscores what can only be called a crisis. As the region’s education level has declined over the past few decades, income has followed in a parallel fashion. This study strongly points out this linkage over the past 50 years, suggesting that a number of issues related to the education pipeline need to be addressed broadly across the community.

This study was undertaken in the spring of 2000 by the Public Policy Research Center at the University of Texas at El Paso on behalf of the El Paso Leadership and Research Council. Using input from a variety of business and community leaders over a two month period, the study was designed with the following overall objective: to assess the El Paso small business sector’s access to capital (debt, equity, and human/information) and the role of commercial banks in this process. Capital Access In El Paso: A Multivariate Analysis Of Factors Influencing Loan Approval, David A. Schauer, Dennis L. Soden

During the spring of 2000, The University of Texas at El Paso was commissioned by the El Paso Leadership and Research Council to explore a broad set of issues surrounding supply and demand factors with respect to commercial banks, small business firms and debt financing. The study revealed among other things that small, relatively young and minority owned firms experience high loan denial rates compared to their counterparts. The present study has the purpose of providing a more comprehensive statistical analysis concerning the factors which influence or predict loan approval probabilities.
