Negotiating Bureaucratic Responsiveness In Collaboration With Citizens: Findings From Action Research In Los Angeles, Thomas Bryer Dec 2006

Negotiating Bureaucratic Responsiveness In Collaboration With Citizens: Findings From Action Research In Los Angeles, Thomas Bryer

Thomas A Bryer

The Collaborative Learning Project conducted an action research program in the City of Los Angeles between 2003 and 2006, in which researchers facilitated a collaborative process between recently created neighborhood councils and city departments of council choosing. In two cases conducted, the patterns of administrative responsiveness to the neighborhood councils differed substantially. This dissertation asks: How can we explain the patterns of administrator responsiveness observed in each of two cases of collaboration between administrators and neighborhood council representatives? To answer the question, an exploratory assessment of each case was conducted from multiple emergent perspectives using an inductive analysis. Data from …

The Story Behind An Organizational List: A Genealogy Of Wildland Firefighters’ Ten Standard Fire Orders, Jennifer Ziegler Dec 2006

The Story Behind An Organizational List: A Genealogy Of Wildland Firefighters’ Ten Standard Fire Orders, Jennifer Ziegler

Jennifer A Ziegler

To invigorate research on the dialectic between lists and stories in communication, this study recommends adding context back to text by focusing on the enduring problems these forms are summoned to solve. A genealogy of one significant organizational list, wildland firefighters' 10 Standard Fire Orders, shows how a list's meaning resides less on its face and more in the discourses surrounding it, which can change over time. Vestiges of old meanings and unrelated cultural functions heaped upon a list can lead to conflicts, and can make the list difficult to scrap even when rendered obsolete for its intended purpose. Reconciling …

La Racionalidad De Las Preferencias Políticas En México: Estudios Recientes De Opinión Pública Y Comportamiento Electoral, Rodolfo Sarsfield Dec 2006

La Racionalidad De Las Preferencias Políticas En México: Estudios Recientes De Opinión Pública Y Comportamiento Electoral, Rodolfo Sarsfield

Rodolfo Sarsfield

Palabras …

Militarization And Policing—Its Relevance To 21st Century Police, Peter Kraska Dec 2006

Militarization And Policing—Its Relevance To 21st Century Police, Peter Kraska

Peter Kraska

This work examines the blurring distinctions between the police and military institutions and between war and law enforcement. In this article, the author asserts that understanding this blur, and the associated organizing concepts militarization and militarism, are essential for accurately analyzing the changing nature of security, and the activity of policing, in the late-modern era of the 21st century.

What Can I Expect To Earn: Information Sources For Library Salary Negotiations, Joseph Zumalt Dec 2006

What Can I Expect To Earn: Information Sources For Library Salary Negotiations, Joseph Zumalt

Joseph R. Zumalt

Finding salary information about individual library positions is a difficult but not impossible task. There are sources available for free and for fee which tell someone what salary to ask for in a given location. Commercially available tools are also available over the Internet. Two Internet-accessible salary tools, from Salary.com and SalaryExpert.com, were reviewed for library positions in the immediate Champaign-Urbana (IL) area. To test the accuracy of these tools, a file was created to compare salary, years of experience and level of responsibility. While requiring a considerable effort, this level of detail provides a better sense of library salaries …

To "Keep The Past In Lively Memory": William Carl Bolivar's Efforts To Preserve African American Cultural Heritage, William Welburn Dec 2006

To "Keep The Past In Lively Memory": William Carl Bolivar's Efforts To Preserve African American Cultural Heritage, William Welburn

William C Welburn

The contributions of William Carl Bolivar, a Philadelphia African American bibliophile and journalist, are considered. Bolivar’s interest in historical documentation shaped his sense of interconnectedness with the collective memory of Philadelphia’s black community. His collecting interests are manifested in his column published in the Philadelphia Tribune, in his contributions to the American Negro Historical Society and other social and cultural organizations in Philadelphia, and in a published catalog of portions of his collection. Bolivar’s network of collectors and associates formed a “nucleus for a larger effort” to preserve African American cultural heritage. Their collecting efforts formed the foundation for black …

Growing Smarter: Achieving Livable Communities, Environmental Justice, And Regional Equity, Robert Bullard Dec 2006

Growing Smarter: Achieving Livable Communities, Environmental Justice, And Regional Equity, Robert Bullard

Robert D Bullard

Overview The smart growth movement aims to combat urban and suburban sprawl by promoting livable communities based on pedestrian scale, diverse populations, and mixed land use. But, as this book documents, smart growth has largely failed to address issues of social equity and environmental justice. Smart growth sometimes results in gentrification and displacement of low- and moderate-income families in existing neighborhoods, or transportation policies that isolate low-income populations. Growing Smarter is one of the few books to view smart growth from an environmental justice perspective, examining the effect of the built environment on access to economic opportunity and quality of …

Is Our Cd/Dvd Collection Worth All This? A Cost-Per Use Study Of Accompanying Materials, Marie Kennedy Dec 2006

Is Our Cd/Dvd Collection Worth All This? A Cost-Per Use Study Of Accompanying Materials, Marie Kennedy

Marie R. Kennedy

Librarians have spent a considerable amount of time discussing cataloging and processing procedures for texts that have accompanying material.  The procedures are usually well-documented but elaborate; are our efforts worth it?  This research uses a time study to produce a time and materials cost per use for the CDs and DVDs in the collection of the Norris Medical Library.  Analysis shows that the time and materials costs per use of the CDs and DVDs at this library are relatively low, and that little change in the procedures used at this library are needed.

Tracking Performance: When Less Is More, Kathy Paulson Gjerde, Hughes S. Dec 2006

Tracking Performance: When Less Is More, Kathy Paulson Gjerde, Hughes S.

Kathy A. Paulson Gjerde

With or without a balanced scorecard, it is easy for managers to become inundated with metrics and measures. In this article, we first highlight the differences between lagging and leading measures. Second, we illustrate the importance of differentiating the strategic leading indicators-the key leading measures-from those that may improve operational efficiency without significant improvements in profitability. Third, we use a business simulation to demonstrate that focusing on and improving the key leading measures has the greatest impact on profitability, but getting lost in the secondary measures dilutes the effect. Combined, the results illustrate that less may be more when it …

Is The United States A Good Model For Reducing Social Exclusion In Europe?, John Schmitt, Ben Zipperer Dec 2006

Is The United States A Good Model For Reducing Social Exclusion In Europe?, John Schmitt, Ben Zipperer

Ben Zipperer

Advocates of U.S.-style labor market flexibility have long argued that Europe could generate jobs and lower unemployment if the continent's economies followed the example of the United States. More recently, proponents of the U.S. model have suggested that labor market deregulation also holds out the possibility of reducing the problem of "social exclusion" in Europe, primarily because unemployment is one of the worst forms of social exclusion and contributes to other forms of social marginalization. The authors review a broad range of social and economic indicators and conclude that the United States fares poorly compared with much of Europe on …

Introducing The Navigator, The Juggler, And The Analyst: A Q Profile Of Undergraduate Psychology Students Within An Australian University, Dawn Darlaston-Jones Dec 2006

Introducing The Navigator, The Juggler, And The Analyst: A Q Profile Of Undergraduate Psychology Students Within An Australian University, Dawn Darlaston-Jones

Dawn Darlaston-Jones

Much of the existing literature investigating non-completion in the university sector focuses on the demographic characteristics of the students while failing to adequately apply the same degree of scrutiny to the institution itself. In this paper we present the findings from the final stage of a three phase investigation into retention in a Western Australian university that utilises Q Method to understand the subjective interpretation and meaning of the student experience and how this relates to retention. The sample of 45 undergraduates was drawn from each of the four years of the psychology programme at Edith Cowan University and so …

Libraries And It: Are We There Yet?, Deborah Ludwig, Jeffrey Bullington

Deborah M. Ludwig

Published in a special Issue on Library and IT Mergers, this study aims to look at the impact for users on university library and information technology services, present and future, following merger. The study examined user survey data from the early 1990s through the 2006 LibQUAL+ survey, collected information through interviews with faculty and Information Services, and examined the National Science Foundation and the American Council of Learned Societies reports on cyberinfrastructure. The paper finds that while the merged information services organization is not yet a resounding success from the perspectives of staff in information services or faculty, it is …

Greening The Business Economics Curriculum: A Paradigm For Environmental Stewardship In The 21st Century, Asayehgn Desta Dec 2006

Greening The Business Economics Curriculum: A Paradigm For Environmental Stewardship In The 21st Century, Asayehgn Desta

Asayehgn Desta

Economic growth depends upon the wealth of goods and services that natural resources provide. Yet, over the years, as corporations pursue hefty returns on their investment, they have been depleting the natural resources so vital for economic development. After the Rio Earth Summit of 1992, however, corporations that once viewed environmentalism as a threat to their survival all of a sudden realized sustainability as a means of gaining a competitive edge; it reduced costs and stimulated greater innovation. When the program of action for the Earth Summit was reviewed in 2002 at the World Summit on Sustainable Development (WSSD) in …

Organizational Diversity, Vitality And Outcomes In The Civil Rights Movement, Susan Olzak, Emily Ryo Dec 2006

Organizational Diversity, Vitality And Outcomes In The Civil Rights Movement, Susan Olzak, Emily Ryo

Emily Ryo

Sociologists often assert, but rarely test, the claim that organizational diversity benefits social movements by invigorating movement vitality and facilitating success. Our analysis of black civil rights organizations shows that goal and tactical diversity of a social movement is largely a function of organizational density, level of resources available to the movement, and the number of protests initiated by the movement. Goal diversity increases the rate of protest, whereas tactical diversity increases the likelihood of achieving a desired policy outcome. These findings advance our understanding of social movements and organizations by illuminating how organizational dynamics of a social movement might …
